Introduction

With funding from the Government of the United Kingdom, Mercy Corps (MC) is implementing INTAJ in Lebanon to support vulnerable communities in addressing their economic needs. INTAJ intends to improve stability and resiliency in the Beqaa and the North governorates through reduced unemployment, and increased income for individuals and businesses.

INTAJ aims to strengthen the economic condition of vulnerable groups in Lebanon by promoting an enabling business environment for SMEs in remote and underserved areas of the country. Due to the poor operating environment and weak linkages between existing actors, SMEs are facing major constraints to doing business. INTAJ intends to work with business support providers that promote an enabling business environment and offer support and services to SMEs in remote and underserved areas of the country. Organizations with the relevant qualifications are asked to submit concept notes and proposals that address identified constraints to doing business including but not limited to the following areas of intervention:

Improved access to finance Business mentoring, training or consulting Improved access to local and international markets Technological support Improved knowledge management and access to information Other identified constraints to doing business providing sufficient evidence

Mercy Corps is issuing this Call for Applications to receive proposals for funding initiatives that support small and medium enterprises in the North and Bekaa regions. Private sector firms, foundations, NGOs, and others are encouraged to apply. INTAJ will accept applications from June 20th, 2016 until March 31st, 2017.

Additional Call for Applications may be issued by INTAJ for subsequent months or years, contingent on funding. Mercy Corps may choose to fully fund or incrementally fund the selected application(s). The number of awards and amount of available funding is subject to change and Mercy Corps reserves the right to make no awards as a result of this Call for Applications.

Evaluation Criteria

All applicants must be registered with the Ministry of Finance and include their registration number in their application. Any non-governmental organizations must also provide their notification application with the Ministry of Interior. INTAJ will use the following criteria to assess applicants:

Articulation of project activities including all sections of the proposal template. INTAJ anticipates the duration of activities to be funded through January 31st, 2018 Relevant qualifications and expertise of personnel required to implement proposed activities Defined roles and time (percent of full time) required of any personnel involved in the activity Clear articulation of budget presented, determining cost breakdowns and evaluating and consideration of other costs (indirect project activities such as transportation, incidentals, and other incentives) to be included Relevant methodology to implement activity Involvement of other business stakeholders in the activity with articulation of potential benefit to SMEs in the Bekaa or North regions. Clear articulation of a specific plan to support the SME sector in the North and Bekaa regions by improving access to in-demand services. Clear articulation of benefits to the SME sector including but not restricted to; improved competitiveness, access to finance, access to skills and expertise, access to markets, and/or creation of employment opportunities. Clear assessment of the necessity, reasonableness and allocability of items to be budgeted Clear articulation of work plan with a clear breakdown of activities based on proposed project proposal An assessment of the sustainability of the action in the absence of continued external support Consideration of how activities could be timed to align with INTAJ’s expected funding window through January 31st, 2018 Applications should explicitly note any key assumptions and risks Clear articulation of a communications plan for the course for internal and external audiences. Possibility of replication Willingness to support monitoring and evaluation team in terms of providing sufficient data and partake in training sessions if required (such as data collection tools)

Application Format

All applications must be submitted to [email protected] and use the proposal format found on this link. Applications should not exceed 8 A4 pages of size 10 font, but must address each of the evaluation criteria listed above. The application should clearly indicate the applicant’s name, status (private employer, NGO, individual, etc.), and address/contact information. INTAJ will review applications on a rolling basis, so applicants are encouraged to submit applications at any time. Target response time will be one week from the date of submission.

Selection Process

After ensuring that applicants meet the eligibility requirements, a technical review committee will score each proposal per criteria (see evaluation matrix below). Only those proposals that achieve a minimal acceptable (average across all criteria) will be contacted by INTAJ.

INTAJ will review applications on a rolling basis, so applicants are encouraged to submit applications at any time. Only those applications found most promising will be contacted by INTAJ. Target response time will be one week from the date of submission.

After ensuring that applicants meet the eligibility requirements, INTAJ staff will review the applications for merit. INTAJ may solicit feedback from external experts and may follow up with additional questions. After review and following notification of intent to award, all selected applicants will engage in a mandatory negotiation process. This includes verifying that the applicant is legally registered/domiciled in Lebanon, as well as potential reference checks to confirm claims of previous/relevant experience.

At any stage, INTAJ reserves the right to pose clarifying questions and conduct discussions with some, all, or none of the applicants. INTAJ will only meet with those applicants with whom INTAJ requests a meeting. Other applicants do not need to contact INTAJ.

Mercy Corps reserves the right to fund any or none of the applications submitted. Mercy Corps may choose to incrementally fund selected application(s). Mercy Corps will not fund applications which, in its view, will result in duplicative or redundant activities. Mercy Corps anticipates making up to 8 awards to separate applicants, but the number of awards and amount of available funding is subject to change and Mercy Corps reserves the right to make no awards.

