Introduction
With funding from the Government of the United Kingdom, Mercy Corps (MC) is currently implementing INTAJ in Lebanon to support vulnerable communities in the Beqaa and the North governorates in addressing their economic needs. INTAJ intends to improve stability and resiliency in target communities in Lebanon through reduced unemployment, and increased income for individuals and businesses.
Mercy Corps has identified crosscutting constraints to jobs growth in Lebanon that affect market actors at the individual, business and market levels of economic production. In order to stimulate sustainable jobs growth, INTAJ will address these constraints through a series of interventions at each level.
At the market-level, Mercy Corps is working throughout Solid Waste Management – Recycling (SWM-R) sector with local government, private sector companies and/or NGOs to capture the economic value of waste, spur public and private investments into SWM/R sector, and improve SWM/R SME competitiveness in order to build sustainable job growth. Mercy Corps completed a nationwide SWM-R Value Chain study to identify material and product flows, opportunities, and key areas for intervention that benefit the entire value chain with the main objective of supporting sustainable employment.
In order to support a variety of market actors towards implementing program objectives, Mercy Corps is issuing this Call for Applications to receive concept papers and/or proposals for funding. This Call for Applications is an invitation to private sector firms, NGOs, and trade associations, to propose ways for INTAJ to achieve its objectives.
Competition for this Call for Applications will be open from May 1st, 2016 until March 31, 2017.
Additional Call for Applications may be issued by INTAJ for subsequent months or years, contingent on funding. Mercy Corps may choose to fully fund or incrementally fund the selected application(s). The number of awards and amount of available funding is subject to change and Mercy Corps reserves the right to make no awards as a result of this Call for Applications.

INTAJ Priorities
INTAJ aims to strengthen the economic condition of vulnerable groups in Lebanon by allowing them to become more financially secure, and able to provide for their families’ basic needs by linking them to expanded permanent or temporary employment opportunities. It is also hoped that strain on public and governmental institutions will be reduced, and other economic actors will be incentivized to support and replicate successful models.
INTAJ intends to improve the ability of the SWM-R sector to provide sustainable employment by strengthening the entire value chain at all levels. Organizations with the relevant qualifications are asked to submit concept notes and proposals that relate to the following areas of intervention:
Increasing Supply and Sorting of Raw Material
Strengthen household segregation, municipal collection and sorting by supporting private-sector led initiatives in collaboration with local government entities that increase the volume of recycled raw material to industrial sector
Improving competiveness
Improve production and sales of SME’s in SWM/R subsectors including plastic, glass, metal and paper processors and manufacturers. Improvement the overall organizational functioning of SME, Trade Associations, or Sub-sectors Improve workforce skills and capacity in SWM/R subsectors including plastic, glass, metal and paper processors and manufacturers.
Supporting access to new markets
Support the access to new export markets for the SWM-R plastic and paper industrial sector. Support the private investment into new markets or subsectors in Lebanon
Improving work conditions
Improve health and safety labor conditions at SWM-R manufacturing sites to facilitate Lebanese employment
Evaluation Criteria
INTAJ will use the following criteria to assess applicants:
Clear articulation of the specific project including all sections of the proposal template. INTAJ anticipates the duration activities to be funded through March 31, 2017; Relevant experience and expertise to implement proposed activities; Defined roles and level of effort (percent of full time) of any staff involved in the activity; Clear articulation of costs, working capital, and/or revenue generation, including consideration of other costs (transportation, incidentals, and other incentives) to be included Relevant methodology to implement activity Involvement of other SWM/R Value Chain stakeholders in the activity with articulation of potential benefit to the Value Chain. Clear articulation of a communications plan for the course for internal and external audiences including estimated total reach of communications activities. Possibility of replication
Applications should explicitly note any key assumptions and risks.
Application Format
Applications should be submitted to [email protected] following the proposal guidelines Applications sent by any other means will not be considered. Applications should not exceed 8 A4 pages of size 10 font, but must address each of the evaluation criteria listed above. In addition, the application should clearly indicate the applicant’s name, status (private employer, NGO, trade associations etc.), and address/contact information.
Selection Process
INTAJ will review applications on a rolling basis, so applicants are encouraged to submit applications at any time. Only those applications found most promising will be contacted by INTAJ. Target response time will be one week from the date of submission.

After ensuring that applicants meet the eligibility requirements, INTAJ staff will review the applications for merit. INTAJ may solicit feedback from external experts and may follow up with additional questions. After review and following notification of intent to award, all selected applicants will engage in a mandatory negotiation process. This includes verifying that the applicant is legally registered/domiciled in Lebanon, as well as potential reference checks to confirm claims of previous/relevant experience.
