Funded by l’Agence Française de Développement (AFD) and Denmark’s development cooperation (Danida), the Shabake Project was designed within the framework of the localization of aid agenda and the need to strengthen Lebanese NGO capacities so that local recipients can take the lead in responding to crises generally and to the Syrian-refugee crisis in Lebanon specifically.

Expertise France Qudra 2 project is seeking the service of qualified providers to supply and install power saving LED lights to the ministry of social affairs building located in Beirut, Badaro.

It aims at contributing to sustainable development based on solidarity and inclusiveness, mainly through enhancing the quality of public policies within the partner countries. Expertise France designs and implements cooperation projects addressing skills transfers between professionals. The agency also develops integrated offers, assembling public and private expertise in order to respond to the partner countries' needs.

The objective of this Terms of Reference is providing a set of digital transformation tools for at a Lebanese administration aiming to reach better performance.
The project constitutes of 5 pillars:
1. Business processes workflow automation.
2. E-Platform for sending and receiving information with other public entities.
3. Digitalization of the administration's paper archive.
4. Upgrade website.
5. Capacity building for selected employees regarding computer operations (MS Office, internet browsing, email, etc.)