Other Considerations

Mercy Corps reserves the right to fund any or none of the applications submitted. INTAJ seeks to select activities across a wide range of technical and regional areas across all levels of intervention. Mercy Corps will not fund applications which, in its view, are not financially-viable without continued external funding. INTAJ anticipates making multiple awards to separate applicants under this Call.

If INTAJ identifies opportunities to strengthen or fund an application by connecting with other existing Mercy Corps programs, or other potential funders or external partners, Mercy Corps/INTAJ may make that application available for appropriate consideration.

Evaluation Matrix

INTAJ will use the following scoring methodology to assess each application:

Rating Score Description Excellent 5 Exceeds expectations in that it is comprehensive, thorough and with exceptional merit, demonstrating that the proposed project will likely result in effective and efficient performance. Exhibits no significant deficiencies. Very Good 4 Demonstrates overall competence, meets all minimum requirements and exceeds requirements in some areas but not all. Despite some identified weaknesses, the applicant demonstrates that it can successfully complete all deliverables in a timely, efficient, and economical manner. Good 3 Meets requirements. While the applicant demonstrates an ability to complete the work in some areas, there are some significant deficiencies. However, these combined weaknesses still represent a manageable performance risk. Fair 2 Minimally meets basic requirements or demonstrates a limited understanding of the requirements. Implementation of the proposed project would likely lead to unsatisfactory performance. Contains deficiencies and significant weaknesses that may negatively affect performance. Poor 1 Many deficiencies and/or gross omissions, including failure to address key elements, failure to understand work necessary to perform the required tasks, or failure to provide a reasonable approach to fulfilling requirements. Nonresponsive 0 Fails to address all elements of the criteria; fails to understand the work necessary to perform the required tasks; fails to meet the requirements of the solicitation.

المقدّمة

بتمويلٍ من الحكومة البريطانيّة، تنفّذ ميرسي كور برنامج "إنتاج" في لبنان لدعم المجتمعات في محافظتي الشّمال والبقاع، من خلال تلبية إحتياجاتها الإقتصاديّة. يهدف "إنتاج" إلى تحسين الإستقرار في لبنان من خلال الحد من البطالة وزيادة دخل الأفراد والمؤسّسات.

يهدف برنامج إنتاج إلى تعزيز الوضع الاقتصاديّ في لبنان من خلال إعداد بيئة عمليّة ماكنة للمؤسّسات صغيرة ومتوسّطة الحجم في شمال لبنان والبقاع. تواجه المؤسّسات صغيرة ومتوسّطة الحجم معوّقات أساسيّة للعمل بسبب ضعف الرّوابط بين الجهات الفاعلة. ينوي "إنتاج" العمل مع اخصائيين ومؤسسات تعزز بيئة عملية فاعلة ومنتجة وتقدم الدّعم والخدمات للمؤسّسات صغيرة ومتوسّطة الحجم في شمال لبنان والبقاع. ندعو المؤسسات التي تتمتّع بالمؤهّلات المناسبة بتقديم مقترحات ومشاريع تعالج العوائق التي تحد من ممارسة أنشطة الأعمال، تشمل ولكن لا تحصر في المجالات التّالية:

تحسين فرص الحصول على الموارد الماليّة

·

توجيه المؤسّسات، تدريبها وتأمين الإستشارات لها

·

تحسين فرص الوصول إلى الأسواق المحليّة والعالميّة

·

الدّعم التّكنولوجي

·

تحسين إدارة المعرفة والوصول إلى المعلومات

·

عوائق أخرى

تصدر ميرسي كور هذه الدّعوة لتقديم الطّلبات من أجل الحصول على المقترحات والمشاريع لتمويل المبادرات التي تدعم المؤسّسات صغيرة ومتوسّطة الحجم في مناطق الشّمال والبقاع. نشجّع شركات القطاع الخاصّ والمؤسّسات، المنظّمات غير الحكوميّة وغيرها على تقديم الطّلبات. يستلم "إنتاج" الطّلبات من 20 حزيران 2016 وحتّى 31 آذار 2017.

يحقّ لميرسي كور أن تختار تمويل الطّلبات المختارة بشكل كليّ أو تدريجيّ. يخضع عدد التّلزيمات وقيمة التّمويل المتوفّر للتّغيير، وتحتفظ ميرسي كور بحقّ عدم القيام بأيّ تلزيم كنتيجة لدعوة تقديم الطّلبات هذه.

