Open Local Tender- Training courses in Green Construction

Cesvi is an international NGO, with headquarters in Italy, operating in Lebanon. Cesvi has received a grant from the Dutch Government’s Addressing Root Causes Fund in the frame of the project “Income Generation and Livelihoods Programme for Vulnerable Populations” to create livelihood opportunities in a conflict-sensitive manner, leading to more jobs, income, and resilient communities.

In order to provide unskilled and semi-skilled site workers with a full understanding on Green Jobs and decorative finishing career, building the minimum skills for a beginner to start working as green jobs assistant, the Alliance 2015 network developed – with the support of an external provider and under the above mentioned ARC Fund Project - a curriculum in Green Construction and a curriculum in Decorative Finishing. Both curricula initially developed have been furtherly revised and different short-curricula have been generated (modular approach), in order to allow training to acquire practical skills on specific topics in an adequate timeframe.

The Green Construction curriculum covers several modules and activities under the Green Construction Jobs field, notably: 
1.    Glazing
2.    Green Electricity
3.    Green Plumbing
4.    Insulation - Water Proofing

Each of the above 4 modules is about 60 hours of training. The bidder company has the choice to apply for one module, more than one module or to all the modules. The total number of trainings to be carried out in green construction is 8. The duration is 6 months and the bidder company should be able to implement at least 3 courses taking place at the same time.
                   
The Decorative Finishing curriculum covers two modules and activities (wall painting and carpentry) under the Construction Jobs field, notably:
1.    Decorative Finishing

The 2 modules under decorative finishing (wall painting and carpentry) are together 60 hours of training. The number of trainings to be carried out is 8 training courses in a duration of 6 months with the possibility of more than 2 courses taking place at the same time.

Q:

In page 6 of Annex 1 you mentioned that Service provider must review the following:

1- The part containing Outcome Pathway B in the project proposal. I did not exactly know what is meant by that and where to find it

2- The curriculum on Green jobs and the Curriculum on Decorative finishing.. we just saw in page 2 the 12 points showing what the trainees shall be able to know after the training. Is this what was meant by curriculums? Knowing that at the end of page 2 you say that the entire curriculum will be shared with the contractor…

A:

Outcome Pathway B is part of the project proposal that explains how this program and these components in particular will improve the capacity of vulnerable individuals through TVET, soft skills building, apprenticeship programs and job matching services. Cesvi will provide this section to the winning tenderer to review for some context before starting the implementation.

The information in the tender about what will the trainee know at the end of the training is general and applies to all training courses. We do have curricula in green plumbing, green electricity, water proofing insulation, glazing and decorative finishing. Each of these curricula has its own has their own objectives and learning outcomes. The curricula will be shared with the winning tenderer to review before starting any training.

Q:

1- Decorative Finishing: you have shown 2 topics (wall painting and Carpentry) and the time for both is just 60 hours. We believe this is not enough at all especially that almost half the points mentioned out of the 12 points need around 20 hours hence leaving 40 hours only for the practical part for both topics.

2- Carpentry relative to decorative finishing: could you please elaborate what is exactly needed here.

A:

The decorative construction is the final architectural or interior touches on the construction elements. Decoration is by adding decorative paints and special wood cladding (carpentry) on walls. This Course is designed to provide an outline for the essential Information/Skills (Theoretical and Practical) that non-educated young people need to become decorative construction assistants. It is a series of steps starting with understanding the career itself, its theories and basic requirements, on-job training sessions and ending up with the functions and skills a beginner decorative construction helper should have.

Carpentry can be furniture, decorative walls, decorative ceilings, doors, refurbishment, maintenance, painting and the development of wood pieces. The course does not cover all the of the above, we decide on what to cover with the participation and interest of the students.

Q:

So as you have the curriculums and you will share with the winner, we believe that we do not have to prepare now outlines from our side and send with our bid, isn’t it?

A:

Yes, the winning tenderer does not have to prepare new outlines for any curricula as these are already present and provided by Cesvi.
