Consultancy the MENA Strategic plan and governance assessment and structuring

The Arab Foundation for Freedoms and Equality is a regional organization dedicated to encourage and support sexual health, sexuality, gender and bodily rights movements in the Middle East and North Africa through capacity building, knowledge production, protection and advocacy. Established in 2009, AFE has been a driver of LGBTIQ+ rights in the MENA region supporting national organizations and local, regional and global advocacy to improve the quality of life of marginalized communities in the MENA region.

The M-Coalition (MCO) is the only regional network devoted to promote and support LGBTIQ health in the Middle East and North Africa Region (MENA) and is the health department for AFE MENA. MCO was founded in 2014 and works through advocacy, information exchange, knowledge production, networking, and capacity building. The M-Coalition strives to involve members of the LGBTQ community and people living with HIV and other Key Populations at all levels of its strategy, policy development and implementation, and internal governing processes.

Project Description

The MENA region remains one of the regions in the world with constant descrimination against trans* minorities in the region and without any trans* led initiatives that cares specifically for trans* needs.

The MENA Trans* Alliance (TMA) is a network of Trans* activist from the MENA region. This network aims at raising the voices of the regional situation globally and empowers Transgenders and other gender minorities in the Middle East and North Africa by promoting Trans* leadership in the HIV response and Sexual Reproductive Health and Rights. The network is fiscally hosted by the Arab Foundation for Freedoms and Equality (AFEMENA) and it strives to implement three objectives; Strengthen the Governance of TMA Network, Address the Challenges Facing Trans* Living  in the area trans* living with HIV, hormonal issues, laws against transgenders in MENA,livelihood of trans*  and Ensure the Sustainability of TMA Network.

TMA has members in several countries across the Middle East and North Africa. This makes it important for the Network to have a strong Governance Structure that ensures its sustainability and growth. Therefore, TMA is recruiting a Consultant to support the development of its governance structure and bylaws.

Job Description

A consultant will be hired for a period of 10 May 2021 to 15 June 2021 to put TMA strategy through: 

Objectives

• Have a clear governance structure for TMA, as well as ToRs /Job description for the leadership of the network.

• Develop a membership system that allows for recruiting new members while identifying their roles.
• Develop the network’s bylaws.
• Set up a working structure for the network.

Expected outcomes:

• A Manual highlighting the Governance Structure, Membership, Bylaws and Working Structure.

Qualifications / special skills or knowledge required of the consultant

The Consultant recruited by TMA will develop a Manual including the Governance Structure, Membership, Bylaws and Working Structure for the network.

 Candidates should have the following:

• Three to five years of experience working in HIV and SRHR focused on Key population specially Trans* engagement, advocacy, community-led research, capacity building, leadership, community- led service delivery and resource mobilization.
• Previous experience developing organization governance structures and bylaws.
• The ability to work cooperatively with people from different cultures and backgrounds

Timeline

The Manual should be launched on 15  June 2021 following the approval of the members.
