Fostering resilience by strengthening abilities (FORSA) in Lebanon Call for Applications Skills Building and Improved Employability Issuance Date: 17-May-17 Closing Date: 16-May-18 Submit Applications to: FORSA Skills Building Team on [email protected] Office Phone: 00961-1-425466/7/8 Introduction With funding from the Dutch Ministry of Foreign Affairs, Mercy Corps (MC) is implementing the FORSA (Fostering Resilience by Strengthening Abilities) program in Lebanon to support vulnerable communities in addressing their economic needs. FORSA intends to increase economic opportunities and reduce unemployment in Zahle, West Bekaa, Chouf, Jezzine and Saida. In order to do this, FORSA will expand employment and economic opportunities for individuals and businesses through market led skills training courses, support to micro, small and medium enterprise and building the technical capacity of vocational training centers. Mercy Corps will hire private sector companies and/or established trainers to provide 50 classes of practical skills training and workforce-skills development for at least 750 individuals, across the following sectors: - Agriculture-related trainings include: Topics can be combined to make one training. Farm Operation and Management Sustainable Agriculture Methods and Production Greenhouse Construction and Maintenance Drip Irrigation Design, Installation and Maintenance Agro food Processing including commercial cooking Dairy Production and processing - Construction-related Trainings: Electrical installation and repair Plumbing installation and repair Renovation and Restoration works Heating, ventilation and air conditioning (HVAC) installation and maintenance Steel Structure Installation and Maintenance - Environment and Environmental Services: PV Heater Installation and Maintenance PV Maintenance and Installation Hospitality services Rural Tourism Guides Waste Management Mercy Corps is issuing this Call for Applications to generate competition for expected awards and contracts. Private sector firms, foundations, NGOs, institutions of higher education, consulting firms, individual trainers and others are encouraged to apply. FORSA will accept applications from May 15, 2017 to , until May 14, 2018 Evaluation Criteria Applicants registered with the Ministry of Finance are preferred and they should include their registration number in their application. Any non-governmental organizations must also provide their notification application with the Ministry of Interior. Applicants should send with the application, a copy of the registration certificate at the ministry of finance and ministry of interior, if the applicant is registered in the ministries mentioned above. FORSA will use the following criteria to assess applicants: 1- Clear articulation of the specific content of the skills training to be taught, including theoretical and practical components. 2- Clear articulation of the curriculum (timeline and weekly content) of proposed course. FORSA anticipates the duration of courses to range from 2 to 10 weeks 3- Relevant experience and expertise of applicant institution and proposed teachers, including demonstrated past experience in similar context. 4- Defined roles and time required of any teachers or other staff needed to deliver the course 5- Appropriate choice of methodology to teach proposed curriculum and to encourage participation on the part of the beneficiary/trainee 6- Capability including methodology to place 10 to 25% of the trainees in jobs 7- Clear articulation of the job placement plan to be implemented 8- Availability of space and appropriate facilities to conduct proposed course in one or more of the five target areas (Zahle, West Bekaa, Chouf, Jezzine and Saida) 9- Identification of needed toolkits with capability