Call for Consultancy - Mainstreaming Conflict Sensitivity & Do No Harm across the LCRP 2019 Update

Background

Eight years into the Syrian conflict, Lebanon remains at the forefront of one of the worst humanitarian crises of our time. Lebanon has shown exceptional commitment and solidarity to people displaced by the war in Syria. As of October 2017, the Government of Lebanon estimates that the country hosts 1.5 million Syrians who have fled the conflict in Syria (including 997,905 registered as refugees with UNHCR), along with 34,000 Palestine Refugees from Syria , 35,000 Lebanese returnees, and a pre-existing population of more than 277,985 Palestine Refugees in Lebanon .

The LCRP (Lebanon Crisis Response Plan 2017-2020) is currently being updated for 2019 so that changes in the context and the response’s capacity to adapt to those changes are considered. forumZFD in cooperation with the UNDP supports conflict sensitivity mainstreaming within the LCRP to prevent the escalation of tensions and to ensure social stability. These have been identified, alongside the need to safeguard protection for people in need, as key priorities for 2019.

To ensure that the response as a whole – and not just the Social Stability Sector – is working to reduce tensions and bolster social stability, a consultant is required to mainstream conflict sensitivity and do no harm across sectors of the LCRP.

Objective

The objective of this consultancy is thus to enhance the conflict sensitivity and integration of ‘do no harm’ principles across certain sectors of the LCRP 2019 Update. Given constraints on time and resources, the following five sectors have been selected as priority sectors:

Basic Assistance
Food Security
Water

Tasks

The following tasks should be undertaken by a consultant, or a pair of consultants working in tandem, to achieve the objective of the consultancy.

Attend Core Group discussions held by the five sectors involved in the LCRP 2019 update. These will take place between 17 September and 16 October 2018.
1. Add technical advisory support into the discussions and – if required – recommend changes to the logframe and indicators to reflect a conflict sensitivity and do no harm approach.
Work with Sector Coordinators in integrating conflict sensitivity and do no harm into 2019 strategies.
Attend the Inter-Sector Workshop on 17 October 2018 and add technical advisory support to the review of the sector strategies.
Work with Sector Coordinators on 18-20 October 2018 if required to ensure that changes from the Inter-Sector Workshop are integrated in a conflict sensitive manner.

The timeframe of the consultancy is 17 September – 20 October 2018. The estimated number of days for the work is as below:
