Position Overview:

Case Management Manager is expected to be an experienced, motivated and dynamic person who is responsible for the overall implementation of UPEL programs in each of the 6 regions in Lebanon. The Case Management Managers is responsible for the daily oversight and implementation of UPEL services in their relevant region, upholding high standards of conduct and staff management. S/he will provide weekly CM technical support to the team and coordinating closely on a weekly and sometimes daily basis with the Project Coordinator to ensure program quality and development of processes and procedures. The Case Management Manager is responsible for establishing strong team spirit, external and internal representation of UPEL to national bodies, maintain a strict documentation system and uphold principles of confidentiality and the Best Interests of the Child within the UPEL offices. The Case Management Manager is responsible for closely supervising the implementation of M & E/Information Management systems, and reporting to the Project Coordinator / CEO on a weekly basis. Case Management Managers are responsible for ensuring close coordination with UPEL offices in other regions for interrelated cases.

Main Responsibilities:

  • Comply with UPEL Child Protection Policy, National Standard Operating Procedures and Internal Rules and Regulations.
  • Supervise UPEL child protection case workers to ensure adherence to Child Protection Minimum Standards and National Standard Operating Procedures; in addition to the Ministry of Justices (MOJ) regulations/mandate;
  • Oversee strict information management protocols, ensuring the case files and adequately locked in cabinets, confidentiality is maintained and databases are secured on a weekly basis; 
  • Oversee case management process/steps to ensure proper implementation within the judicial pathways and ensure adherence to the National SOPs including the use of all relevant tools;
  • In cooperation with the HR department, develop and implement capacity building plans for UPEL case workers including workshops and coaching session; 
  • Conduct weekly case management review meetings, call for case conferences for complex cases with the UPEL HQ Management team,
  • Provide on the ground support and coaching to the case workers in the field;
  • Attend primary investigations in police stations and other locations as and when requested and advocate for child-friendly procedures and the child’s best interest in these investigations
  • Close coordination with other UPEL offices on cases which are interrelated and/or transferred and ensure coordination with UPELs Project Coordinator for transfer of files;
  • Review the CM data provided through databases at the field level. Ensure databases are maintained and updated on a weekly basis in line with the National SOP’s.
  • In collaboration with Project coordinator/CEO review data collected to analyze cases of child protection and children in conflict with the law to identify bottlenecks in the system, complex social norms and proactively identify target groups and actions for advocacy;
  • Advocate for the cases of children in conflict with the law which require protection and advocate for the opening of protection files;  
  • Manage complex and high risk cases of children in need of judicial protection and/or in conflict with the law as assigned by the Project coordinator/CEO
  • Oversee and ensure that all logistical materials and transportation are available for the smooth implementation of UPELs services through the coordination for with the management  
  • Proactively identify and communicate challenges in program implementation, national systems and/or complex cases with the project coordinator/CEO counterparts to strive for better systems in the best interests of the child;
  • Participate in the development of best practices and lessons learned throughout program implementation; Draft bi-weekly reports with up to date data and include context analysis and share with the Project Coordinator/CEO
  • Actively participate in the trainings assigned to him/her by the HR;
  • Ensure all teams have access to emergency shelters and that regular coordination is maintained with key interim shelters for children  
  • Draft and submit analytical reports of high quality in close coordination with the M & E officer and Case Management Managers;
  • Ensure referral pathways & service mappings are updated in all 6 regions each in his region on a regular basis;
  • Ensure that regular coordination meetings are held between ISF, General Prosecutors, Juvenile Judges to highlight high risk cases in need of immediate intervention, highlight challenges in the management/coordination of cases
  • Receive and report feedback on the performance of UPEL case workers and advocate for the best Interests of the Child
  • Ensure emergency cover schedules are in place in each office and regularly reviewed;
  • Maintain night and holidays shifts as and when required on a regular basis;

Monitoring & Reporting

  • Maintain emergency rotational schedules on a weekly basis and ensure that staff are on guard for emergency interventions; i.e. hotline, sudden leave
  • Develop weekly and monthly plans for all the project case workers and their work in the field;
  • Fill observations / supervision checklists whenever conducting field visits and conduct case audits;
  • Compile bi-weekly report of activities and support in the start up of relevant M & E system in the assigned region.
  • Support in the documentation of thematic division of files including children in conflict with the law versus children in need of judicial protection and/or other social services;

Staff Management and Development

  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance; including UPEL volunteers and Interns
  • Supervise and mentor direct-report case workers, including communicating clear expectations and providing regular and timely performance feedback;
  • Provide Induction trainings and follow up for new joiners and volunteers
  • Take part along with Project coordinator and the HR in the Midterm term and annual review of the field case workers
  • Promote and monitor staff care and well-being, approve and manage all leave requests to ensure adequate coverage.
  • Ensure staff receive clinical supervision as and when needed;

Other

  • Consistently and proactively monitor/assess the safety and security of case workers in the field; promptly reporting concerns or incidents to the project coordinator and UPEL Office Director;
  • Liaise and collaborate with the coordinator officers on regular basis to identify challenges in context, systems;
  • Willingness and ability to train partners and donors on child and juvenile protection programs and how to refer a case,
  • Other duties as assigned by the supervisor to proactively improve standards and service quality during project implementation;

REQUIREMENTS:

  • University degree in social work and/or other relevant fields;
  • 3-5 years working experience minimum;
  • Experience in working with children mandatory;
  • Case Management experience with children mandatory;
  • Strong written skills in Arabic and English is mandatory;
  • Experience in delivering trainings preferable;
  • Staunch advocate of Child rights;
  • Commitment to principles of Alternative Care for children and the Best Interests of the Child;
  • Promoter Child Safeguarding Policies;
  • Competent in Windows, MS office programs, email and database experience;