of procuring and distributing tool kits for the trainees 10- Plan for continued monitoring of beneficiaries/trainees following the course 11- Possibility of repeating the course, or running multiple courses simultaneously 12- Applications should explicitly note any key assumptions and risks, and measures to face these risks 13- Clear articulation of cost per beneficiary/trainee, including consideration of other costs (tool kits, transportation, incidentals, and other incentives) to be included Application Format All applications must be submitted to [email protected] Please mention in the subject: “Fostering Resilience by Strengthening Abilities” Applicants should use the format of the proposal on this link. The proposal should not exceed 10 A4 pages of size 10 Arial font. All the evaluation criteria listed above are taken into consideration in the proposal format. Mercy Corps will review the proposals on a rolling basis, so applicants are encouraged to submit proposals at any time. Target response time will be two weeks from the date of submission. Selection Process After ensuring that applicants meet the eligibility requirements, a technical review committee will score each proposal per criteria (see evaluation matrix below). Only those proposals that achieve a minimal acceptable score of 3.00 (average across all 14 criteria) will be contacted by FORSA. Due to budgetary limitation not all proposals passing the acceptable score may be funded. Mercy Corps may solicit feedback from external experts and may follow up with additional questions. At any stage, Mercy Corps reserves the right to pose clarifying questions and conduct discussions with some, all, or none of the applicants. Other applicants do not need to contact Mercy Corps. Mercy Corps reserves the right to fund any or none of the applications submitted. Mercy Corps may choose to incrementally fund selected application(s). Mercy Corps will not fund applications which, in its view, will result in duplicative or redundant activities. Mercy Corps anticipates making up to 50 awards to separate applicants, but the number of awards and amount of available funding is subject to change and Mercy Corps reserves the right to make no awards. Evaluation Matrix Mercy Corps will use the following scoring methodology to assess each application: Rating Score Description Excellent 5 Exceeds expectations with exceptional merit that will likely result in effective and efficient performance. No significant deficiencies. Very Good 4 Meets all minimum requirements. All deliverables can be successfully completed in a timely, efficient, and economical manner. Good 3 Meets requirements with some significant deficiencies. Still represent a manageable performance risk. Fair 2 Minimally meets basic requirements. Demonstrates a limited understanding that would likely lead to unsatisfactory performance. Poor 1 Many deficiencies and/or gross omissions, including failure to address key elements or to provide a reasonable approach. Nonresponsive 0 Fails to address all elements of the criteria; fails to understand the work necessary to perform the required tasks. الزراعة: الشركات الزراعية، بيوت بلاستكية, شبكات ريَّ, الصناعات الغذائية, صناعة الحليب..... - البناء: المقاولين، أعمال الكهرباء, الدهان, ألسمكرية, موردين عدة البناء..... - البيئة: الطاقة المتجددة، اعادة تدوير النفايات, السياحة البيئية.... برنامج "فرصة" سيعمل على : ‌أ- تأمين فرص عمل لمئات الأشخاص من خلال ما يقارب خمسين تدريب مهني لتنمية المهارات. ‌ب- تعزيز العديد من المشاريع الصغيرة والمتوسطة القائمة ودعم إنشاء مشاريع صغيرة ومتوسطة جديدة والعمل على تحسين قدرتها على توليد دخل وتوظيف الفئات المستهدفة. ‌ج- تأهيل قدرات معاهد التدريب التقني والمهني الخاصة والعامة لتقديم برامج تدريب فعالة لتلبية المتطلبات والحاجات. تُصدر مرسي كور هذه الدعوة إلى تقديم