Labor Monitoring Officers LMOs 6 months
The main objective of the assignment is to facilitate, support, coordinate and monitor Social Safeguard Measures and community engagement activities of multiple labor-Intensive Infrastructure projects. The LMO will be present on the assigned project site(s) on a daily basis. The LMO will undertake the assignment in close collaboration with UNICEF field offices, Municipalities, Contractors, consultants and UNICEF’s Technical Supervision team. The LMO will report daily to the designated Project Team Leader and to the Project Human Resource officer (through WhatsApp group established for this purpose). Key outputs include weekly labour inspection reports that must be submitted to Project Human Resource officer at the end of each week and monthly updates on implementation of the International Labor Organisation (ILO) Social Safeguards Framework to be submitted at the beginning of each month. Key activities can be detailed as follows: - Recruitment and Outreach o Conduct outreach in local communities to recruit unskilled workers for construction projects. o Receive, verify, clear, and finalize the lists of potential workers referred by Youth NGO partners. o Contact the shortlisted workers to obtain feedback and finalize recruitment. o Assign reference numbers to approved workers and finalize recruitment lists on site. - On-Site Supervision and Safety o Provide on-site supervision to ensure compliance with safety, health, and environmental protection standards. o Mitigate and resolve any conflicts that arise on the construction site. Page 2 of 2 o Ensure adherence to Labor Laws and Decent Work principles, maintaining fair and ethical working conditions. - Stakeholder Engagement o Establish and maintain cooperative relationships with Government Officials, Municipalities, community members, and contractors to facilitate smooth work processes. o Assist communities bordering the workplace to participate actively in construction activities, fostering local engagement and support. - Environmental and Social Management Plan (ESMP) o Implement and monitor the ESMP checklist to ensure environmental and social safeguards are maintained throughout the project. - Reporting o Report regularly to the HR Officer/ Field coordinator on all activities, issues, and developments on site. o Ensure that all necessary documentation and reports are completed accurately and submitted on time.
