Job Purpose:

 

To help ensure security arrangements are in place to protect and maintain IR resources. Security Officer must have specific responsibility for the day-to-day security and safety management of IR Personnel, and their eligible dependents, and official authorized visitors to the Field Office.

 

Scope of the Role:

 

Reporting to the IR Country Director, the Security Officer is required to plan and prioritise work load on a daily basis ensuring the safety and security and of Islamic Relief’s staff and buildings by performing security inspections on a daily basis and ensuring all relevant documentation is completed.

 

Responsibilities:

 

  • Ensure the security and safety of IR personnel in the country of operation; in particular by means of developing a security plan containing both an assessment of vulnerability and threats and an active plan to minimise those risks;
  • The Security Officer will be responsible for security management as an advisor to the IRL management and will respond to emergency and crises situations where and when needed.
  • Co-ordinate and provide training to field staff (Expatriates & Nationals).
  • Act as a liaison with local and regional officials, UN, NGO and other agencies regarding security issues in the planning, co-ordination, promotion of, and support for existing and future IRL projects.
  • Collect, author, compile and analyse security related reports, SOP’s and humanitarian related security information from multiple sources ensuring that the security posture is current and relevant to the situation on the ground.
  • Work closely with relevant government units to obtain necessary permissions for the staff movement and commodities movement
  • Conduct field visits as instructed by the IR Lebanon management to ensure coordination is maintained and operations are smooth
  • Track and report on relevant incidences, near misses, and the geopolitical situation in Lebanon.
  • Support and build the capacity of focal security staff.
  • Work with HQ security to insure the proper implementation of security policies and procedures.
  • Report all significant security matters to CD and advise according to the security situations.
  • Grant security clearance for IR staff and their dependants, if applicable, to enter the country whether on mission or on assignment, provided there is a security phase in effect.
  • Ensure that all staff members and their dependants, including visitors, are briefed on existing security measures at the Field Office;
  • Work with IRL departments and ISD (International Security Department) at HQ to ensure security framework and policies are in place.
  • Ensure that appropriate arrangements are in place for safeguarding the security of locally recruited staff members;
  • Give appropriate security directives to staff members in the expectation that they will be adhered to.
  • Ensure a log of Incidents and near misses is maintained
  • Ensure IR office are opened and secured on a daily basis for the operations in accordance to procedures.
  • Ensure all visitors, staff and contractors are wearing security passes on site.
  • Pursue any legal requirement with Government Relevant department.
  • Perform other related duties as assigned by line Manager.

 

 

REQUIRED SKILLS AND EXPERIENCE

  • Minimum of 3 years of experience working for an I/NGO is a must
  • University degree is a must OR Relevant Working Experience.
  • Proven track record of working in a similar capacity with the nation and/or international NGOs in the region;
  • Knowledge of gender and gender equality;
  • Exceptional writing skills in both Arabic and English languages (French is a plus);
  • Knowledge and skills in computer usage including word, excel, power point, and social media;