At any stage, INTAJ reserves the right to pose clarifying questions and conduct discussions with some, all, or none of the applicants. INTAJ will only meet with those applicants with whom INTAJ requests a meeting. Other applicants do not need to contact INTAJ.
Other Considerations
Mercy Corps reserves the right to fund any or none of the applications submitted. INTAJ seeks to select activities across a wide range of technical and regional areas across all levels of intervention. Mercy Corps will not fund applications which, in its view, are not financially-viable without continued external funding. INTAJ anticipates making multiple awards to separate applicants under this Call for Applications.
If INTAJ identifies opportunities to strengthen or fund an application by connecting with other existing Mercy Corps programs, or other potential funders or external partners, Mercy Corps/INTAJ may make that application available for appropriate consideration.
Evaluation Matrix
INTAJ will use the following scoring methodology to assess each application:
Rating Description Excellent Exceeds expectations in that it is comprehensive, thorough and with exceptional merit, demonstrating that the proposed project will likely result in effective and efficient performance. Exhibits no significant deficiencies. Very Good Demonstrates overall competence, meets all minimum requirements and exceeds requirements in some areas but not all. Despite some identified weaknesses, the applicant demonstrates that it can successfully complete all deliverables in a timely, efficient, and economical manner. Good Meets requirements. While the applicant demonstrates an ability to complete the work in some areas, there are some significant deficiencies. However, these combined weaknesses still represent a manageable performance risk. Fair Minimally meets basic requirements or demonstrates a limited understanding of the requirements. Implementation of the proposed project would likely lead to unsatisfactory performance. Contains deficiencies and significant weaknesses that may negatively affect performance. Poor Many deficiencies and/or gross omissions, including failure to address key elements, failure to understand work necessary to perform the required tasks, or failure to provide a reasonable approach to fulfilling requirements. Nonresponsive Fails to address all elements of the criteria; fails to understand the work necessary to perform the required tasks; fails to meet the requirements of the solicitation.

المقدّمة
بتمويلٍ من الحكومة البريطانيّة، تنفّذ ميرسي كور (MC) برنامج "إنتاج" في لبنان لدعم المجتمعات في محافظتي الشّمال والبقاع، من خلال تلبية إحتياجاتها الإقتصاديّة. يهدف "إنتاج" إلى تحسين الإستقرار في لبنان من خلال الحد من البطالة وزيادة دخل الأفراد والمؤسّسات.
تعمل ميرسي كور من خلال قطاع إدارة النّفايات الصّلبة وإعادة التّدوير مع السلطات المحليّة، شركات القطاع الخاص، و/أو المنظّمات غير الحكوميّة لتسليط الضوء على قيمة النّفايات الإقتصاديّة، وتحفيز الإستثمارات العامّة والخاصّة في هذا القطاع، وتحسين القدرة التنافسيّة بين المؤسّسات صغيرة ومتوسطّة الحجم العاملة في إدارة فيه من أجل خلق فرص عمل مستدامة. أتمّت ميرسي كور دراسة قطاع إدارة النّفايات الصّلبة وإعادة التّدوير، لتحديد تدفّق المواد والمنتجات، الفرص، ومجالات التّدخّل الرئيسيّة التي تفيد القطاع ككل، والتي تهدف بشكلٍ رئيسيّ إلى دعم فرص العمل مستدامة.
من أجل دعم الجهات الفاعلة في هذا القطاع، تصدر ميرسي كور هذه الدّعوة لتقديم طّلبات مشاريع و/أو مقترحات لتمويلها. ان هذه الدّعوة لتقديم الطّلبات موجهة لشركات القطاع الخاصّ، والمنظّمات غير الحكومية، والمؤسّسات التّجاريّة، لاقتراح سبلٍ على "إنتاج" لتحقيق أهدافه.
تفتح أبواب تقدبم الطلابات من 1 أيّار 2016، حتّى 31 آذار 2017.
يمكن "لإنتاج" اصدار دّعوة لتقديم طلبات إضافيّة خلال الأشهر أو السّنين القادمة. يحقّ لميرسي كور أن تختار تمويل الطّلب(ات) المختار(ة) بالكامل أو بشكل تدريجيّ.
عدد المنح والتميل المتوفر قابلة للتغيير وتحتفظ ميرسي كور بحقّ عدم تمويل اي مشروع ناتج من هذه الدعوة.

أولويّات إنتاج
يهدف إنتاج إلى تعزيز الوضع الإقتصاديّ في بعض المجتمعات في لبنان، لتصبح مستقرة أكثر، وقادرة على توفير الاحتياجات الأساسيّة لأسرها من خلال ربطها بفرص عمل، دائمة أو مؤقتة.
