The Consortium Coordinator is part of the Regional MENA team.

 

When it comes to the consortium program Alliance FEM PAWER, the Consortium Coordinator will coordinate and run the program on a day-to-day basis. She will verify that the program produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential results defined in the grant contract. She has overall responsibility for coordination of the program implementation and will oversee and monitor all related activities together with offices in the region.

She will be the main point of contact for the Consortium parties and all the other stakeholders including our strategic partner the Dutch Minister for Foreign Trade and Development Cooperation. She will represent the consortium at the international, regional and national levels.

She also ensures the consortium organisational structure is in place as defined by the Statutes.

  1. Purpose of the Role

The Consortium Coordinator is responsible for coordinating the plan and follow up of the consortium program in compliance with the donor policies and Kvinna till Kvinna ones. She will coordinate the administrative, financial, programmatic, reporting, and organisational and technical aspects of the Programme. She provides strategic coordination for impactful and efficient programme, acting as liaison between the four consortium partners, (Steering Committee), the Consortium parties (Technical Think Tanks and General Assembly), the implementing organizations (PO) and other key stakeholders. She represents the Consortium in different fora and is the referent for our strategic partner, the Dutch Minister for Foreign Trade and Development Cooperation.

  1. Main Tasks & Responsibilities

 

Strategic Program Management                 

  • Ensure that the project is fully implemented according to the approved proposal and in accordance with MinBuzza rules and regulations.
  • Ensure the diversity and inclusion of the implementing partners at country level and across the region, following the approved proposal. Ensure transparent process of selection and grants award to implementing partners.
  • Is responsible for the partnership’s management (Contracts, MoU, follow up, payments/instalment, reports,) in accordance with the partnership agreements as well as grant agreement. Assess proposals and work plans, and quality assurance reports from implementing partner and provide them with feedback and support if required.
  • Provide Consortium members with timely and accurate information and support collaborative decision making

in order to ensure Consortium members and implementing partners’ awareness of, and full compliance with donor and Kvinna till Kvinna rules and regulations, including the timely preparation and submission of quality narrative and financial reports.

  • Coordinate all operational and financial planning as well as human resources and logistics for the Program.
  • Together with the consortium partners, plan the various stages of program implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.
  • Ensure systems are in place to promote financial management including effective and transparent use of financial resources, timely and informative reporting in line with donor and KtK policies and procedures, audit compliance and good stewardship (efficient use of resources); working closely with the Finance and Program teams to develop, manage and monitor budgets, ensuring value for money and that project expenditure is within agreed budgets.
  • Communicate with the implementing partners (PO) a clear vision for the work of the consortium and ensure regular strategic reflection to support the achievement of outcomes and impact. Organise networking meetings with partner organizations for the purpose of information sharing and learning.
  • Ensure ongoing relevance of the programme, adapting intervention approach/ content associated with contextual and organisational changes and opportunities.
  • Together with the Steering Committee, develop the capacity of the implementing partners when needed, deepen understanding of their roles and assist their growth.
  • Organize project kick-off, review, and close-out meetings.

 

Reporting, Communication and Representation

  • Ensure timely quality reporting, quarterly, annual, and final reporting in close cooperation with colleagues and partners. Monitor budget and schedules on a quarterly basis (quarterly budget monitoring report including forecast), raise early warning flags as necessary, as well as needed actions.
  • Put in place a clear description of measurable outputs, milestones, key performance indicators and reporting which will enable performance monitoring from implementing partners as well as from Consortium by adapting participatively feminist M&E matrix. Ensure monitoring and evaluation systems of partners fit the project/grant and provide support if needed.
  • Conduct regular field visits with Steering Committee in order to identify needs, gaps, and challenges and to collect lessons learned and best practices. Conduct regular follow-up of work plans, identify, and address any delays in a timely and effective manner.
  • Monitor program activities and results achievement status, measured against the feminist approved results framework, work plan and budget forecast, collecting and consolidating progress, intermediate and final reports, disseminate these to consortium partners and to assist in the submission of intermediate and final reports (narrative) to the donor (see reporting workflow).
  • Reviews and validate all documents to be released by the Consortium parties (e.g. agreements, MoU, ToR, guidelines, position papers, etc.). Consortium Coordinator shall consolidate all comments, prepare final draft and follow-through until acceptance/ signing, as applicable.
  • Represent the consortium in events, conferences and relevant for when required  and report back to the consortium partners on key decisions and outcomes.
  • Coordinate advocacy, communication, and visibility activities of the consortium programme.
  • Lead and develop a joint advocacy plan and strategy that is grounded in grassroots based organizing, mobilisation and alliance building, advise and support on the implementation of the joint advocacy plan
  • Represent equally all consortium partners.
  • Build relationships and cooperate with Dutch embassies in implementing countries, like-minded organisations, INGOs, local authorities and private sector.

 

Consortium Management

  • Coordinate management of and support the consortium (General Assembly, Steering Committee and Technical Think Tanks) to ensure that the team fulfils its responsibilities, especially the Steering Committee that is an operational body. Facilitate consortium management meetings and enable effective learning and sharing culture.
  • Develop and maintain relationships internally between consortium partners, within Kvinna till Kvinna parties and externally with relevant actors/ stakeholders.
  • Organise the General Assembly and the Technical Think Tanks together with the Steering Committee for learning strategizing and monitoring.
  • Chair the Steering Committee of the Consortium and act accordingly.
  • Review effectiveness of the consortium organisational structure and recommend revision as appropriate.
  • Coordinates consortium partners support in finance, MEAL and Program and technical sectors.
  • Monitor and review performance and hold partners accountable for meeting the success criteria identified; give corrective feedback and action when required.

 

Management of Risks

  • Close monitoring of the local context developments.
  • Be responsible, together with the finance and grant management team, for overall financial oversight of the consortium budget and expenditure.
  • Be responsible for coordinating and documenting accountability activities of consortium members.
  • Regularly review and update risk register: ensure appropriate mechanisms in place to reduce the risks.
  • Troubleshoot any challenges with program implementation in consultation with the implementing partners and bring this to attention of the Consortium.

 

Additional Responsibilities

  • Keep updated on context and key thematic and programmatic issues.
  • Ensure compliance with security procedures and policies as set by KtK.
  • Proactively ensure that partners operate in a secure environment and are aware of policies.
  • Oversee the tender processes for Consultants and Contractors to carry out the work.
  • Is disability and other identities inclusive.

 

  1. Skills and competence

 

  • Degree in appropriate field of study or equivalent work experience.
  • Excellent knowledge and experience in Project cycle management including PMEL, reporting and finance management (budgeting, accountancy, control, monitoring and reporting).
  • 7+ years of proven experience of managing projects or programs (preferably in women’s rights); Experience in successfully implementing projects and programs on-time, on-schedule and within budget frame. Consortium coordination considered as an asset.
  • Strong knowledge of women’s human rights, economic rights and feminist movement building demonstrated through a minimum of 5 years of relevant work experience
  • Successful track record in lobbying and engaging the UN, EU and or other international bodies ; capacity development experience is also an asset.
  • Fluency in written and spoken English and Arabic required.
  • Excellent leadership, communication (written, verbal and presentation) and interpersonal skills.
  • Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence.
  • Self-motivated, decisive, with the ability to adapt to change and competing demands.
  • Support diverse and inclusive work environment.
  • Willingness and capacity (visa, permits, etc.) to travel frequently across the region in Lebanon, Jordan, OPT (Jerusalem, West Bank and Gaza) and Tunisia as well in Cyprus and internationally.
