Different Industries Within The Lebanese Labor Market And Their Links To And Impact On Lebanese Economy, Politics And Law

Rosa-Luxemburg-Stiftung Beirut Office plans to conduct a series of studies on different industries within the Lebanese labor market and their links to and impact on Lebanese economy, politics and law.

1) The aim of these studies is to provide an overview of selected industries within the Lebanese labor market and relate those to the current developments in Lebanese economy, politics and law.

2) Background of the study: There are little studies on Lebanese economy in the last couple of years, and less so on the different dynamics between the Lebanese labor market and Lebanese politics, economy and law. This is especially noteworthy since the Lebanese economy consists on the one hand of a huge private and service oriented sector as well as a large banking sector and is based on a strong laissez-faire commercial tradition. On the other hand, the Lebanese economy is always said to be in a deep state of crisis since many years which is mainly attributed to the war in neighboring Syria, some recent research even suggesting that the country is heading towards economic bankruptcy.

Although little research has been conducted on the Lebanese economy, much attention has been given to poverty and social inequality in Lebanon, estimating that the poverty rate in Lebanon has been rising by up to 70 percent since 2011 while wealth inequality is estimated to be the third highest in the world. These little but rather significant facts show that research is needed in the field of Lebanese economy itself but also the different industries as well as the labor market with its employment and legal regulations. Therefore, the RLS Beirut Office seeks to publish 3 – 4 studies on different aspects of the Lebanese labor market and Lebanese industries in the last couple of years.

Special focus will be put on studies dealing with the following topics:

- Lebanese labor market and Lebanese labor law

- Lebanese labor market and gender

- The Lebanese service industries

- Mobilization and organization of workers in Lebanon

3) Tasks and responsibilities of the consultants

The consultants will work under the supervision of the RLS Beirut office. S/he will develop the outline of the paper, conduct a desk study and interviews (where necessary), and write the paper/

The consultancy paper is to be in English or Arabic. The final version needs to be between 20-40 pages maximum plus appendixes (like resources, interviewees, statistics, etc.)

4) Qualification of the consultants

- Graduate degree in political science or related field

- Substantial working experience in the context of the proposed study

- Proven experience on conducting and writing studies

- Excellent critical thinking, analysis, and writing skills