يهدف إنتاج إلى تحسين قدرة قطاع إدارة النّفايات الصّلبة وإعادة التّدوير لتأمين توظيف مستدام من خلال تعزيز هذا القطاع بأكمله على جميع المستويات. ويطلب من المنظّمات التي تتمتّع بالمؤهّلات ذات الصّلة أن تقدّم عروض مشاريع ومقترحات تتعلّق بالمجالات التّالية:
زيادة كميات المواد الخام وفرزها
تعزيز الفرز من المصدر،وتعزيز الجمع والفرز من قبل البلديّات وذلك من خلال دعم المبادرات التي يقودها القطاع الخاصّ بالتّعاون مع السلطات المحليّة والتي تزيد من كمية المواد الخام المعاد تدويرها للقطاع الصناعي.
تحسين القدرة التّنافسيّة
تحسين إنتاج ومبيع المؤسّسات صغيرة ومتوسّطة الحجم في القطاعات الفرعيّة لإدارة النّفايات الصّلبة وإعادة التّدوير بما في ذلك معالجي ومصنّعي البلاستيك، الزّجاج، المعادن والوراق. تحسين العمل التّنظيميّ العام والاداري للمؤسّسات صغيرة ومتوسّطة الحجم، التّجاريّة أو في القطاعات الفرعيّة. تحسين مهارات القوى العاملة وقدرتها في القطاعات الفرعيّة لإدارة النّفايات الصّلبة وإعادة التّدوير بما في ذلك معالجي ومصنّعي البلاستيك، الزّجاج، المعادن والوراق.
دعم الوصول إلى أسواق جديدة
دعم الوصول إلى أسواق تصديريّة جديدة لإدارة النّفايات الصّلبة وإعادة التّدوير الخاصّة بالقطاع الصّناعيّ للبلاستيك والورق. دعم الاستثمار الخاصّ في الأسواق الجديدة أو القطاعات الفرعيّة في لبنان.
تحسين ظروف العمل
تحسين ظروف عمل الصحة والسّلامة في مواقع التّصنيع الخاصّة بإدارة النّفايات الصّلبة وإعادة التّدوير لتسهيل التّوظيف للّبنانيّين.
معايير التّقييم
سيستعين "إنتاج" بالمعايير التّالية لتقييم الطّلبات:
صياغة واضحة للمشروع المحدّد بما في ذلك أقسام نموذج الإقتراح كافّةً. يتوقّع "إنتاج" مدّة الأنشطة التي سيتمّ تمويلها حتّى 31 آذار 2017؛ الخبرة ذات الصّلة لتنفيذ الأنشطة المقترحة. الأدوار المحدّدة ومستوى الجهد (النسبة المئوية من مجمل الوقت) الخاصّين بأيّ موظّف منخرط في هذا النّشاط. صياغة واضحة للتّكاليف، لرأسمال الازم، بما في ذلك تكاليف أخرى كالنّقل، الطّوارئ وحوافز أخرى. المنهج المتبع لتنفيذ المشروع المقدم. إشراك أصحاب مصالح آخرين في قطاع إدارة النّفايات الصّلبة وإعادة التّدوير في المشروع المقدم مع صياغة الفوائد المحتملة على القطاع. صياغة واضحة لخطة تواصل بالجمهور الخارجي أو الدّاخليّ بما في ذلك تقدير لعدد الاشخاص المتوقع الوصول لهم . إمكانيّة تّكرار المشروع.
على الطّلبات أن تشير صراحةً إلى أيّ إفتراضات أو مخاطر رئيسيّة.
نموذج الطّلب
تقدم جميع الطّلبات إلى [email protected] لن يتّم النّظر في الطّلبات التّي ترسل عبر وسائل أخرى. يجب أن لا يتجاوز حجم الطّلبات ال 8 صفحات A4 بخطّ حجم 10، على ان تعالج كل من معايير التّقييم الواردة أعلاه. بالإضافة إلى ذلك، على الطّلبات أن تتضمّن بوضوح إسم مقدّم الطّلب، صفته (صاحب عمل خاص، منظّمة غير حكوميّة، مؤسّسة تجاريّة، إلخ) وعنوانه ومعلومات للإتّصال به. على مقدمي الطلبات الالتزام بالنموذجالمرفق ادناه.
