HAI envisions a world in which those whose rights have been violated are safe and empowered to actively engage in their communities and be at the forefront of social change.  In Lebanon, HAI provides holistic services focusing on psychosocial support, violence prevention, livelihoods strengthening, and social cohesion to diverse vulnerable populations affected by the Syrian refugee crisis, including women and girls, Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) individuals, and survivors of Sexual and Gender Based Violence (SGBV), torture, and trauma.
 
Summary: The Deputy Country Director will ensure the effective implementation of Heartland Alliance International’s (HAI) programs in Lebanon, by overseeing aspects of program implementation with project staff; liaising and working closely with the Director of Finance and Administration (DFA); program development and donor relations; and working with Country Director to ensure sustainability of programs in country; as well as assuming a Deputy Role in the absence of the Country Director.  
Essential Duties and Responsibilities:
 
This is not an exhaustive list of duties. The need for flexibility is required as staff are expected to carry out any other related duties that are within their skills and capabilities whenever reasonably instructed.
 
General Management, Financial Management, and Administration:
 

Works with the Country Director and Director of Finance and Administration (DFA) to develop spending plans for each program and help ensure program compliance with all federal contracting regulations, as well as generally accepted accounting principle;
Supervises programs department, oversees personnel management, and directs the production of timely and accurate reports;
Serves as Acting Country Director whenever the Country Director is out of the country, including communication and coordination with Heartland Alliance International (HAI) HQ in Chicago;
In coordination with the Country Director, provides supervision and technical assistance to program and administration staff;
Liaises closely with Director of Finance and Administration (DFA) on budget spend-downs, and with Program Staff on proper and timely liquidation of grants;
Assists in recruitment, onboarding, and assessment of staff;
Other duties as assigned by the Country Director.

 
Program Management, Development, and Monitoring and Evaluation:
 

In coordination with Country Director, interacts with project managers and staff to ensure effective program implementation, accurate data collection for reporting, quality program implementation;
In coordination with Country Director, provides supervision to existing programs, assuring compliance with grant and contract requirements, and that deliverables are being met;
Ensures Program Managers are effectively and accurately conducting monitoring and evaluation of all Lebanon programs;
In coordination with Country Director and DFA, and program staff, takes a lead role in program development efforts, including:

Project design
Drafting proposals, particularly in the areas of access to justice, and  mental health services for survivors of torture and other forms of abuse Preparing budgets for proposals and other documentation as needed;
Maintaining up to date donor mapping for funding opportunities and, together with the Country Director, meeting with existing and potential donors; Meeting with LNGO and government partners to identify opportunities for collaboration
Conducting needs assessments and analyzing emerging human rights trends
Collaborating with Country Director and HQ senior management to develop a medium-term regional strategy to guide and inform future program development initiatives

 

In coordination with the Program Managers and Country Director, assumes a leadership role in drafting and/or reviewing monthly, quarterly, and annual reports to ensure compliance with all relevant standards and associated reporting across all projects; this includes ensuring conformity with relevant donor requirements, HAI internal regulations, and development of best practice standards, including grant and sub-grant reporting;
Participates in annual planning of strategic goals;
In coordination with Country Director, maintains appropriate relationships with government entities, non-governmental organizations, and civic associations; and
Represents HAI at National/Field level Working Groups and Task Force Meetings;
Ensures compliance with the personnel recruitment policy; monitor staff attendance, personnel files, leave records, and staff timesheets; and
Conducts regular field-visits to HAI implementing programs. 

 
Supervisory Responsibilities: The Deputy Country Director will be responsible for supervising program staff and their implementation of project activities in a timely and effective manner.  In addition, the Deputy Country Director will build staffs’ capacity on technical skills as needed.

Education and/or Experience: A Bachelor’s degree or higher in a Social Science field or any other related field. 4-6 years of managerial experience in the relative field preferably with local and international NGOs and project management. Background in either access to justice, mental health, and/or GBV programming a must.

Project management and project design experience, including financial and personnel management;
Experience working with NGOs, the UN, USAID or other U.S.-government agencies;
Experience implementing international human rights programming;
Experience working with and developing the capacity of local CBOs/NGOs; and
Knowledge and understanding of basic M&E concepts.
Analytical Skills:

Ability to define problems, collect data, establish facts, and draw valid conclusions;
Ability to synthesize complex or diverse information, collect and research data, use intuition and experience to complement data and design work flows and procedures;
Understands organizational and strategic implications of decisions;
Ability to develop and implement cost saving measures;
Ability to responsibly manage organizational resources; and
Ability to align daily work with strategic goal
Ability to delegate tasks to staff with diligent follow-up and action points.
Language Skills:  Must have written and spoken fluency in English and Arabic, French is a plus
Communication and Leadership Skills:

Effectively communicates and manages electronic communication such as email, Blackberry (or other PDA);
Ability to remain composed and professional in difficult circumstances; and
Policy, advocacy and community organizing experience a plus.
Computer Skills:  Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
