Consultancy M-coalition Strategy 2019-2024 Review

The M-Coalition strives to involve members of the LGBTQ community and people living with HIV and other Key Populations at all levels of its strategy, policy development and implementation, and internal governing processes. M-Coalition is currently the health department of the Arab Foundation for Freedoms and Equality.

The Arab Foundation for Freedoms and Equality (AFE MENA) is a regional organization based in MENA which encourages and supports sexual health, sexuality, gender and bodily rights movements in the Middle East and North Africa through capacity building, knowledge production, protection and advocacy.

1.1 Project Description

The MENA region remains one of the regions in the world with a constant increase in new HIV infections. Although the prevalence is still low compared to high burden countries, the concentration of infections among key populations constitutes a concentrated epidemic. Mostly affected by HIV, and constituting most of infections are gay and bisexual men, other men who have sex with men (MSM) and transgender women (TG). Criminalized in all countries of the MENA region, MSM and TG still suffer from lack of tailored services, deficiency in prevention efforts and high stigma which prevents many from seeking healthcare or opting for treatment.

Though more efforts by Global Fund target countries in the MENA region to include MSM in national strategies and in comprehensive services, the impact is not making a huge difference

due to the constant changing epidemiology, treatment innovation, service delivery models, and emerging COVID-19 pandemic. It is important for M-Coalition to scale up the efforts to help lead HIV response and service providers to better respond to the needs of MSM and TG.

The overall objective of the mission is to assist M-Coalition to better respond for the MSM and TG needs in MENA specifically when talking of HIV, through the revision of the 3-year plan strategy that was developed in 2019. 

The strategic plan would act as a tool for countries when developing tailored services and for a comprehensive inclusion in the nation HIV response. The strategy would also direct the work of the M-Coalition in the coming years to improve regional programming and increase testing, increase access to treatment, increase adherence to treatment and reduce stigma and discrimination within the emerging corona virus crisis.

1.2 Job Description

A consultant will be hired for a period of 10 days to review M-coalition strategy through: 

  • Overview of existing regional strategic plans and examine their inclusion and compatibility of MSM and TG needs.
  • Review / Measure the completion and implementation ratio of the strategy and recommend opportunities for enhancement if needed 
  • Determine how COVID-19 is affecting the strategy and provide solutions to mitigate its risks if any. 
  • Collect feedback on our strategy from our network partners, important donors, staff, and create a regional survey for directly affected populations to complete online and integrate into the strategy. 
  • Include Network Partners recommendations of the MENA region as an integral part of the strategic plan. 

1.3  Qualifications / special skills or knowledge required of the consultant

Competencies

Planning and organization: Ability to identify priority activities and assignments, allocation of appropriate amount of time and resources for completing work.

Communication: Excellent written and spoken communication skills in English, Arabic, and French.

Creativity and critical thinking: Ability to think out of the box and provide solutions to existing or emerging problems. 

Ability to work in a multicultural, multi-ethnic environment.

Qualifications

  • Degree in business development, NGO management, or public health and at least 5 years of experience in development/policy-making .
  • If applicants hold a different degree, a minimum of 5 years of equivalent experience working in development or policy making is required.
  • NGO Experience is a must. 

1.4  Duration of contract

1500$ for a duration of 10 days, during the following period: October 20 – December 10, 2020

      1.5  Reporting lines

 The consultant shall report directly to Elie Ballan; Head of Health Department; M-coalition.
