Scope of Work
Within the context of Oxfam Italia (OIT) mission in Lebanon, the position holder will be responsible in supporting the Organization’s logistics functions with a special focus on “Cash-for-work assistance to the vulnerable Syrian refugees and host communities in Ghazze (West Beqaa)” funded by  the Italian Cooperation. As part of Oxfam Italia team, she/he will provide occasional support as required and other tasks assigned by OIT Project Managers and Country Representative. The position holder will directly report to the Project Managers and OIT Country Representative in Lebanon.
 
KEY RESPONSIBILITIES
 a)  OIT vehicles’ management:

Supporting OIT Project Managers in the management of OIT vehicles and in collaboration with the security focal point for the authorization of staff movement;
Setting up a GPS system to track cars;
Ensuring all cars are supplied with all necessary equipment and tools and are regularly maintained;
Ensuring that all contracts for the rented vehicles are complete and correct;
Maintaining and updating all required records and paperwork for vehicles and drivers;
Ensuring all vehicles have updated insurance, registration and other required documents;

 
b) Management of the procurement of goods and services in accordance with the guidelines of Oxfam and the Donors in liaison with Oxfam GB logistics’ department: 

In charge of procurement, including the preparation of all procurement documents (e.g. bidding documents/request for proposals, draft of contracts, bid evaluation reports, and notification of award);
Managing contracts; 
Liasion with providers.

 
 c) Assisting OIT Country Representative and Project Managers in the organization and follow up of the logistics’ aspects related to the implementation of the projects:

office procedures regarding the handling and archiving of documents, use of equipment and supplies, office layout and security, update the project inventory, and prepare the handover of the project assets;  
Organizing workshop/seminars, meetings, and other project related events;
Arranging local and international travel bookings and preparing itineraries for staff and partners - performing other related issues as required.
Basic IT support if needed.

 
 d) Stock Management:

Ensuring all incoming and outgoing stock is managed according to OIT standards;
Ensuring that all goods are tracked by Description, Source of Funds, Code, and Project Code;
Ensuring that paperwork is complete and filed so that there is a clear auditable audit trail for all stock movements;
Ensuring that stock discrepancies / damages are documented, investigated and reported to Project Managers;
Liaising with Logistics to organize onward transportation of goods providing the appropriate documentation.

 
KEY COMPETENCIES
Essential skills of candidates:

1-2 year experience operating as logistician in any of the areas of stock management, warehousing, procurement or fleet management; working in international NGOs/emergencies (an advantage);
Good oral and written communication skills in English and Arabic;
Ability to interpret financial data and cost estimation;
Ability and willingness to drive frequently to different areas in the country (a driving license is a must);
Commitment to Oxfam’s overall aims and objectives;
Proficiency in Microsoft office and ability to operate E-mail/Internet systems;
Flexibility and ability to work in a demanding, fast-paced work environment; 

Excellent time management and attention to details;

Relationships’ management (working in teams, communicating information and ideas, conflict and self-management);
Capability of managing multiple responsibilities and demands; have a strong problem-solving capacity; and able to work in a team and in multicultural environments.
