The National Center for State Courts is inviting applications from qualified candidates with a proven commitment to the rule of law and access to justice for the position of Finance and Administration Assistant under the “Court Archiving” Project in Lebanon, funded by the U.S. State Department’s Bureau for International Narcotics and Law Enforcement Affairs. This is a three-year project that seeks to improve fairness, effectiveness, and timeliness in the administration of justice in Lebanon by developing physical and electronic records management systems to be implemented at the Beirut Palace of Justice and building the capacity of judicial personnel to use, maintain, and expand these systems.

Position Summary

This position will report to the Program Manager in Lebanon. The position is full-time and based in Beirut, Lebanon. The Finance and Administration Assistant will be responsible for basic administrative and logistical aspects of the program, including:

  • Work in close collaboration with the Program Manager and Program Officers and other project teams in the Field Office for the effective achievement of project results;
  • Contribute to the preparation of work plans, progress reports, and other program materials;
  • Assist in day-to-day project implementation and ensure conformity to expected results and project work-plans;
  • Handle logistical arrangements and organization of meetings, trainings, and workshops;
  • Responsible for administrative and programmatic support including administrative filing, reception of guests and correspondences, preparation of correspondences, and the management of office supplies, office logistics, and clerical duties.
  • In accordance with the work plan, arrange for procurement of equipment, supplies, and services;
  • Ensure the delivery of equipment and supplies procured for the various program sites;
  • Arrange for equipment maintenance and insurance as required;
  • Maintain records of project equipment inventory;
  • Maintain financial records for program-related expenses including all long-term, short-term, and punctual rent, utility, and maintenance arrangements.
  • Prepare monthly expenditure and accounting reporting for Home Office tracking.
  • Other duties and responsibilities as assigned by the Program Manager and/or Home Office.

Position Qualifications

Candidates for the position of Finance and Administration Assistant should possess:

  • Post-school qualification (diploma or equivalent) in finance or business management, administration, economics, accounting, or related field is required.
  • Relevant work experience in project implementation support or administrative and accounting support is strongly desired.
  • Knowledge of basic bookkeeping and financial operations is strongly desired.
  • Prior experience with donor-funded reform programs preferred, but not required.
  • Strong organizational skills, rigorous attention to detail, and problem-solving abilities needed to perform effectively in a demanding position.
  • Strong interpersonal and communication skills and the ability to work within a team to support project objectives and priorities.
  • A diplomatic attitude and demonstrated professionalism to coordinate with technical consultants (Lebanese and foreign), interact with senior contacts, and work on high-level events.
  • Demonstrated commitment to ethics, transparency, and accountability in program implementation.
  • Computer literacy (MS Word, Excel, PowerPoint, internet navigation, etc.) required.
  • Excellent spoken and written Arabic and English required.
