HAI envisions a world in which those whose rights have been violated are safe and empowered to actively engage in their communities and be at the forefront of social change.  In Lebanon, HAI provides holistic services focusing on psychosocial support, violence prevention, livelihoods strengthening, and social cohesion to diverse vulnerable populations affected by the Syrian refugee crisis, including women and girls, Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) individuals, and survivors of Sexual and Gender Based Violence (SGBV), torture, and trauma.
Summary: The  Program Officer will support the effective implementation of Heartland Alliance International’s (HAI) programs in Lebanon, by coordinating and supporting aspects of the program implementation liaising and working closely with the SGBV program manager.
 
Essential Duties and Responsibilities:
This is not an exhaustive list of duties. The need for flexibility is required as staff are expected to carry out any other related duties that are within their skills and capabilities whenever reasonably instructed.
 
Coordination and Administration:

Provide support and coordination in the implementation of all aspects of the program and ensure attainment of key objectives of the projects, as outlined in the project documents.
Ensure that Program Manager is regularly updated on the progress of the projects and any issues that might impede the successful implementation of the projects. 
 Prepare regular management and operational reports covering the achievement of key milestones agreed in plans.
Support in projects’ start up in terms of recruitment, partner selection, development of subawards and contracts
Regular monitoring of the project implementation through monitoring field visits.
Support monitoring and evaluation efforts to document projects’ outputs, outcomes, and impact to inform donor and other internal reporting.
Assist and monitor the implementation of activities.
 Assist in filing and record keeping of project activities. 
Assist in analysis of data collected to facilitate assessment results and lessons learnt.
Support in monitoring and reviewing operational budgets covering all aspects of the projects on a monthly basis, explaining any over or under-expenditures.
Represents HAI at selected National/Field level Working Groups and Task Force Meetings
In coordination with the  Program Manager, assume a supportive role in drafting and/or reviewing monthly, quarterly, and annual reports to ensure compliance with all relevant standards and associated reporting across all projects; this includes ensuring conformity with relevant donor requirements, HAI internal regulations, and development of best practice standards, including grant and sub-grant reporting

Education and/or Experience: A Bachelor’s degree or higher in a Social Science field or any other related field. 2-3 years of coordination experience in the relative field preferably with local and international NGOs and project management.  

Experience implementing international human rights programming;
Experience working with and developing the capacity of local CBOs/NGOs; and
Knowledge and understanding of basic M&E concepts.
Analytical Skills:

Ability to define problems, collect data, establish facts, and draw valid conclusions;
Ability to synthesize complex or diverse information, collect and research data, use intuition and experience to complement data and design work flows and procedures;
Understands organizational and strategic implications of decisions;
Ability to develop and implement cost saving measures;
Ability to responsibly manage organizational resources; and
Ability to align daily work with strategic goal
Ability to delegate tasks to staff with diligent follow-up and action points.
Language Skills:  Must have written and spoken fluency in English, Arabic and French are a plus

Communication and Leadership Skills:

Effectively communicates and manages electronic communication such as email, Blackberry (or other PDA);
Ability to remain composed and professional in difficult circumstances; and
Policy, advocacy and community organizing experience a plus. 

Computer Skills:  Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