معايير التّقييم

يجب أن يكون جميع أصحاب الطلبات مسجلين لدى وزارة المال وأن يوردوا رقم تسجيل الشركة في الطلب. ويجب على جميع المنظمات غير الحكوميّة أن تُقدِّم بلاغ العلم والخبر المصدقة لدى وزارة الداخليّة. يُقيِّم "إنتاج" المشاركين بالاستناد إلى المعايير التالية:

صياغة واضحة لأنشطة المشروع بما في ذلك أقسام نموذج الإقتراح كافّةً. يتوقّع تمويل الأنشطة حتّى 31 كانون الثّاني 2018؛

·

مؤهّلات فريق العمل والخبرات الضروريّة لتنفيذ الأنشطة المقترحة.

·

الأدوار المحدّدة والوقت (النسبة المئوية من مجمل الوقت) المطلوب من أيّ موظّف يشارك في هذا النّشاط.

·

صياغة واضحة للميزانيّة المقدّمة، تحديد تقسيم التّكاليف وتقييم تكاليف أخرى (أنشطة المشروع غير المباشرة مثل النّقل، الطّوارئ وحوافز أخرى).

·

المنهج لتنفيذ النّشاط.

·

إشراك أصحاب مصالح آخرين في النّشاط مع صياغة الفوائد المحتملة العائدة من المشاركة.

·

صياغة واضحة لخطّة محدّدة لدعم قطاع المؤسّسات صغيرة ومتوسّطة الحجم في مناطق الشّمال والبقاع من خلال تحسين الوصول إلى الخدمات المطلوبة.

·

صياغة واضحة للفوائد التي ستعود على قطاع المؤسّسات صغيرة ومتوسّطة الحجم، على سبيل الذكر لا الحصر؛ تحسين القدرة التّنافسيّة، الحصول على الموارد الماليّة، الحصول على المهارات والخبرات، الوصول إلى الأسواق، و/أو خلق فرص للتّوظيف.

·

تقييم واضح للأصناف التي تشملها الميزانيّة ما إذا كانت: ضروريّة، معقولة ومعيّنة.

·

صياغة واضحة لخطّة العمل وتقسيم الأنشطة بشكلٍ واضح.

·

تقييم لإستمراريّة العمل في غياب الدّعم الخارجيّ المستمرّ.

·

دراسة طريقة توقيت الأنشطة لتتناسب مع فترة التّمويل الخاصّة بإنتاج حتّى 31 كانون الثاني 2018.

·

يجب أن تشير الطّلبات بوضوح إلى الإفتراضات والمخاطر الرئيسيّة.

·

صياغة واضحة لخطط التواصل بالجمهور الخارجي أو الدّاخليّ .

·

إمكانيّة تكرار المشروع.

·

الإستعداد للتعاون مع فريق التّقييم في "انتاج" من حيث توفير البيانات الكافية والإشتراك في دورات تدريبيّة إن لزم الأمر (مثل أدوات جمع البيانات).

نموذج الطّلب

تُقدَّم جميع الطلبات على العنوان [email protected] النموذج المقترح الموجود على هذا الرّابط. يجب أن لا يتجاوز حجم الطلبات 8 صفحات من حجم A4 كُتب عليها بخطّ حجم 10 على أن تُعالج كلاً من معايير التقييم الواردة أعلاه. يجب أن يُشير الطلب بوضوح إلى اسم صاحب الطلب وصفته (صاحب عمل في القطاع الخاص، منظمة غير حكوميّة، مؤسّسة تجاريّة، الخ) ناهيك عن العنوان/أرقام الهاتف. سيُراجع إنتاج الطلبات بصورة مستمرّة والمشاركون مدعوون بالتالي إلى تقديم الطلبات في أي وقت. من المتوقع تلقّي الإجابة ضمن مهلة أسبوع من تاريخ تقديم الطلب.

عمليّة الإختيار

بعد الحرص على استيفاء مقدمي الطلبات شروط الأهليّة، ستضع لجنة مراجعة فنيّة العلامات لكلّ طلب بحسب المعايير المُشار إليها في جدول التقييم أدناه. ولن يتصلإنتاج سوى بأصحاب الطلبات الذين يستوفون علامة مقبولة. (المعدّل في المعايير كافّةً)

سيُراجع إنتاج الطلبات بصورة مستمرّة والمشاركون مدعوون بالتالي إلى تقديم الطلبات في أي وقت. من المتوقع تلقّي الإجابة ضمن مهلة أسبوع من تاريخ تقديم الطلب تقريبا.

بعد التّأكّد من أنّ مقدّمي الطّلبات يتمتّعون بمستلزمات الأهليّة، يقوم موظّفو إنتاج بمراجعة الطّلبات لتحديد جدارتها. يمكن لإنتاج أن يطلب آراء خبراء من الخارج والمتابعة بطرح أسئلة إضافيّة. بعد المراجعة وبعد الإشعار بنيّة التّلزيم، يشارك مقدّمو الطّلب المختارون كافّةً في عمليّة تفاوض إلزاميّة. ويشمل ذلك التّحقّق من أن مقدّم الطّلب مسجّل/مقيم قانونًا في لبنان، ومراجعة المراجع المحتملة للتّثبت من الخبرة السّابقة/ذات الصّلة.

