Organizational Setting and Work Relationships
Ten years into the Syrian crisis, Lebanon remains the country hosting the largest number of refugees per capita, with over one million Syrian refugees, and around 20,000 refugees of Iraqi, Sudanese, Ethiopian and other origins, in addition to the Palestine refugees under UNRWA¿s mandate.  There are no formal camps for Syrian refugees in the country, and refugees are living in hundreds of communities and locations across the country.

The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.

The UNHCR operational response in Lebanon is one of the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. Aside from the country office in the capital city of Beirut, UNHCR has offices in Mt Lebanon, Qobayat, Tripoli, Tyre and Zahle.

The Assistant Registration and Identity Management Officer is a member of the registration unit within the protection section, and s/he assists in the management and oversight of UNHCR's registration and data management procedures, as well as related activities in the Operation, combing both operational and technical responsibilities. The Assistant Registration and Identity Management Officer is supervised by the Associate Registration Officer, and may in turn supervise some staff. The Assistant Registration and Identity Management Officer assists with the implementation of an operation-specific registration strategy, to ensure that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions. As well, s/he contributes to the planning, coordination and management of data collection methodologies, audit and quality control, as well as reporting activities in field operations.

The Assistant Registration and Identity Management Officer supports with oversight of the use, maintenance and technical support to ProGres (registration database) and to the Refugee Assistance Information System (RAIS) for tracking of counselling and referral activities coordinated by the registration unit. S/he will contribute to the development of existing and new tools responsible for enhancing the efficiency and quality of registration, counselling, referral and data management activities, and will ensure that ProGres and RAIS-related data entry activities are reflected in the relevant SOPs and training modules. The Assistant Registration and Identity Management Officer provides day-to-day support to UNHCR staff engaged in registration, counselling, referral, data management and related activities in the country and field offices, including training and capacity building.

The Assistant Registration and Identity Management Officer collaborates closely with Protection, Programme, Basic Assistance,  Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of targeted protection or assistance interventions and programming and planning. This includes leading efforts in the relevant data management activities and their revision, as well as in ensuring the programmatic decisions of inclusion to assistance are based on accurate and reliable registration data.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties
- Assist in the implementation of appropriate registration strategies and methodologies for populations of concern in compliance with the protection strategy of the operation and ensuring that registration standards are met.
- Assist in the drafting and implementation of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud.
- Assist in the implementation of appropriate procedures and systems for the assurance of quality registration data through continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents.
- Assist in conducting regular data quality checks to monitor the accuracy of data collected.
- Assist in the development of mass information campaigns to ensure that persons of concern have accurate information on registration procedures.
- Liaise with Government authorities and partners as necessary for delivery of assistance and other registration-related activities.
- In coordination with the operational data management staff, assist in the timely consolidation and drafting of statistics and registration data reports on persons of concern.
- Contribute to training and internal capacity building of UNHCR staff in registration, including on-the-job coaching and guidance.
- Enforce compliance by UNHCR staff engaged in registration and related activities with UNHCR standards and policies and operation specific SOPs for all aspects of the registration operation.
- In consultation with the supervisor, make decisions relating to the day-to-day operations of the registration unit and ensure registration procedures are efficient and effective.
- Draft and submit reports and statistics related to registration.
- Perform other related duties as required.
