Essential Functions and Areas of Accountability:

M&E specific tasks

  • Plan and follow up on the timeline of all MEAL activities; collecting, cleaning, compiling, uploading; and systemizing information and data of each activity of the project; the job applicant should ensure that all field-data is collected in a timely and efficient manner while emphasizing on its accuracy and quality in parallel to its pertaining means of verification; 
  • In alignment with MEAL Manager’s request and in alignment with the USAID guidelines and SOPs, senior MEAL officer should accurately analyze and compile relevant data and information to measure the progress and impact of the projects’ activities pertaining to each indicator;
  • Prepare and develop status reports as required by OFDA/USAID management;
  • Promote and share development ideas with MEAL Manager for technical improvement;
  • Assist with administrative and logistic requirements of the MEAL activities;
  • Lead the digitalization of MEAL tools & databases, ensuring consortium partners are orientated on all tools;
  • Collaborate with partners’ MEAL focal points to oversee the execution of MEAL implementation plan at field level;
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment, or review.
  • Follow up and stay updated on data collection protocols and coordinate with consortium partners to ensure relevant data is shared.
  • Support the program various activities in direct coordination with the concerned partners. This includes, but not limited to the following:
    • Cleaning and uploading data into databases;
    • Crosschecking (validating) compiled databases for conflicts, and flagging data discrepancies;
    • Preparing and filing relevant documents according to procedures;
  • Conduct quantitative and/or qualitative data collection through frequent visits to the supported health care facilities by RI, by having focused and well-structured interviews with beneficiaries.
  • Follow up on beneficiaries’ complaints, suggestions and information requests by coordinating with the Public Health Officers.
  • In coordination with the MEAL Manager, the senior MEAL officer is requested to implement a well-structured Feedback Complaints’ Mechanism (FCM) for reporting which should be understandable, friendly to use and clear to follow-up on. The senior MEAL officer is expected to have a proper documentation mechanism regarding the FCM and provide the needed updates in a well-organized manner upon request. This includes but is not limited to:
      • Ensuring consortium partners’ implementation of accountability activities that enables all beneficiaries to engage in a two-way dialogue regarding the design and delivery of consortium program;
      • Creating, establishing and maintaining a methodology that ensures beneficiary participation is factored into all stages of the project management cycle;
      • Maintaining records of all complaints, monitoring the complaints received and documenting the response processes through developing and maintaining a logging or tracking system;
      • Providing needed reports on the status of all complaints received; the information will be used to support the analysis and evaluation of program progress in relation to the FCM. As such, the reports provided by the job holder should be accurate, organized, updated, and comprehensive;
      • having a constant follow up on the status of the complaints with the beneficiaries and needed internal parties; and ensure that proper coordination is done with the MEAL Manager first in order to identify the steps to be taken accordingly;
  • Create, establish and maintain a consortium-wide programme MEAL framework that aligns with RI’s quality global standards yet is contextualized to the Lebanon context, enables quantitative and qualitative data to be captured from all partners. The job holder needs to store information in a user friendly database, present, and analyze data in order to support in the delivery and adaptation of the Health OFDA program;
  • Provide adequate assistance in the design, creation and implementation of different MEAL tools in coordination with health/mental health team which includes but not limited to: needs assessment, baselines, on-site monitoring, PDM, end line surveys…etc. This is done in close coordination with the MEAL Manager and in alignment with the needs and of program requirements and indicators; The job holder should follow up with the health team conducting program related surveys in the field and supporting them with analysis; the job holder is also requested to be conducting satisfaction evaluation surveys as well;
  • Ensure that means of verification are available with MEAL team for all indicators compiled from all partners in an organized manner at the project site; this will be done under the direct supervision of the MEAL Manager;
  • Together with MEAL Manager, facilitate meetings (such as learning events, monthly progress achievements etc.)  with program team to reflect on findings and agree on action plans promoting a culture of continuous learning and analysis of data in a changing context;
  • Lead the research and learning components of the health program, ensuring all consortium partners are engaged
  • Lead MEAL activities across the consortium ensuring the coordination, harmonization and implementation of MEAL activities among the consortium partners;
  • Evaluate the project implementation by in depth analysis of results and developing narrative reports to be submitted to MEAL Manager monthly abiding by donor requirements;

Documentation

  • Report immediately on achievements, difficulties or obstacles faced in the field to the MEAL Manager. This could be done either written or verbally depending on the type of the incident to be reported. However, this should be done in a timely manner in order to identify the needed actions in an effective manner; 
  • report all program data into Activity Info platform on a monthly basis;
  • Guarantee efficient documentation of all collected data quantitatively and qualitatively meeting all programmatic indicators;
  • Ensure that all field-data is collected in a timely and efficient manner and is stored efficiently in soft and hard copies to be provided upon request;
  • Provide guidance and support to the health project teams in compiling data for all components of the project;
  • supervise the MEAL officer in the MEAL requirements in which collected data must be clearly presented and analyzed in a timely manner;

 

Miscellaneous

  • The senior MEAL officer should continuously demonstrate a high level of professionalism while working or coordinating with beneficiaries, internal or external parties; any incident or work-related conflict should be immediately reported to the MEAL Manager or the direct supervisor. S/he should avoid going into any work-related communication which might jeopardize the relationship or the reputation of RI;
  • In alignment with the policies and procedures, s/he must coordinate closely with the health program team and field staff regarding the activities and conducting of field visits;
  • Represent RI through attending necessary meetings and workshops;
