INSTRUCTIONS TO BIDDERS

EXTERNAL SALE OF NPA NMFA VEHICLES

1. Background

NPA decided to sell some of its vehicles fleet through external sale. Vehicles were donated to NPA by Norwegian Ministry of Foreign Affairs. The vehicles are sold as is – NPA will accept no liability for any costs and/or damages associated with the sale of these vehicles. Interested bidders can come and inspect the vehicles before submission of the offers at the NPA Tyre office, Africa street, Hosh on Monday 03April2017 between 09:00 and 14:00.

The following is the list of vehicles for sale:

2. Offers

The offer should be submitted on the NPA template that interested bidders can receive at NPA office and should be signed. The bidder should submit the offer for each vehicle and the total for all vehicles, as a full package. All the prices should be in USD.

Offers can be submitted by private persons or companies.

Offers should be submitted in sealed envelopes using NPA form, latest by 14:00 on Monday 03 April 2017. The offers should be delivered to NPA office in Tyre . The bidder should also sign on list of bidders that he/she successfully submitted the financial offer

3. Additional information before the deadline for submission of proposals

For any clarifications, please call Rabih Abu Chakra, at +961 76 681 999, between Monday – Friday from 08:00 – 15:00.

4. Selection process and signing of the contract

NPA evaluation committee will be opening the submitted offers, and decide based on the highest offer received for the whole package.

The successful bidders will be notified by Friday, 07 April 2017 at the latest. Once notified the sales contract will be signed at the public notary. NPA expects full payment to be made by the buyer before/ at the same time of signing of the sales contract at the public notary. Once the payment is made in full and all the legal documentation are finalized including transfer of ownership and responsibility in addition to registration of the vehicles by the buyer, the vehicles will be handed over to him/her. As stated, NPA will accept no liability once the vehicles are handed over to the buyer.

5. Cancellation of this request for proposal process

In the event of cancellation of this process, bidders will be notified of the cancellation by NPA.

Cancellation may occur where:

the procedure has been unsuccessful, ie, no financially worthwhile offers has been received; exceptional circumstances or force majeure render normal performance of the contract impossible; there have been irregularities in the procedure, in particular where these have prevented fair competition;
In no event shall NPA be liable for any damages whatsoever including, without limitation, damages for loss of profits, in any way connected with the cancellation of this process.

NPA also reserves the right to repeat the process if it feels that the financial offers received were too low.

بيع خارجي لسيارات جمعية المساعدات الشعبية النروجية

1- الخلفية:

قررت جمعية المساعدات الشعبية النروجية بيع بعض من سياراتها من خلال بيع خارجي. تم التبرع بهذه السيارات لجمعية المساعدات الشعبية النروجية من قبل وزارة الخارجية النروجية. ستباع هذه السيارات كما هي- لن تكون الجمعية مسؤولة عن أي تكاليف أو اضرار فيما يتعلق ببيع هذه السيارات. على الراغبين بتقديم العروض، القدوم و فحص السيارات قبل تسليم هذه العروض في مكتب الجمعية في صور، شارع أفريقيا، الحوش، في يوم الإثنين 03 نيسان 2017 بين التاسعة صباحاً و الثانية ظهراً.

السيارات المعروضة للبيع موجودة في الجدول التالي:

2- العروض:

يتم تعبئة العروض بإستخدام نموذج جمعية المساعدات الشعبية النروجية و توقيعه. يمكن للراغبين الحصول عليه من مكتب الجمعية. يجب على العارض أن يحدد في عرضه، سعر السيارات المنوي شراؤها ككل. يجب على الراغب أن يقدم عرضاً للسيارات ككل. يجب أن تكون الأسعار كلها بالدولار الأمريكي.

يمكن لهذه العروض أن تقدم من قبل أشخاص منفردين أو شركات ولكن بشرط أن يتم نقل الملكية ورفع المسؤولية وتسجيل الآليات مباشرة بعد البيع وقبل إنتهاء المهلة القانونية . يجب أن تقدم العروض قبل الساعة الثانية ظهر يوم الإثنين 03 نيسان 2017, و ذلك بإستخدام نموذج الجمعية و وضعه في ظرف مقفل ومن ثم التوقيع على لائحة العروض ، حيث سيصار إلى فتحها عند الساعة الثانية بعد الظهر.

3- معلومات إضافية قبل إنتهاء الفترة المحددة لتسليم العروض:

لأي إستفسار، الرجاء الإتصال ربيع أبو شقرا على الرقم : +961 76 681 999, من الإثنين إلى الجمعة، من الساعة الثامنة صباحاً و حتى الثالثة بعد الظهر.

4- عملية الإختيار و توقيع العقد:

تقوم لجنة جمعية المساعدات الشعبية النروجية للتقييم، بفتح العروض المسلمة و تقرر بناءً على أعلى سعر مقدم لسيارة أو للسيارات ككل.

سيتم إبلاغ المتقدم الذي تم إختياره نهار الجمعة في 07 نيسان 2017 كحد أقصى. بعد الإبلاغ، يتم توقيع عقد البيع والأوراق القانونية الأخرى. تنتظر جمعية المساعدات الشعبية النروجية من الشاري، دفع كل ما عليه كاملا عند توقيع العقد. يتم تسليم السيارات إلى الشاري عندما يصبح المبلغ المدفوع كاملاً وعند تسجيل الآليات. كما ذكر، ما إن يتم تسليم السيارات إلى الشاري، لن يكون على الجمعية أية مسؤلية.

5- إلغاء طلب عملية العرض:

في حال إلغاء هذه العملية، يتم إبلاغ العارضين من قبل جمعية المساعدات الشعبية النروجية.

يمكن الإلغاء في حال:

كانت العملية غير ناجحة، أي، لم يتم إستلام عروض أسعار جديرة بالإهتمام. ظروف غير اعتيادية أو قوة قاهرة تجعل من تنفيذ العقد أمراً مستحيلاً. كانت هناك مخالفات في العملية، خصوصاً إن كانت هذه المخالفات منعت وجود منافسة عادلة.
لن تكون جمعية المساعدات الشعبية النروجية مسؤولة بأي شكل من الأشكال عن أي ضرر قد يحصل، من دون إستثناء، حتى في ما يخص خسارة الأرباح التي قد تنتج عن إلغاء العملية.

كما أن جمعية المساعدات الشعبية النروجية تحتفظ بحق تكرار العملية في حال وجدت بأن الأسعار المقدمة كانت منخفضة جداً.