يحتفظ "إنتاج"، في أيّ مرحلة كانت، بحقّ طرح أسئلة توضيحيّة وإجراء المحادثات مع مقدّمي الطّلبات كافّة، أو جزء منهم، أو لا أحد منهم. يجتمع "إنتاج" فقط بمقدّمي الطّلبات الذّين يطلب "إنتاج" مقابلتهم. لا يحتاج مقدّمو الطّلبات الأخرى إلى الإتّصال "بإنتاج".

تحتفظ ميرسي كور بحقّ تمويل أيّ من الطّلبات المقدّمة أو رفض تمويل أيّ طلب منها. كما يحقّ لميرسي كور أن تختار تمويل الطّلب(ات) المختار(ة) بشكلٍ تدريجيّ. لن تموّل ميرسي كور الطّلبات التي ستؤدّي برأيها إلى إزدواجيّة الأنشطة أو زيادتها عن الحاجة. يتوقّع "إنتاج" القيام ب-8 تلزيمات لمقدّمي طلبات منفصلين، إلّا أنّ عدد التلزيمات ومبالغ التّمويل المتوفّرة عرضة للتّغيير وتحتفظ ميرسي كور بحقّ عدم القيام بأيّ تلزيم.

إعتبارات أخرى

تحتفظ ميرسي كور بحقّ تمويل أيّ من الطّلبات المقدّمة أو لا طلب منها. يسعى "إنتاج" إلى إختيار أنشطة من مجموعة واسعة من المجالات التّقنيّة والإقليميّة على مستويات التدخّل كافة. لن تموّل ميرسي كور الطّلبات التّي تراها غير قابلة للتّطبيق ماليًّا من دون تمويل خارجيّ مستمرّ. يتوقّع "إنتاج" القيام بتلزيمات عديدة لمقدّمي طلبات منفصلين بموجب هذه الدّعوة.

إذا وجد "إنتاج" الفرص لتعزيز طلبٍ ما أو تمويله عن طريق ربطه ببرامج أخرى قائمة لميرسي كور، أو غيرها من المموّلين المحتملين أو الشّركاء الخارجيّين، يمكن لميرسي كور/"إنتاج" أن تجعل من هذا الطّلب متوفّرًا للنّظر فيه بشكلٍ ملائم.

جدول التّقييم

سيستخدم إنتاج منهجيّة وضع العلامات التّالية لتقييم كلّ طلب:

التّصنيف العلامة الوصف ممتاز 5 يتخطّى التّوقعات في كونه شاملًا ، تامًا يتمتّع بميزة استثنائية، مما يدلّ على أنّ المشروع المقترح من المرجّح أن يؤدي إلى أداء فعّال وكفؤ. لا يظهر أي أوجه قصور مهمّة. جيّد جدًّا 4 يظهر كفاءة شاملة، يلبّي متطلبات الحدّ الأدنى كافّة ويتجاوز المتطلّبات في بعض من المناطق لا في جميعها. على الرّغم من بعض نقاط الضّعف التي تمّ تحديدها، يظهر مقدّم الطّلب أنّه يمكنه إكمال الإنجازات كافّة بنجاح في الوقت المناسب بطريقة فعّالة وإقتصاديّة. جيّد 3 يلبّي المتطلّبات. في حين أنّ مقدّم الطلب يظهر قدرة على إتمام العمل في البعض من المناطق، إلّا أنّه يوجد عدد كبير من أوجه القصور. ومع ذلك، فإنّ نقاط الضّعف هذه مجتمعة لا تزال تشكّل خطر أداء قابل للتحكّم به. متوسّط 2 يلبّي الحدّ الأدنى من المتطلّبات الأساسيّة أو يظهر فهمًا محدودًا للمتطلّبات. ومن المرجّح أن يؤدّي تنفيذ المشروع المقترح إلى أداء غير مرضٍ. يحوي على أوجه قصور ونقاط ضعف هامّة قد تؤثّر سلبًا على الأداء. ضعيف 1 أوجه قصور عديدة و/أو أخطاء كبيرة، بما في ذلك الفشل في معالجة العناصر الأساسيّة، فشل في فهم العمل اللازم لأداء المهام المطلوبة، أو الفشل في توفير نهج معقول لتلبية المتطلّبات. غير مستجيب 0 يفشل في الإستجابة لعناصر المعايير كافّةً؛ يفشل في فهم العمل الضّروريّ لأداء المهام المطلوبة؛ يفشل في تلبية متطلّبات استدراج العروض.
