OVERVIEW

For the last six years, Lebanon has been at the forefront of one of the worst humanitarian crises, recognized for its protracted nature. Despite increasing economic, social, demographic, political, and security challenges, Lebanon has shown exceptional commitment, hospitality and solidarity and has welcomed around 1.5 million Syrian refugees.
Despite the concerted efforts of the Government of Lebanon (GoL), the international community and civil society to mitigate the impact of the Syrian crisis on Lebanon, undergoing response is outpacing the GoLs’ ability and capacity to provide adequate services and assistance the affected populations, both displaced and host community.
The Lebanon Crisis Response Plan (LCRP) is a joint GoL, United Nations and NGO plan that presents a strong collective vision to contribute to peace, security, stability and development for Lebanon, support the most vulnerable communities and protect the rights of all. The MoSA is mandated by the Inter- Ministerial Committee to oversee the Government’s response to the crisis in Lebanon.

JOB DESCRIPTION

 
Under the supervision of the LCRP General Supervisor, the M&E Officer will be overall responsible to provide support to develop the capacities of the MoSA in M&E, and facilitate knowledge building and knowledge sharing. The M&E Officer will ensure quality reporting, monitoring, evaluation, assessment & research planning within the LCRP and the response operations on a national level. Also, the officer will oversee the Plan and the response operations are implemented in line with MoSA’s strategy and provide the expected impacts.
Essential Functions and Responsibilities

Develop, implement and coordinate effective M&E strategy and framework for the LCRP and response operations, including tools and processes focusing on achievement of the results.

Provide overall management for the design and implementation of a project’s M&E system, working closely with other staff, consultants and provide progress updates to the General Supervisor, Program Director, donors and partners.

Define and facilitate the implementation ofthe key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.

Work with relevant actors to facilitate the analysis of needs and situation data.

Develop and refine various data collection instruments (both quantitative and qualitative), and maintain a results database, as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals, data collection templates…)

Support all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.

Suggest ways to facilitate data collection and the flow of data within Program field teams.

Collaborate and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues; keep abreast of latest development and professional norms, standards, tools and methodologies.

Deliver reliable, relevant and timely monitoring reports according to the M&E calendar.

Ensure subsequent utilization of monitoring & evaluation information and reports for strategic and operational planning, prioritization, implementation of corrective measures, advocacy and accountability.

Train staff on the accurate use of the monitoring systems, providing ongoing coaching/support through regular site monitoring visits, and ensure quality control and problem solving as needed. 

Establish system to track information on needs, coverage, progress and gaps across sectors aligned with relevant reporting systems.

Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.

Develop evaluation tools and processes, innovative approaches in monitoring and evaluations.

Participate in interagency working groups where outcome and impact of LCRP interventions are discussed. Contribute to knowledge building through these forums in the form of drafting and presentation of technical papers on the outcome and impact, lessons learned with implications for intervention strategies.

Network and develop partnership with other country teams in developing standardized methodology, tools and instruments for monitoring, evaluation and reporting.

Ensure dissemination of evaluation findings and recommendations to the intended audiences in user-friendly methods.  In particular, to ensure that effective participatory feedback is provided to community and civil society stakeholders.

Ensure quality and timely evidence-based and results reporting to donors, partners and internally by facilitating and contributing to external and internal reports and other communication products, quality assurance and general coordination between the relevant components in provision of written products.

Identify and formulate evaluation findings, lessons learned from evaluations and studies to be integrated into broader MoSA knowledge management.

Contribute in the establishment of concept notes, proposals, log frames, M&E work plans, and targets during the drafting of project proposals as well as throughout project implementation.

Contribute to the development of program and operational reporting templates that facilitate the acquisition and aggregation of information in programs in order to meet identified information needs.

Other tasks as required by the General Supervisor.

 
 

QUALIFICATIONS

Minimum Requirements

University Degree in Economics, Statistics, Social Sciences, Public Administration, International Relations, Political Science or a related discipline. Post-graduate degree will be considered as an advantage.

At least 5 years of relevant experience at the national or international level in monitoring and evaluation of development programmes and/or projects or related field, including hands-on experience in design, monitoring and evaluation of development projects and establishing relationships among partners or related area.

Strong knowledge of monitoring and evaluation tools is required, in particular results based management and impact evaluations.

Experience in the development and implementation of quantitative and qualitative methodologies will be a strong asset.

Experience with, or sound theoretical and applied knowledge of the UN system M&E principles will be a strong asset.

Proficiency in the use of MS Office: Word, Excel, Outlook, and PowerPoint.
