Scope of work:
The OM MENA will provide all around operational support to the MENA region and portfolio of projects. Responsibilities will include security, risk management, logistics and administrative and financial support, and he/ she will work closely with the regional Project Officer based in London.
The position will be hierarchically managed by the Regional Portfolio Manager MENA in Beirut and functionally managed by the Deputy Director of Operations in London. The Director of Operations oversees all operational activity with particular focus on strategic planning and as such, regular ops meetings will be required.
 
Terms of reference:
 Regional office & personnel management (60% LoE)
A. Security

Manage all Regional Office security (building, IT, documents, equipment, communications)

B. Logistics and equipment

Manage the Regional Asset Register of all equipment, including loaning items to staff and consultants
Ensure quarterly audit takes place

C. Administration and finance

Manage Regional Office official documentation
Manage all Regional Office Health & Safety requirements
Pay and account for all administrative and logistics support bills
Coordinate all in-country compliance (tax, permits, registration, visas)
Provide Business Development Support

D. Personnel

Identify and manage regional consultants and experts in support of Service Line requirements
Liaise with Project Officers to manage visiting staff and consultants (incl. supporting accommodation, travel logistics, etc.)
Responsible for in-country inductions / briefings of new staff and consultants
Manage all Regional Office Health & Safety requirements
Line Manager for support staff in Regional Office (incl. Personal Development, ToR, annual objectives and appraisals)
Coordinate the delivery of all safety training needs for regional personnel

Regional operations management (40% LoE)
E. Security and ops

Monitor and assess local and regional security situation
Coordinate and manage all in-country security requirements
Coordinate and manage a country and regional risk matrix
Responsible for the safety and communication with in-country personnel
Responsible for all Country SOPs and their application
Responsible for all Country Visitor Guides and their application
Ensure up-to-date extraction/ hibernation plans are in place for all offices and staff
Liaise with embassy, partner and client security and operations staff

F. Budgeting and reporting

Manage and forecast Regional Office annual budget by quarter for all regional non-billable activity
Produce monthly Regional Operations Report to Deputy Director of Operations

G. Admin and finance

Coordinate Regional Office and project cash requirements

 
Experience:

Minimum 2 years’ experience working in international environment, ideally in MENA region
Strong security management background
Strong experience in training and capacity building (particularly security related)

 
Competencies:

Strong team player with confidence, humour and patience (essential)
Demonstrable technical skills in risk management, logistics, IT, finance and admin
Motivated, self-starter able to take initiative
Excellent communication skills
Proven writing aptitude
Degree level education

 
Languages:

Written and oral fluency in English
Competency in Arabic (highly sought), French desirable
