Mercy Corps is a non-religious, non-profit and non-government international organization that provides humanitarian and development assistance in Lebanon since 1993.

Mercy Corps invites sealed bids from interested parties for the provision of capacity building services to local municipalities.

Background:

Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. The agency pursues its mission through emergency relief services, sustainable community development, civil society and economic development initiatives. Mercy Corps has been present in the Middle East since the 1980s and currently has offices in Yemen, Lebanon, Palestine, Jordan, Syria, Iraq, Egypt and Libya. Working in Lebanon since 1993, Mercy Corps has implemented community development programs focused on promoting economic development and increased opportunity for disadvantaged communities, while responding to emergencies as they emerged in the country. In 2012, the program portfolio shifted in response to the massive refugee influx from Syria and Mercy Corps in Lebanon has solidified its emergency response programming while integrating longer-term development programming by focusing on key sectors: Protection, Water Sanitation and Hygiene (WASH), Governance and Social Stability, and Livelihoods.

Purpose/Project Description

With the funding from the European Commission, and under the scope of the Governance and Social Stability Programme, Mercy Corps initiated back in 2015 the “Governance and Community Action Program” (GCAP) in Tripoli mainly in Dannieh area, targeting in particular six vulnerable municipalities (Sir, Bakhoun, Assoun, Kfarhabou, Beqaasafrin and Izal). The overall objective of this program is to empower vulnerable municipalities and communities to mitigate conflict caused by resource based tensions exacerbated by the Syrian crisis.

Due to the small size and the limited capacity of the majority of municipalities in Lebanon, Mercy Corps has conducted a GAP Assessment to assess the Operational and Financial Capacities of the six targeted municipalities (mentioned above) and the Union of Municipalities of Dannieh. The objective of this assessment is to evaluate the competencies of the municipalities and the union, identify the gaps and then develop an action plan/training module that responds to those gaps.

Based on the results of the assessment, Mercy Corps is looking for an NGO/consulting company to provide capacity building assistance to the targeted municipalities and Union as per the below fields:

Topic 1- Regional strategic planning 2- Contingency planning 3- Archiving 4- Electronic Municipality (e-filling) 5- Capacity building for the existing municipal Staff 6- Project Management 7- Geographic Information System 8- Enhance the role of Municipal committees 9- Advocacy and Transparency in Transmitting Information

A Mandatory Questions and Answers session will take place in Mercy Corps’ Beirut office on January 20, 2017 at 11:00 am

Bids must be submitted back in sealed envelopes to Mercy Corps Beirut office (3rd Floor, Bee Center, Alfred Naccache Street, Achrafieh Lebanon) by January 24, 2017 at 11AM.
