Crisis Management Consultant

Within the framework of Sweden’s Regional Strategy for the Syria Crisis 2016–2020, the Swedish Association of Local Authorities and Regions (SALAR) through its affiliate SKL International is implementing the Resilience of Local Governance (RESLOG) project in Turkey and Lebanon.

The specific objective for the Lebanon component is ‘Strengthened municipal governance, service provision, and area-based coordination in the Akkar governorate’ and the following outcome results are set:

B1. National: Effective national level dialogue on local governance and resilience

1.1 Improved coordination between actors working with local governance issues in Lebanon

1.2 Enhanced national level policy dialogue on decentralization and local governance

B2.Regional: Improved capacity, coordination and accountability within and between municipalities, unions and the Governor’s office in Akkar

2.1 1 Institutional capacities, incl. in the area of transparency and participation, of UoMs and Member Municipalities in Akkar developed

2.2 Improved functional relationships and communication between LDO, UoMs and Member Municipalities in Akkar

B3.Local: Inclusive local development planning and service provision in Akkar

3.1 Strengthened participatory local development planning and identification of service projects

3.2 Improved accountability and effectiveness in implementation of service improvement projects

The main official partners in Lebanon are two Unions of Municipalities in Akkar governorate – Dreib al Awssat and Jurd al-Qaytee. Due to the protracted and current crises in Lebanon, SKLI is  continuously adjusting its project and a current upcoming need is to support its partner unions in the area of Crisis Management.

SKL International- Lebanon is therefore looking for a Local Consultant in Crisis Management. The main objective of this consultancy assignment is to provide technical and coaching support for SKL I’s Local Authorities partners in Akkar. It is a short-term consultancy contract. The crisis management consultant will report directly to the National Project Manager and will coordinate closely with RESLOG departments and team. The  work is to be done remotely in the beginning as long as needed due to the situation, then on needs basis concluded by the Reslog Management together with the Crisis Management Consultant.

Scope of Work:

SKL I is implementing a Resilience into Local Governance Project in Akkar Governorate. The main goal is to strengeghen the municipal governance, service provision and areas-based coordination in Akkar.

The main responsibilities of the Crisis Management consultant is to:

1. Assess how different crises influence on institutions and communities of the Unions of Municipalities and municipalities. Including, rating impact of different aspects of crises. Assess and evaluate the current response and activities of respective union - what are the challenges identified, crisis response, coordination, division of responsibilities, communication, etc.
2. Assess and evaluate existing competencies, resources and capacities of both Unions of Municipalities in the area of risk/disaster management.
3. Identify key stakeholders and their relations on National/Governorate and Local Level.
4. Coach the Union of Municipalities on needs basis and in the long- run set in place an effective crisis management plan, and effective working methods of the crisis unit.
5. Monitor and evaluate the ongoing implementation with the close coordination with SKL I Lebanon team.
6. Coordinate on daily basis through reports/communication/brainstorming meetings with SKL I Lebanon shifting on the progress of the plan and the mission.

Profile and qualifications:

• Bachelor degree in social science, local development or any other equivalent.
• At least 5 years experiences in Crisis Management.
• Solid understanding in Lebanon Context and in Local Authorities situations in Lebanon, preferably Akkar.
• Strong analytical skills.
• Ability to work under pressure.
