Heartland Alliance International (HAI) advances the human rights and responds to the human needs of endangered populations—particularly the poor, the isolated, and the displaced—through the provision of comprehensive and respectful services and the promotion of permanent solutions leading to a more just global society. In Lebanon, HAI provides holistic services focusing on psychosocial support, violence prevention, livelihoods strengthening and social cohesion to diverse vulnerable populations affected by the Syrian refugee crisis, including women and girls, and survivors of Sexual and Gender Based Violence (SGBV) including LGBTQ individuals, torture and trauma.

Summary: The Finance Officer is responsible for performing accounting systems and procedures such as cash management, keeping financial records of project-related expenses, making payments on time and ensuring the best use of available project funds. S/he will work on identifying, recording, classifying, reporting, explaining, interpreting and verifying financial paperwork. The Finance Officer will report directly to Acting Country Director and/or Regional Director.
Essential Duties and Responsibilities:
- Experienced QuickBooks system user (Required)

- Prepare and follow up with budgets and burn rates
- Organize all hard copy payment vouchers, petty cash vouchers and receipts from partners as well as Heartland Alliance International receipts;
- To record all expenses on Quickbooks on a daily basis
- To do and follow up the pay-outs and advances
- Monitor payments due dates
- To manage the safe and the petty cash, and report any discrepancies to superior
- To prepare the calculation and payment of NSSF (social security) and income taxes via Ministry of Finance (monthly and yearly) as well as all other annual declarations to Ministry of Finance and Ministry of Interior 
- To prepare the pay roll at the end of each month
- Ensuring efficient maintenance of financial and HR records
- Preparing financial reports within required deadlines and by budget lines
- Resolving any accounting irregularities with the support of the HQ Finance team
- Managing and supporting of the budget of the project
- Visit partner sites to verify financial reports, collect original receipts, cross check accurateness and fix any errors;
- Support and train partner staff as needed on appropriate financial procedures per award agreement requirements;
- Liaise with the Acting Country Director and Accounting HQ team on financial reporting issues with the Subrecipient in order to support them;
- Record/Scan receipts and support data entry of expenditures as needed;
- Keep updated records of administrative activities and institutional documents
- Conduct inventory checks on supplies purchased on the award as requested;
- Identify and implement new systems to improve Subrecipient reporting processes as needed;
- Report immediately any litigious / suspicious voucher / receipt / document to the HQ
- Preparing and coordinating the auditing process
- To help preparing local staff contracts (new recruitments, contract extensions or renewals) as per HAI policies and procedures
- To keep track of the days off for the national staff and to make sure the process is respected
- Assist in procurement efforts for the office.
- Assist all other program departments in monitoring and reviewing their activities.
- Report to the HQ Finance/Accounting team and support other tasks, as required.

- Education and/or Experience: A bachelor’s degree in finance or accounting is required. Experience working with international donors strongly preferred. Ability to work collaboratively within a team and meet tight deadlines in a fast-paced environment.
- Language Skills: Must have written and spoken fluency in English and Arabic.
- Communication Skills: Listens and gets clarification, responds well to questions and feedback, participates in meetings, effectively communicate utilizing a variety of technologies such as phone or video phone (i.e. Skype), writes clearly and informatively, and edits work for spelling and grammar. A lot of patience is required to listen to various confessions.
- Computer Skills: Proficiency in Quickbooks, Microsoft Excel, Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance International.
- Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
