INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS identifies with the core values of CONCORD, the European Confederation of NGOs; it adheres to international codes of conduct for humanitarian organisations and the values and principles expressed within those codes. INTERSOS is recognised by the Italian Ministry for Foreign Affairs, the European Commission and the principal UN agencies; it is privileged to hold an advisory status with the United Nations Economic and Social Council (ECOSOC).
INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

Job Purpose:

 

The Collective Shelter (CS) Supervisor is responsible for the day-to-day management of the shelter, facilitating case management and overseeing caretaking activities. The CS supervisor keeps close contact with caseworkers responsible for the case management of occupants at the collective shelter in order to help facilitate their exit strategy and resilience building. 

 

 

Generic Duties:

 

  1. Overseeing incoming referrals and occupancy
  • Call for and participate in MFT panel meetings, keep record of all MFT panel meetings and document the MoM for each meeting.

 

  1. Tracking exit-oriented action plan implementation progress in consultation with respective case workers;
  • Open a file for each case that enters and leaves the shelters, and keep a well-documented tracking system for each case;
  • Serve as link with caseworkers, monitoring case progress made in relation to action plans outlined at beginning of stay;
  • Reach out to the referring case management agency when any situation arises with the individual case; as well as keeping UNHCR informed. The referring case manager is responsible for continuing close follow-up with cases during stay at the shelters, through various cross-sectoral services depending on the specific needs of each case in order to help the resident become self-sufficient.

 

  1. Ensuring quality of support services at shelters
  • Visiting each of the shelters at least twice a week, keep close monitoring of the day-to-day activities, at the shelters and oversee quality of caretaking services by resident caretakers;
  • Ensuring capacity and quality of resident caregiver system;
  • Facilitating any caretaking arrangements between resident caregivers and occupants;
  • Overseeing delivery of resilience building, or any other type of activity, conducted by INTERSOS or any other partner, at the shelters;

 

  1. Shelter management
  • Conduct information sessions on rules and regulations, and follow up on resident adherence to the same in each shelter;
  • Make sure that each family has signed the CoC before residing in the shelter;
  • Ensuring that no official outside visits are permitted to enter the centers without prior notice to and approval;
  • Monitoring of private visits in logbooks (responsibility of the host families);
  • Maintaining list of permitted individuals in case files
  • Ensure log books are available at each shelter. It is the responsibility of the resident caretakers/host families to keep record. The log book helps INTERSOS/UNHCR to keep track of all external visitors to the centers.

 

  1. Operations
  • Rehabilitation/Facility Management
    • Monitoring building conditions and identifying rehabilitation needs, linking with UNHCR and other agencies (Ex MAIDAIR).
    • Ensure all technical rehabilitations are being purposefully done;
    • Keep track of items in each room made available to each family when they enter the shelter and track and cross-check items with each family upon departure from shelter.

 

  • Financial Management
    • Ensure timely follow up of payments of expenses (rent, running costs, municipality fees, property tax, and financial incentive to host families),
    • Maintain proper record of bills and receipts and share them with UNHCR on a monthly basis.
    • Alert additional costs related to the management of the shelter to UNHCR prior to payment.

 

  1. Case Management Support
  • Support to NPO for Case Management when needed, especially in reviewing assessments;
  • Act as the Hub focal point for CP and SGBV in accordance with the ToRs shared by the HUB taskforce;
  • Undertake field visits to provide technical guidance and supervision as well as regularly monitoring of the progress of the protection project activities;
  • In close collaboration with UNHCR, develop and/or contextualize awareness raising material on Child Protection and GBV key concepts and related issues as well as on key life-saving messages.

 

  1. Reporting
  • Send monthly reports through INTERSOS’s reporting lines and to UNHCR collective shelter focal point.
  • Contribute to monthly and quarterly reports as needed.

 

  1. Training
  • Ensure that resident caregivers and host families have taken all necessary trainings during their position in the collective shelters; Protection, Case Management, Safe Identification and Referral, Child Protection, SGBV, PWSN, Mental Health, Disabilities, etc.
  • Be available to participate in meetings and trainings including case management meetings and case conferences meetings or any other meetings when required by the Protection Manager.
  • Hold regular CW mentoring, trainings, and coaching sessions based on identified needs and gaps

 

Due to the nature of tasks performed by the CS Supervisor, the post must be filled by a woman.
