The overall purpose and functions are:

The ‘Senior Gender Program Manager' is responsible for developing gender-related and women’s rights programs while also managing the implementation, monitoring and evaluation of these programs and ensuring that they meet the planned outputs, outcomes and impacts. The ‘Senior Gender Program Manager' is also responsible for ensuring that ABAAD is in compliance with its gender policy and principles to promote gender equality, sensitivity and accountability across the organization’s structure, culture programs and relations.
 

Principal Duties & Responsibilities

 

The Senior Gender Program Manager's main responsibilities and duties are: 

  1. Program Development
  • Lead the development and design of a comprehensive gender-related and women’s rights overall program that is in line with ABAAD's overall strategy.
  • Provide analysis on gender-related issues and changes from a social and political point of view.
  • Participate in gender forums and meetings and foster potential partnership and consortium building.
  • Continuously gather information on local and global gender trends while keeping track of current and emerging funding lines and opportunities.
  • Design and write evidence-based project proposals in collaboration with the gender program team.
  • Develop gender sensitive indicators to properly measure the design, monitoring, evaluation results, outcomes and impact of each of gender-related project.  

 

  1. Program Implementation 
  • Develop a detailed workplan for each project with clear identification of the main and secondary activities, time sequence, responsibilities and resources needed to successfully implement each intervention.
  • Implement each project according to the workplan with direct coordination with the project's team and in compliance with ABAAD's policies and the partners/donors' agreement.
  • Develop a MEAL framework for each gender-related project including setting objectively verifiable and measurable indicators and tools.
  • Manage the gender program team ensuring that it operates in accordance with ABAAD's policies, and procedures and Code of Conduct.
  • Provide the gender program team with technical advice and expertise to ensure proper implementation of each project's interventions.
  • Ensure that the quality of the interventions meet internationally accepted standards.
  • Manage all project funds according to established accounting policies and procedures.
  • Ensure that the project deliverables are on time, within budget and at the required level of quality.

 

  1. Monitoring & Evaluation
  • Monitor the actual progress of each project's indicators against those planned.
  • Review the project's progress against the planned goals and modify interventions as needed.
  • Monitor cash flow projections and report to senior management on a regular basis.
  • Monitor and approve all budgeted project expenditures and prepare payment requests and floats as needed.
  • Ensure that all financial records for the project are up to date.
  • Evaluate each project with the senior management and the staff involved in its activities or affected by its results to learn and take necessary measures.
  • Evaluate the outcomes of the project as established during the planning phase.
  • Capture learning and document the work of successful stories to ensure that the projects’ inputs are producing positive results in the lives of the targeted beneficiaries.
  • Facilitate learning, linkages and dissemination of information among local staff and partner organizations.
  1. Communication
  • Develop proper forms to document projects' activities and progress as requested by ABAAD and donors.
  • Regularly communicate with the gender program team to update them on the progress of the project or to discuss any challenges that have been identified or dealt with.
  • Regularly communicate with stakeholders, partners and donors as outlined in funding agreements and send timely reports on the project's progress and modifications.
  • Work closely with the financial officer to prepare financial reports and supporting documentation for donors as outlined in funding agreements.

 

  1. Gender Policy Implementation
  • Promote the integration of gender equality, mainstreaming, women empowerment, leadership and participation in all of ABAAD's programs and those of its partners.
  • Ensure that a gender perspective is considered in all human resource development, policy and program planning, implementation, monitoring and evaluation, research and budgeting.
  • Collaborate with partners, donors, ministries and communities to promote the coordination and integration of gender sensitive planning and mainstreaming in all interventions and projects.
  • Develop gender policy initiatives to overcome barriers, boost opportunities and enhance ABAAD's future programs.
  • Ensure the integration of gender-sensitive quality and accountability, Do No Harm and protection measures in all of ABAAD's programs and those of its partners.
     

Education Requirements

  • A university degree in gender studies, social science or a related discipline.
  • Diplomas, courses or workshops on topics related to gender studies, gender analysis, GBV, project management, monitoring & evaluation, fundraising, teambuilding, proposal writing, reporting, etc.

    Skills Required

  • A minimum of five-years of experience in program management preferably related to gender equality, women's rights, case management, mainstreaming, women empowerment, GBV, protection and prevention.
  • An established record of working in a similar position with local or international NGOs.
  • An established record of developing professional project proposals, budgets and reports.
  • Extensive knowledge of gender and gender equality issues especially in lebanon and the region.
  • Experience in field coordination, monitoring and follow up.
  • Experience in event management and coordination.
  • Fluency in the use of the Office Suite (e.g. Word, Excel and PowerPoint); practical experience with online and social media tools is a plus. 
  • Good organizational skills.
  • Ability to work effectively in a team and promote team spirit, delegation and creativity among the team members.
  •  Ability to work alone and take responsibility of achievements and deadlines.
  • Ability to anticipate problems and regularly provide creative solutions.
  • Fluency in written and spoken English and Arabic. French or other languages can be an asset.
