  1. Role Summary:

 

The Learning and Development Officer is responsible for developing a complete staff capacity building system and yearly plan based on needs analysis, designing and delivering core related training materials as per NRC requirements, and following up and coordinating with external service providers for various related topics. The position holder will also be responsible on following on the implementation of the Performance Management process in coordination with the Line Manager.

Generic Responsibilities:

 

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines.
  2. Implement delegated Human Resources function portfolio according to plan of action.
  3. Advise and support line managers on development approaches of staff.
  4. Develop a yearly Training Needs assessment and a Plan of Action for developmental initiatives in NRC Lebanon, with focus on “on-job training” and “in-house workshops”.
  5. Promote and guide on existing and new learning opportunities for staff.
  6. Liaise with Regional and Global HR on new initiatives on staff development approaches in direct coordination with the line manager.
  7. Contribute to the development of all related policies and procedures in compliance with set standards and regional initiatives.
  8. Prepare periodic reports on staff development as needed, and perform all related administrative duties as applicable.
  9. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

 

Specific Responsibilities:

 

  • Design, deliver and update NRC Mandatory internal trainings periodically including Performance Management, Code of Conduct, NRC Way Lite, and others as needed.
  • Develop a system of evaluation for the training and development initiatives, and document evaluation records while offering analysis and recommendations.
  • Research and seek creative ways for effective transfer of skills within the organization and introduce new approaches for staff development needs.
  • Design and deliver internal trainings on different topics as needed. Including live streams and narrated training material for various topics both in English and Arabic and follow up on roll out and ensure results are measured.
  • Track seminars and workshops attended by NRC Lebanon staff on the national, regional, and global level, and ensure proper documentation and reporting; and follow up and take forward staff requests for external training sessions as per set policy.
  • Participate in committees to identify providers for trainings, and liaise with external institutes and centres for trainings provided and quotations as needed.
  • Ensure proper filing, documentation, and archiving of all related papers and documents both hard and soft copies as needed.
  • Coordinate new joiners’ inductions and on boarding process and follow up on submission of probationary documents.
  • Carry out other Human Resources related activities to support the team as needed.

  • Regional and Global HR and Staff Development – Coordinate on new initiatives and updated related
  • External Service Providers related to training courses and staff development matters
  • HR team in Country and Field Offices

  • Bachelor degree in Human Resources or any other related field
  • Minimum 2 years of experience in a similar role
  • Fluent in Arabic and English, both spoken and written
  • Experience in organizing events and coordinating multiple parties
  • Excellent presentation and training delivery skills
  • Research skills and capacity to prepare training materials and presentations
