About the project
ABAAD, through this project, intends to strengthen national systems capacities to enhance protection and mitigation of gender-based violence (GBV) against women and girls in Lebanon among Syrian refugees and vulnerable host communities, and to contribute to supporting vulnerable groups in displacement situations to be capacitated and empowered to move out of dependency on aid and choose a durable solution, as appropriate. This project will also ensure opportunities for development, prevention, safety, and protection for women and girl survivors and at-risk of GBV in Lebanon through addressing and enhancing their abilities to cope with adversity, mitigate and deconstruct conflict in their direct environments and communities, and tackle legislative frameworks and policies that directly affect them.
UN-IOM is the lead agency preparing for re-settlement of refugees, providing them with induction sessions and following up with them upon their arrival to third countries. In light of this, ABAAD held discussions with UN-IOM and the consular sections at embassies (Norway, Sweden, Germany, and the Netherlands) in Lebanon to consolidate efforts in preparing refugees accepted for resettlement, particularly in terms of sensitization of refugees on gender and GBV issues, considerations and procedures in the third country, in an attempt to ameliorate possible cultural clashes or misunderstandings as a result of cultural difference. UN-IOM and relevant embassies in Lebanon have indicated the following gaps and needs in terms of pre-settlement of refugees:
- The need to prevent/address SGBV in countries of destination through conducting gender sensitization pre-resettlement that would serve to ensure that Syrian families understand their responsibilities and the obligations, from an engendered citizenship perspective within the context of the third country;
- The need of sensitizing and familiarizing migration offices personnel with the cultural dimension of GBV in Syria through access to information and capacity building; and
- The need of sensitizing women from Syria and equipping them with information on available GBV services and referral systems in countries of destination to ensure that they can access such services.
Overall goal of this assignment
The overall goal of this assignment is to to produce a gender curriculum in collaboration and close coordination with IOM. The Gender Specialist/ABAAD will capacitate UN-IOM staff by training front-liner staff, who facilitate the pre-resettlement induction sessions to refugees, on the curriculum. ABAAD will sign an MOU with IOM to set the framework for this. The curriculum will take into consideration different gender and GBV issues in the designated countries of resettlement.
Duties and Responsibilities
- The consultant will be responsible for conducting meetings and discussions sessions with experts from different fields such as communication, advocacy, women’s rights, social policy and UNIOM & embassies consular sections
- The consultant is to submit a proposed methodology, framework and roadmap of the activities while detailing the relevant tools, deliverables, and materials to be used during the development phase to ensure culturally sensitivity visà-vis the target population.
- The consultant is to produce a gender curriculum in close coordination with IOM
- The consultant is to capacitate UNIOM staff through training the front liner staff who facilitate the pre-resettlement induction sessions to refugees on the curriculum
- The consultant is to conduct regularly the provision of induction sessions on Gender and GBV preventionfocused for refugees (women, girls, men & boys) in preparation for their resettlement to third countries during the three year project period.
Skills required
- Advanced university degree in relevant field such as Psychology, Social Science, or Social work and relevant work experience
- Excellent communication skills
- Proven, extensive experience in facilitating sessions and meetings for an audience with different backgrounds and varied levels of familiarity with topics related to mental health, gender, and human rights
- Extensive expertise in gender, GBV, and case management
- Previous experience in developing curriculum targeting refugees and communities, while addressing GBV issues
- Willingness to work with embassies counsellor and UN institutions
- Previous knowledge of the cultural aspects (norms, traditions and beliefs) related to most vulnerable population
