About Health Care Society: Health Care Society (HCS) is a Lebanese non-governmental association established in 1997 under Registration Number AD/156.  Its mission is to contribute to ensuring health security for Palestinian refugees in Lebanon through contributions towards the costs of secondary and tertiary medical care while assuring quality care, the provision of comprehensive support for Palestinian refugees with kidney-related diseases and the promotion of select community-based health initiatives.  In addition, Health Care Society aims to provide a platform for coordination between stakeholders on health issues, engage in advocacy for high quality and dignified health care for Palestinian refugees as well as to contribute towards institution building for Palestinian health care organizations. 
HCS operates in coordination with other stakeholders to achieve its objectives, ensure maximum effectiveness and reduce duplication in health assistance and service provision.  It offers three main health programs: 1) Financial support to Surgery and Hospitalization ; 2) Kidney Dialysis Treatment in the South of Lebanon and 3) Medical In-kind assistance (consisting in the provision and distribution of medications  and equipment)
Overall Purpose of the Assessment
The purpose of this assessment is to guide Health Care Society in making strategic decisions in relation to the future of its medication in-kind assistance project taking into account available resources and capacities. This will need to be carried out within a framework which takes into account assessing the extent to which the program contributes to the consolidation of the mission, objectives, and capabilities of Health Care Society. 
Project Background
The Medical In-Kind Program began in 2003 in partnership with American Near East Refugee Aid (ANERA) with the mission of providing “pharmaceuticals and medical supplies to local recipient institutions in order to help them maintain the quality of health services they provide, while relieving them of some of the costs to deliver these services. In doing so the program also works to lower the cost of health care for needy beneficiaries”.  Health Care Society facilitates the selection and distribution of medical in-kind donations through seven NGO health providers working in the Palestinian community. Currently HCS receives 7-8 shipments annually from ANERA consisting of a broad range of medications including hypertension, cholesterol and mental illness. The monetary value of these donations are in the range of $ USD 6-7 million every year.
Assessment Specific Objectives:”.
Objective 1:  Determine to what extent the objectives of the medication in-kind assistance project are consistent with and relevant to the health needs of the Palestinian community in Lebanon.
Objective 2: Determine the extent of responsiveness and effectiveness of the medication assistance project in addressing the priority health needs of beneficiaries. 
Objective 3: Assess the efficiency of the program in terms of the roles and institutional capacity of all involved actors, including HCS, by taking a critical look at standards of best practice and cost-effectiveness. 
Objective 4: Determine the long-term impact of the program on the seven involved health providers specifically on the quality of health service delivery they offer.
The Consultant is expected to work closely with the HCS executive team and involved Board Members. S/he is expected to play the role of a facilitator who is able to help stakeholders take a step back in order to examine the program in its entirety and discuss options and potential for improvements.

Its mission is to contribute to ensuring health security for Palestinian refugees in Lebanon through contributions towards the costs of secondary and tertiary medical care while assuring quality care, the provision of comprehensive support for Palestinian refugees with kidney-related diseases and the promotion of select community-based health initiatives. In addition, Health Care Society aims to provide a platform for coordination between stakeholders on health issues, engage in advocacy for high quality and dignified health care for Palestinian refugees as well as to contribute towards institution building for Palestinian health care organizations. HCS operates in coordination with other stakeholders to achieve its objectives, ensure maximum effectiveness and reduce duplication in health assistance and service provision.
