USAID/Lebanon Community Support Program (CSP)

This Five year project aims to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence in Lebanon. We’re a regionally based program, based in Beirut with activities in Bekaa, North, and South Lebanon. Chemonics is the sole owner of the Lebanon Community Support Program IDIQ contract. We are currently implementing five Task Orders: Task Order 01 (Operations and Management), Task Order 02 (Community Support Program, Stabilization and Development), Task Order 03 (Technical Assistance and Capacity Building) Task Order 04 (Workforce Development) and Task Order 05 (Wastewater Management).

1.  Project Background and Summary of Activity:

The Lebanon Community Support Program (CSP) is a multiyear project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions.

 

To improve employment in Lebanon, CSP’s workforce development component will provide organizations with technical assistance on a range of activities to improve their staff recruitment and retention systems. This includes, but is not limited to, establishing HR recruitment systems, improving HR processes and systems that contribute to employment and improved productivity at the organization, developing structured internship programs, and building sustainable and effective in-house training processes.

 

The assistance will be delivered directly at the organizations’ offices by external specialists hired by CSP to help the organizations enhance their HR practices.

 

Therefore, CSP requires an experienced HR specialist to provide a rapid and focused needs identification at selected organizations. The consultant will visit the organizations and conduct needs analyses jointly with their HR departments, based on CSP’s program objectives. The consultant will then deliver terms of reference (TOR) for CSP to provide targeted technical assistance. It is expected that the needs identification and TOR drafting will take no more than 1 to 1.5 days per organization, depending on size and complexity. CSP intends to work with 15 to 20 small-to-medium enterprises (SMEs) during the next 18 months. CSP will select up to 3 consultants in order not to preclude each consultant from any additional technical assistance for SMEs.

 

2.  Specific Duties and Responsibilities: HR Needs/Assistance Identification

 

-    Visit selected organizations and conduct HR needs assessments to identify areas of intervention for CSP.

-    Identify strengths and key improvement areas in one or more areas (staff recruitment, retention, in-house training, internships).

 

3.  Specific Deliverables:

 

The consultant/firm will be responsible for providing TOR outlining the expected tasks, deliverables, outcomes, budget, and timeframe to deliver HR technical assistance.

 

4.  Minimum Qualifications:

 

- Bachelor’s degree required, master’s preferred (HR or related business field).

- At least 10 years of relevant experience working in HR development.

- At least 10 years of experience working on needs analysis and problem identification with SMEs.

- At least 5 years of experience working with organizations on HR processes and systems.

- Clear and demonstrable ability to analyze complex situations and provide a clear and concise action plan.

- Fluency in spoken Arabic and English required. Excellent English writing skills required.

 

5.  Level of Effort and Period of Performance:

 

1 to 1.5 days per SME; up to 25 days a year.

 

6.  Place of Assignment:

 

Lebanon (North, South, Beirut, and Beqaa).

 

7.  Reporting:

 

The consultant(s)/firm will report directly to CSP’s relationship manager.
