External Evaluator- Enhancing Status And Working Conditions Of Female Health Workers In Lebanon

CALL FOR APPLICATION

The Center of Health Education and Appropriate Health Technologies (CESTAS)and AMEL Association are looking for a Consultant to conduct an external evaluation of the project “Enhancing Status and Working Conditions of Female Health Staff in Lebanon” co-financed by the European Union. The project is initially of 36 months and was extended for an additional 6 months ending in August 2012. The evaluator should start his/ her mission by the end of the project but it is highly recommended that the evaluator joins the project team in some activities, starting from June 2012, in order to have a hands-on view of the project as well.

PROFILE OF THE EVALUATOR

• Demonstrated experience in conducting evaluations of projects of similar nature.

• Profound knowledge and understanding of the concepts and notions of gender equality. A background of public health issues is considered an asset.

• Sufficient knowledge of Labor laws and work environment in Lebanon.

• Significant field experience in the evaluation of humanitarian/development projects,

• Higher University degree in a field related to the evaluation to be undertaken,

• Significant experience in design, implementation, monitoring and evaluation of programs,

• Good communications skills and experience of workshop facilitation,

• Ability to write clear and useful reports (may be required to produce examples of previous work),

• Fluent in English. Arabic must be the candidate’s mother tongue,

• Solid understanding of E.U rules, regulations and requirements for different development instruments.

• Ability to manage the available time and resources and to work to tight deadlines,

• Independence from the parties involved,

• Ability and flexibility to travel within Lebanon.