عمليّة الإختيار
سيراجع "إنتاج" الطّلبات بشكل مستمر و مقدّمي الطّلبات مدعوين بالتالي الى تقديم الطّلبات في أيّ وقت من الأوقات. سيتّصل إنتاج بمقدّمي الطّلبات الواعدة فقط. من المتوقع تلقي الاجابة ضمن مهلة أسبوع من تاريخ تقديم الطّلب.
يرسل مقدّمو الطّلبات والراغبين في تقديم الطّلبات الأسئلة والإجابات على الأسئلة كافة خطّيًّا إلى
بعد الحرص على اسيفاء مقدمي الطلبات شروط الأهليّة، سيراجع فريق عمل "إنتاج" الطّلبات لتقييمها. يمكن "لإنتاج" طلب معلومات مرتجعة من خبراء خارجيين وان يوجه أسئلة إضافية. بعد المراجعة سيشارك أصحاب الطّلب المختارون كافّةً في عمليّة تفاوض إلزاميّة. ويشمل ذلك التّحقّق من أن أصحاب الطّلبات مسجّل قانونًا في لبنان، ومراجعة المراجع المحتملة للتّثبت من الخبرة السّابقة/ذات الصّلة.
يحتفظ "إنتاج"، في أيّ مرحلة كانت، بحقّ طلب التوضيح والاستفسار والتدقيق بالطلبات مع أصحاب الطلبات كافّة، أو جزء منهم، أو لا أحد منهم. لا يحتاج أصحاب الطّلبات إلى الإتّصال "بإنتاج"؛ سيقوم "إنتاج" بالاتصال وتحديد مقابلات مع بعض أصحاب الطلبات.
إعتبارات أخرى
تحتفظ ميرسي كور بحقّ تمويل طلب واحد أو الإمتناع عن تمويل إي منها. يسعى "إنتاج" إلى إختيار أنشطة من مجموعة واسعة من المجالات التّقنيّة والإقليميّة على جميع المستويات. لن تموّل ميرسي كور الطّلبات التّي تراها غير قابلة للتّطبيق من دون تمويل خارجيّ مستمرّ. يتوقّع "إنتاج" بتقديم عدة منح لمقدّمي طلبات متعددين.
إذا حدّد إنتاج الفرص لتعزيز طلبٍ ما أو تمويله عن طريق ربطه ببرامج أخرى قائمة لمرسي كور، أو غيرها من المموّلين المحتملين أو الشّركاء الخارجيّين، يمكن لمرسي كور/إنتاج أن تجعل من هذا الطّلب متوفّرًا للنّظر فيه بشكلٍ ملائم.
جدول التّقييم
سيستخدم إنتاج منهجيّة وضع العلامات التّالية لتقييم كلّ طلب:
التّصنيف الوصف ممتاز يتخطّى التّوقعات في كونه شاملًا ، تامًا يتمتّع بميزة استثنائية، مما يدلّ على أنّ المشروع المقترح من المرجّح أن يؤدي إلى أداء فعّال وكفؤ. لا يظهر أي أوجه قصور مهمّة. جيّد جدًّا يظهر كفاءة شاملة، يلبّي متطلبات الحدّ الأدنى كافّة ويتجاوز المتطلّبات في بعض من المناطق لا في جميعها. على الرّغم من بعض نقاط الضّعف التي تمّ تحديدها، يظهر مقدّم الطّلب أنّه يمكنه إكمال الإنجازات كافّة بنجاح في الوقت المناسب بطريقة فعّالة وإقتصاديّة. جيّد يلبّي المتطلّبات. في حين أنّ مقدّم الطلب يظهر قدرة على إتمام العمل في البعض من المناطق، إلّا أنّه يوجد عدد كبير من أوجه القصور. ومع ذلك، فإنّ نقاط الضّعف هذه مجتمعة لا تزال تشكّل خطر أداء قابل للتحكّم به. متوسّط يلبّي الحدّ الأدنى من المتطلّبات الأساسيّة أو يظهر فهمًا محدودًا للمتطلّبات. ومن المرجّح أن يؤدّي تنفيذ المشروع المقترح إلى أداء غير مرضٍ. يحوي على أوجه قصور ونقاط ضعف هامّة قد تؤثّر سلبًا على الأداء. ضعيف أوجه قصور عديدة و/أو أخطاء كبيرة، بما في ذلك الفشل في معالجة العناصر الأساسيّة، فشل في فهم العمل اللازم لأداء المهام المطلوبة، أو الفشل في توفير نهج معقول لتلبية المتطلّبات. غير مستجيب يفشل في الإستجابة لعناصر المعايير كافّةً؛ يفشل في فهم العمل الضّروريّ لأداء المهام المطلوبة؛ يفشل في تلبية متطلّبات استدراج العروض.
