Job Classification: Monitoring and Evaluation Officer
Reports To:                           SGBV Project Manager
Location:                               Lebanon

In Lebanon, HA provides holistic services focusing on psychosocial support, violence prevention, livelihoods strengthening and social cohesion to diverse vulnerable populations affected by the Syrian refugee crisis, including women and girls, Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) individuals, and survivors of Sexual and Gender Based Violence (SGBV), torture and trauma.
 
Summary: The M&E Officer will contribute to the monitoring and evaluation functions related to tracking program progress and quality, collecting useful, timely and actionable information and contribute to the regular monitoring/field visit schedule, evaluation activities, quantitative/qualitative data collection and analysis methodologies to improve performance.  S/he will work closely with Program Manager, Project Officer, Head of programs and partners involved in programs implementation.
 
Essential Duties and Responsibilities:
 
•      Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance  monitoring of project outputs and quality, generate quality evidence on project impact and promote and ensure use of data for decision-making processes;
•      Develop and manage project database to facilitate timely information updates, data quality assurance, sharing of information;
•      Produce analytical summaries: graphs, charts, tables, narratives and appealing visuals, to fulfill internal and external reporting requirements;
•      Ensure M&E activities are completed according to HA standards and schedules, including timely reporting;
•      Track and compile progress reports on M&E activities and findings;
•      Assist in conducting assessments and evaluations;
•      Develop a monitoring plan for project and conduct regular monitoring visits to the different project locations;
•      Coordinate with program teams to review indicator updates on a monthly basis. 
•      Facilitate data analysis with project implementation team as requested;
•      Update the projects reporting schedule and share among programs team;
•      Build the capacity of all relevant team members to develop and maintain a robust M&E system;
•      Build the capacity of local partners in the area of M&E and reporting;
•      Other tasks as required.
 
 
Qualifications: 
•      Advanced computer skill, particularly with Microsoft Office suite (strong Excel skills essential) and experience developing data management systems;
•      Training skills and experience building staff capacity;
•      Experience with qualitative and quantitative data collection and analysis methodologies required;
•      Good contextual knowledge of community priorities, social and cultural realities and constraints, and organizational relationships;
•      Team player who takes initiative, able to multi-task;
•      Excellent analytical and problem-solving skills;
•      Able to work remotely with a geographically dispersed team;
 
 
 
 
 
Education: Bachelor's degree in Statistics, Economics, Advanced computer skills and experience in working in development, communities and social field is a must.
Experience required: 3 to 4 years
Language Skills:  Must have written and spoken fluency in English and Arabic or French.
Communication Skills: Strong coaching and training skills; ability to create and sustain a positive team dynamic. Listens and gets clarification, responds well to questions and feedback, participates in meetings, effectively communicate utilizing a variety of technologies such as phone or video phone (i.e. Skype), writes clearly and informatively, and edits work for spelling and grammar.
