The Health Advocacy Program Manager coordinates and manages the services of the M-Coalition program, pioneering and promoting innovative community-based health services and standards. The Health Advocacy Program Manager directs the given department by creating and maintaining the procedures and policies under their supervision, and will implement advocacy activities, monitor performance, and communicate advocacy outcomes. The Health Advocacy Program Manager also performs general administrative functions, including developing budgets and coordinating with the needs of other programs and departments. These tasks require an extensive knowledge of health advocacy duties and activities.

Role and responsibilities

Program Development & Management - 50% of Time:

  1. Preparing Needs assessments, literature review, community assessments and feedback, research, and innovation hunting. This goes into designing programs and interventions that are effective, equitable and impactful. These programs will then be worked into proposals and project developments.
  2. Developing project specific work plans and annual planning of all program activities for the coming year, to maintain a clear calendar of all activities for all activities of this program for the coming year. Advocating in designing, planning, and implementing strategy and campaigns.
  3. Maintaining and administering quarterly performance, identifying gaps and opportunities for improvement, managing resource mobilization by proposal hunting and proposal development.
  4. Following-up on the M-Coalition strategic plan, ensuring compliance with AFE’s strategy, implementing regular evaluation of the department’s results ensuring efficiency, and inclusion of communities in strategy development, implementation, and accountability of secretariat to the oversight boards.
  5. Supporting other departments in implementation by providing strategic support and advise specifically on health, LGBITQ rights, HIV and strategic implementation.
  6. Designing research methodology and protocols, research questionnaires, identifying data collectors, running focus group discussions, data analysis, report review and follow up.

Monitoring & Evaluation – 20% of Time:

  1. Following up on compliance with donors and grant budget negotiations.
  2. Engaging with stakeholders, donors’ webinars, engaging with governments, National AIDS Programs, Community Coordinating Mechanisms, UN agencies, communities and internal strategies into writing and developing proposals, including theory of change, budgets and M&E plans.
  3. Consolidating all advocacy work plans, reviewing the quality of existing program data, evaluating program performance, identifying pressing advocacy issues and key opportunities in the short and long-term.
  4. Organizing, coordinating organizational monthly project update meetings to assess performance against targets.
  5. Preparing the Advocacy Health Program’s annual budgets, donor reports, donation budgets, and supporting AFE ‘s fundraising and proposal development
  6. Reporting to donors, writing specific reports for specific events, or on key issues. Liaising with the M&E department on developing of M&E reports for specific donors.

Community Engagement Activities & Networking– 20% of Time:

  1. Representing AFE in national, regional, and international spaces. Representing on webinars, award acceptance, with other national, regional, and international organizations and businesses, including presenting, preparing, and organizing webinars.
  2. Engaging with partners on national, regional, and international levels, to ensure the continuation of good relations with the partners, including attending their meetings and webinars, providing technical assistance and ensuring continuous communication (both within and outside the Network).
  3. Designing, implementing, and overseeing the PR of campaigns, including in some cases, filming, editing, writing, producing, and coordinating.
  4. Developing project and organizational updates, breaking news for AFE’s website and social media channels.
  5. Establishing and maintaining effective relationship with journalists, editors, news reporters and keep them up to date on the success stories, advocacy quick wins and any other related news that’s beneficial to the organization and its project programs.
  6. Maintaining a record of organizational reports, project reports, media coverage clippings and/or tapes for sharing and reference.

Team and Admin Management – 10% of Time:

  1. Leading the Health Advocacy Program team, ensuring they have a development plan, supporting them in capacity building, and implementing the performance appraisal process as per AFE’s guidelines.
  2. Supporting in recruitment efforts and weighing in on compensation and benefits package.
  3. Assisting in the internal development of AFE’s internal policies, procedures manual, code of ethics, financial procedures and capacity, governance support, AFE protection from ill-intent harm, communication.

Qualifications

  • Master’s degree in Public Health, Social Sciences, Sociology, Medicine or Project Management.
  • Other University Degrees can also relevant if combined with pertinent experience in the field
  • At least 5 years’ experience in Public Health, HIV, Community Health, LGBTIQ health, Research, Advocacy, Documentation, Communications, Organizational Governance and Development.

Experience  

  • Strong experience managing multi-million grant contracts.  
  • Demonstrable experience in project or operational management.  
  • Demonstrable experience in donor relations, particularly government agencies and large foundations. Experience working with high-net-work individuals in a plus.
  • Demonstrable experience of working on grants making funds.  
  • Experience of strategic planning and managing budgets.  
  • Strong experience of writing funding proposals.  
  • Strong experience of developing and cultivating relationships with external stakeholders.  
  • Strong experience of team management for performance.  
  • Experience of program delivery in a low- or middle-income country.  
  • Knowledge of NGO partnerships.  
  • Experience of working for an international or regional nonprofit or Grant-making agency. 

Knowledge  

  • Demonstrable knowledge of current global and regional health, LGBT, human rights and gender issues.  
  • Demonstrable knowledge of project/grant management cycle, including grant design, selection, contract, implementation, monitoring and evaluation.  
  • Demonstrable knowledge of grants management processes.  
  • Deep knowledge of DFID, USAID, DRL, EU and other international agencies funding regulations.  
  • Knowledge of grant and commercial bidding processes.  
  • Understanding of Value for Money. 
  • Strong knowledge of civil society contexts in the MENA region.
  • Seasoned in M&E practices and procedures.
  • Strong knowledge of methodologies, tools, and analysis for organizational development.

Skills  

  • Proven ability to manage high value donor-funded programs.  
  • Proven ability to manage a team effectively, including remote teams.  
  • Highly motivated self-starter.  
  • Excellent skills in MS Excel and MS Word and in project management software such as Trello, Asana, Microsoft Project, etc. 
  • Proficient communication skills— both written and oral, in Arabic, English and French— are a must.
  • Excellent interpersonal skills, particularly in the context of team management and external representation of the organization.  
  • Proven ability to self-organize. 
  • Strong report writing and proposal development skills.
  • Ability to learn from mistakes, grow and positively respond to feedback.
  • Strong negotiation skills, including with donors and with partners.
