Terms of Reference

Title : Research Officer at the Arab NGO Network for Development (ANND)
 

Duration: 1st of August 2015 till 31 December 2015 (renewable).
 

Position Reports to: Executive Director
 

Job Purpose Summary: The Research Officer has a role in ensuring that ANND research agenda is being implemented as planned.
 

About the Employer: The Arab NGO Network for Development (ANND) is a regional network, working in 12 Arab countries with nine national networks (with an extended membership of 250 CSOs from different backgrounds) and 23 NGO members. ANND aims at strengthening the role of civil society, enhancing the values of democracy, respect of human rights and sustainable development in the region. ANND advocates for more sound and effective socio-economic reforms in the region, which integrate the concepts of sustainable development, gender justice, and the rights-based approach.
The network programs cover three main areas:
1-      Development Policies in the region
2-      Social and economic reform agendas and the role of international and regional organizations.
3-      Economic and trade liberalization policies and its social and economic implications
On a horizontal level, ANND addresses issues of peace and security in the region.
ANND’s program tools and strategies include: networking, capacity building and information and experience sharing, provision of resources including research and information materials, advocacy strengthening, coalition building, monitoring, evaluation, and engagement with policy-making processes and related institutions among civil society groups.
 

Thematic areas: ANND research focus on analyzing economic and social policies including trade and investment policies, social protection, tax policies, informal economy as well as the role of global partners and international financial institutions with a focus on their implications  on economic and social rights.
 

Key Responsibilities and tasks:
At the Research level:
Close coordination with ANND researchers

Ensure a close coordination with the researchers working with ANND on a full time or on a consultancy basis.
Undertake the assigned research work.
Design and implementing research methodologies and Data collection tools.
Ensure the quality control of ANND publications.

At the Programmatic Level:
Close coordination with program unit

Contribute to the setting of the research agenda of ANND programs in close cooperation with the Lead Research Coordinator, the Executive Director and the Program Manager.
Ensure that ANND research agenda is being implemented as planned (respecting timeline and policy directions).
Ensure proper interface between ANND research work and advocacy and capacity building efforts.
Assist in establishing new partnerships and cooperation with research centers, think tanks, and universities across the Arab region and globally.
Assist in enhancing and promoting the research capacities among ANND members.
Coordinate with Global and Regional Networks interested in the Area of trade, development and International Financial Insitutions.

At the Communication Level:
Close coordination with the media and communication unit

Update the communication officer about ANND research work.

Update ANND members and board of various developments and political dynamics related to international and regional research in the areas of interest to ANND.
 

Work Experience Requirements:

Three years of experience in research in areas of social and economic development or related area.
Knowledge on social and economic rights and instruments.
Previous experience in the region is desirable.

Knowledge about macro-economic policies and of international financial institutions policies and their impact on social and economic rights.
 

Educational Requirements: Master’s degree in social or political sciences preferably economics, political economy or development field.
 

Languages: For the post advertised, fluency in oral and written English and Arabic is required. Knowledge of French is of added value.
