Contract Length: 3 months (preparation time, field work, data analysis and reporting), including at least two 2 month in Syria. Location: Damascus, Syria
BRC is looking to recruit a Cash-Based Programming (CBP) consultant to assess the Syrian Arab Red Crescent’s (SARC) capacity in cash based programming and determine potential cash-based interventions as part of their on going programme in support of the most vulnerable people affected by the conflict in Syria (including a possible pilot project that can be implemented following the study). The specific objectives of this deployment are as follows:

Conduct a household economic security and/or similar assessment/s (e.g. livelihoods) in collaboration with the Movement livelihoods steering committee to identify target livelihood groups; analyse the impact of the crisis on the most affected groups and their needs, with a particular focus on household economy;
Conduct a feasibility assessment of cash based interventions in Syria;
Support the elaboration of a pilot project using cash-based transfers. The consultant will be the senior delegate in a team of two, with responsibility for:
leading, coordinating and managing the feasibility study
line management over the junior delegate
stakeholder management, consultation, coordination and joint decision-making with SARC as the lead agency in Syria, and coordination with other organisations as required. Two people will be deployed (one of them will be a team leader).

The work of the CPB consultant and the junior delegate post holders will be overseen and supported by the BRC Syria Crisis Programme Manager and will be seconded to IFRC Syria team and the team leader will report –in country –to the IFRC Livelihoods movement delegate.
The team (via the CBP consultant) will have a dotted technical line report into the BRC MENA Regional Livelihoods and Cash Delegate, who will provide the required technical support and steering.
Working for the Red Cross Red Crescent Movement in Syria the team is also subordinated to the overall authority of SARC, who is the lead agency for the Movement operation in the country. The CBP consultant will maintain close contact, consultation and joint decision making with SARC identified focal points for this study.
We’re looking for someone with…

Considerable experience in implementing primarily cash based programming and/or supporting food/economic security in emergency and protracted contexts, preferably in the Middle East region
Strong analytical and Decision-making skills, including experience of leading participatory assessments and analysis in an emergency/protracted context that use a household economic security approach
Proven practical experience of designing cash based programming in a protracted or conflict context
Good leadership skills to establish and ensure effective working relationships with the other team members
Proven coordination capacity to ensure effective working relationships with Host National Society counterparts and leadership and other partners.
Strong capacity building and partnership development experience within the Red Cross Red Crescent movement.
Proven work experience as a team leader
Good oral and report writing skills
Field-based national partner training, capacity-building and counterpart development skills
Good understanding of relief, development, and resilience issues, also under active conflict conditions and good practice in complex food security and protection crisis.
Capable to work under stress and non-optimal working conditions, including ad-hoc security impositions, constraints on infrastructure, limited space, etc.
Prepared for working under active conflict conditions;
Previous experience with the Movement
Fluency in Arabic is highly appreciated
The ability to travel and operate in Syria.
