Social Promotion Foundation (FPS), in coordination with UNHCR and other partners, will work to evaluate the consequences of home dismantlement on the vulnerabilities and mental health needs of the affected population. Towards this end, both quantitative (survey) and qualitative (in-depth focus group             discussions and key informant interviews) data collection tools will be used.  Each Enumerator will be trained by FPS technical staff on engaging with highly vulnerable populations and empathetic communication techniques. S/he will then be trained on the appropriate use of the data collection tools, the mobile data collection platform, and good research practice. Following 2 days of training, each Enumerator will organize their survey/interview schedule and proceed to the field.      

1. Main Tasks:  
● Attend trainings coordinated by FPS and UNHCR
● Participate in field testing of the survey
● Contact selected households/individuals through phone calls to set appointments for the visit 
● Gather and accurately record responses of the subjects being interviewed on digital tablets (provided)
● Ensure that each survey has been thoroughly checked for completeness
● Number of surveys to be collected per day will be arranged by the supervisor
● Make sure that the digital devices are fully charged prior to field work
● Responsible for security and confidentiality of the electronic data
● Destroy any note used during the interview including any identifiable information (e.g. case number, name, contact details)
● Return the digital devices in the same conditions that they have been received  
● Gather information in an objective, appropriate and sensitive way adhering to the code of conduct
● Make sure that the survey/interview is saved before leaving  
● Submit completed forms at the end of each working day
● Recognize and give an account of problems in obtaining data during the assessment and other challenges encountered
● Interact with each person with respect and empathy  
● Be familiar with the assessment tools and methodology used  
● Conduct all participant interviews in the established, standardized manner  
● Plan/organize schedule in advance with Logistics and supervisor
● Provide organized reporting on activities and collected data  
● When required, participate and/or act as translator in meetings with key actors  
 
 2. Deliverables:  
● Daily survey/interview schedule  
● Weekly activity report  
● Submission of collected data  
● Interview summaries  

 3. Qualifications:  
● Advanced level certificate (university education desired)  
● Experience working as an enumerator is preferable  
● Experience in protection or mental health is strongly encouraged
● Training on PFA is a plus

● Willing to travel to Arsal, Zahle, and Beirut 

 5. Languages and Computer Literacy:  
● Fluent in Arabic  
● Working knowledge in English
● Basic understanding of technology such as mobile phones, computers and tablets 
    
Enumerator Code of Conduct 
 
A. Skills and Traits:  
 
● Good understanding and knowledge of the refugee’s situation and the Syrians crisis
● Acting with appropriate respect for local culture, understanding and interpreting reactions in a culturally and gender sensitive way
● Personable and able to build trusting relationships
● Able to remain impartial and maintain confidence
● Able to elicit information without leading the interviewee
● To be able to work as part of a team
● To believe in concepts of equity, human rights, neutrality and impartiality  
● Demonstrate motivation at work  
● Demonstrate willingness to improve own knowledge and skills  
● Adapt to special situations or demands from supervisor  
 
B. Honesty and Integrity:  
 
● The credibility of the outcome of the entire survey rests solely on the accuracy and integrity of the data collection exercise 
● It is critical to record data in a timely and accurate manner
● Avoid memorizing and filling the answers later as such entries eventually end up being inaccurate
● Never falsify data of any kind as the submission of fabricated records could lead to an immediate dismissal
● If you suspect that a responder is deliberately falsifying his or her responses, keep note of the findings and contact your supervisor for advice 
 
C. Confidentiality:  
 
● All information gathered in surveys is highly personal and sensitive
● You have to understand that respondents are only giving out information because they trust you and the organization you work for
● Prior to the interview, you are mandated to always guarantee respondents that the information they provide will be kept strictly anonymous and confidential, and will be used for analysis purposes only
● Collected data must never be shared or discussed with anyone who is not your supervisor or a member of the same organization
● Data may not be used for any other purpose other than the survey
● Enumerators must not discuss the data of specific individuals among themselves, with family, friends, or colleagues
● All data collected and anysurveymaterials,includingquestionnairesandguides,aretheproperty of the project and cannot be shared with anybody else apart from the supervisor or the organization you work for 
 
D. Ethics and Neutrality:  
 
● Surveys and interviews may not be delegated to any other individual and must be completed by the assigned Enumerator
● No business or political identification may be distributed
● You have to maintain your neutrality and impartiality as an enumerator during the survey, thus you must work without any political, religious, social, clan-based affiliation
● It is neither necessary nor appropriate to comment on or defend any local, state or political policy