الطلبات حرصاً منها على المنافسة في نيل المنح والعقود. والدعوة مفتوحة أمام شركات القطاع الخاص بشكل خاص، والمؤسسات والمنظمات غير الحكوميّة ومعاهد التعليم العالي والشركات الاستشاريّة والمدرِّبين الأفراد وسواهم. يفتح فرصة باب تقديم الطلبات بين …………………………... المعيار التقني من المفضل أن يكون مقدم الطلب مسجل لدى وزارة المالية وأن يورد رقم تسجيل الشركة في الطلب. ويجب على جميع المنظمات غير الحكوميّة أن تُقدِّم بلاغ العلم والخبر المصدقة لدى وزارة الداخليّة مرفقا مع الطلب. يُقيِّم مشروع فرصة الطلبات المقدمة بالاستناد إلى المعايير التالية: 1- تحديد مضمون الدورة التدريبية المقترحة والمواد التي سيتم تدريسها 2- تحديد منهج الدورة المقترحة بوضوح (الجدول الزمني والمضمون الأسبوعي). يتوقّع برنامج "فرصة" أن تستمرّ الدورة فترةً تتراوح بين 2 و10 أسابيع. 3- تحديد الأدوار والوقت الذي يحتاج إليه الأساتذة وسائر الموظفين لأداء الدورة التدريبية 4- حسن اختيار منهجيّة تدريس المنهج المقترح مع تحديد الوسائل والأدوات التي سيتم إستخدامها، ووسائل تخفيز المتدربين على المشاركة. 5- تفسير خطة وضع المتدربين في سوق العمل (خطة ايجاد وظائف للمتدربين) 6- إمكانية مقدم الطلب على وضع 10 إلى 25% من المتدربين في سوق العمل 7- خبرة مقدم الطلب والأساتذة المقترحين واختصاصهم بما في ذلك الاختصاص والتجربة في ظروفٍ مماثلة 8- توفر المساحة والمنشآت المناسبة لإجراء الدورة المقترحة 9- الآليّة لإستقطاب المستفيدين/المتدرّبين حسب نوع الدورة 10- إمكانيّة متابعة المستفيدين/المتدرِّبين بعد انتهاء الدورة 11- إمكانيّة إعادة الدورة أو عقد دورات متعددة بصورة متزامنة 12- توضيح الإفتراض لأي مخاطر محتملة وطرق مواجهة هذه المخاط 13- تفصيل الميزانية المرصودة لإقامة الدورة المقترحة شكل الطلب تُقدَّم جميع الطلبات على العنوان [email protected] الرجاء ذكر ما يلي في خانة الموضوع "تعزيز التنمية من خلال تطوير القدرات" - موضوع الدورة . يجب على مقدم الطلب أن يتبع النموذج على هذا الرابط. لا يجب أن يتجاوز حجم الطلبات 10 صفحات من حجم A4 كُتب عليها بخطّ حجم 10. كل معايير التقييم المذكورة أعلاه أخذت بعين الإعتبار في النموذج الواجب إتباعه. سيُراجع مشروع فرصة الطلبات بصورة مستمرّة والمشاركون مدعوون بالتالي إلى تقديم الطلبات في أي وقت. من المتوقع تلقّي الإجابة ضمن مهلة أسبوع من تاريخ تقديم الطلب. يُمكن لأصحاب الطلبات طلب مزيدٍ من التفاصيل بشأن البرنامج والنظر في الشروط والظروف التي ترعى هذه الدعوة من خلال إرسال بريد الكتروني إلى الموقع:[email protected] عمليّة الاختيار بعد الحرص على استيفاء مقدمي الطلبات شروط الأهليّة، ستضع لجنة مراجعة فنيّة العلامات لكلّ طلب بحسب المعايير المُشار إليه في جدول التقييم أدناه. ولن يتصل فريق فرصة سوى بأصحاب الطلبات الذين يستوفون علامة دُنيا مقبولة تصل إلى 3.00 (معدل عام على المعايير الخمسة عشر المذكورة أعلاه). يُمكن أن يطلب فريق عمل "فرصة" معلومات مرتجعة من خبراء خارجيين وأن يوجِّه أسئلة إضافيّة. تحتفظ مرسي كور في أي وقت بالحقّ في طلب معلومات إيضاحيّة وعقد مداولات مع بعض أصحاب الطلبات، أو جميعهم أو أيّاً منهم. لا يحتاج سائر أصحاب الطلبات الاتصال بفرصة. تحتفظ مرسي كور بالحقّ في تمويل طلبٍ واحدٍ أو الامتناع عن تمويل إيٍّ منها. وقد تختار مرسي كور زيادة تمويل الطلب أو الطلبات التي وقع عليها الاختيار. لن تموِّل مرسي كور الطلبات التي تفضي برأيها إلى ازدواجيّة أو تكرار في النشاطات المدعومة. يتوقع فرصة تقديم 60 هبة لأصحاب الطلبات ولكنّ عدد الهبات وحجم التمويل قابل للتغيير وتحتفظ مرسي كور بالحقّ في الامتناع عن إعطاء المنح. جدول التقييم سيتبع برنامج فرصة المنهجيّة أدناه في وضع العلامات وتقييم كلّ طلب: التصنيف العلامة الوصف ممتاز 5 يتخطّى التوقعات وله ميزات استثنائيّة من شأنها أن تؤدي إلى أداءٍ فاعلٍ وفعّال. ليس فيه أي نقص. جيّد جداً 4 يستوفي جميع مقتضيات الحدّ الأدنى. يُمكن تحقيق جميع الأهداف في الموعد المحدد وبطريقة فعّالة واقتصاديّة. جيّد 3 يستوفي المقتضيات مع وجود بعض مواطن النقص. يمثِّل خطر أداء قابلٍ للإدارة. متوسط 2 يستوفي الحدّ الأدنى من المقتضيات. يعكس فهماً محدوداً يُمكن أن يؤدّي إلى أداءٍ غير مرضٍ. سيء 1 فيه العديد من الشوائب و/أو النواقص ولا يستوفي العناصر الأساسيّة أو يُتيح مقاربة منطقيّة. لا يستوفي الشروط 0 لا يستوفي أي من عناصر المعيار أو لا يفهم مقتضيات العمل الضروريّة لأداء الوظائف الأساسيّة.
