Background:

Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. The agency pursues its mission through emergency relief services, sustainable community development, civil society and economic development initiatives. Mercy Corps has been present in the Middle East since the 1980s and currently has offices in Yemen, Lebanon, Palestine, Jordan, Syria, Iraq, Egypt and Libya. Working in Lebanon since 1993, Mercy Corps has implemented community development programs focused on promoting economic development and increased opportunity for disadvantaged communities, while responding to emergencies as they emerged in the country. In 2012, the program portfolio shifted in response to the massive refugee influx from Syria and Mercy Corps in Lebanon has solidified its emergency response programming while integrating longer-term development programming by focusing on key sectors: Protection, Water Sanitation and Hygiene (WASH), Governance and Conflict, and Livelihoods.

Purpose / Project Description:

With funding from the Dutch Ministry of Foreign Affairs, Mercy Corps (MC) is implementing the FORSA (Fostering Resilience by Strengthening Abilities) program in Lebanon to support vulnerable communities in addressing their economic needs. FORSA intends to increase economic opportunities and reduce unemployment in Zahle, West Bekaa, Chouf, Jezzine and Saida. In order to do this, FORSA will expand employment and economic opportunities for individuals and businesses through market led skills training courses, support to micro, small and medium enterprise and by building the technical capacity of vocational training centers.

FORSA business support program aims to provide business coaching and financing to up to 50 Micro, Small and Medium Enterprises (MSMEs) and 30 startups looking to grow their business. The program provides 1-on-1 support over 3-8 months in business planning, management and operations to help businesses better define their challenges and opportunities and build a concrete growth plan. The program aims to build the capacity of MSME beneficiaries to apply for financing from FORSA program or other sources.

Mercy Corps is looking for experts to provide technical and management assistance to MSMEs and startups in the following fields:

Strategic business planning, Sale and marketing, Organizational development (systems, processes, IT, Human Resources, reporting), Operational and logistics planning and management, Production planning and management, Market research and analysis
Mercy Corps is looking for experts to provide technical and management assistance to MSMEs and startups in the following sectors: manufacturing, agriculture, construction, environment, food processing

Objectives:

The MSME support interventions aim to address business performance and enhance hiring potential for selected businesses in Zahle, West Bekaa, Chouf, Jezzine and Saida regions. The consultants will work closely with selected MSME owners/managers to coach them on developing their business plans and to provide support in implementation.

Mercy Corps is in the process of launching a pre-qualification tender for consulting and technical assistance to MSMEs in Zahle, West Bekaa, Chouf, Jezzine and Saida, under FORSA program in Lebanon.

وجدت ميرسي كوربس لتخفيف المعاناة و الفقر و القهر من خلال مساعدة الناس على بناء مجتمعات آمنة، عادلة و منتجة. تسعى المنظمة لتنفيذ مهمتها عبر الاغاثة في حالات الطوارئ و التنمية المستدامة للمجتمع، وعبر المجتمع المدني و مبادرات التنمية الاقتصادية. وجدت ميرسي كوربس في الشرق الاوسط منذ عام 1980 و لديها حاليا مكاتب في اليمن،لبنان،فلسطين،الاردن،سوريا،العراق،مصر و ليبيا. تعمل المنظمة في لبنان منذ عام 1993، و لقد نفذت برامج التنمية المجتمعية التي تركز على تعزيز التنمية الاقتصادية و زيادة الفرص للمجتمعات المحرومة، في حين الاستجابة لحالات الطوارىء التي ظهرت في البلاد. في عام 2012 تحرك ملف البرنامج كرد على التدفق الكبير لللاجئين السوريين و لقد عززت ميرسي كوربس برمجة الاستجابة لحالات الطوارئ في حين توحيد تطوير البرامج على المدى الطويل من خلال التركيز على القطاعات الرئيسية: الحماية، مياه الصرف الصحي و النظافة،الحكم و الصراع و سبل العيش.

الهدف/وصف المشروع:

بتمويل من وزارة الشؤون الخارجية الهولاندية، بادرت ميرسي كوربس بمشروع فرصة (مشروع تعزيز التنمية من خلال تطوير القدرات)، صمم المشروع لدعم المجتمعات الضعيفة و تخفيف التوتر بين المجتمعات المحلية من خلال التخفيف من حدة المنافسة على سبل العيش. يركز مشروع فرصة على توسيع الفرص الاقتصادية من خلال التمكن من التوظيف، دعم المؤسسات الصغيرة و المتوسطة، و بناء قدرات تقنية لمراكز التدريب المهني الخاصة و الرسمية في زحلة،البقاع الغربي،الشوف،جزين و صيدا.

برنامج فرصة لدعم الاعمال يهدف الى توفير التدريب على الاعمال التجارية و تمويل يصل الى50 مؤسسة صغيرة و متوسطة الحجم و 30 شركة ناشئة تنظر الى تنمية اعمالهم. يوفر البرنامج 1 على 1 دعم خلال 3-8 اشهر في خطة العمل،الادارة و العمليات لمساعدة تعريف افضل للاعمال والتحديات و الفرص و خلق خطة نمو ملموسة. يهدف البرنامج الى بناء قدرات المستفيدين للتقديم على تمويل من برنامج فرصة او مصادر آخرى.

ميرسي كوربس تبحث عن خبراء لتوفير مساعدة تقنية و ادارية للمؤسسات الصغيرة و المتوسطة و الشركات الناشئة في الحقول التالية:

التخطيط الاستراتيجي للاعمال، البيع و التسويق،التطوير التنظيمي(أنظمة،عمليات،معلوماتية،موارد بشرية،التقارير)

ميرسي كوربس تبحث عن خبراء لتوفير مساعدة تقنية و ادارية للمؤسسات الصغيرة و التوسطة و الشركات الناشئة في القطاعات التالية:

الأهداف:

دعم تدخلات المؤسسات الصغيرة و التوسطة تهدف الى معالجة أداء الاعمال و تعزيز فرص التوظيف للشركات المختارة في مناطق زحلة، البقاع الغربي ،الشوف،جزين و صيدا. سوف يعمل المستشارون بالقرب من أصحاب الشركات المختارة/ مدراء لتدريبهم على تطوير خطط أعمالهم ولتقديم الدعم في التنفيذ.

تقوم ميرسي كوربس في عملية اطلاق مناقصة التأهيل المسبق للعطاء في المساعدة التقنية و الاستشارية للمؤسسات الصغيرة و المتوسطة في زحلة،البقاع الغربي،الشوف،جزين و صيدا، تحت برنامج فرصة في لبنان.
