The position has two main objectives:

  • At the National level, to monitor, manage, and oversee the proper implementation of all Food Security and Livelihoods projects, to support the reporting of the projects and the identification and drafting of new FSL proposals, to organize, follow up, and improve the capacities of the project teams, ensuring that activities are happening to align according to the contractual agreements and the quality standards of Basmeh & Zeitooneh.
  • To support assessing and analyzing the FSL humanitarian context area and support Basmeh and Zeitooneh's response strategy at the national level.

Objective 1: To ensure timely and quality implementation of FSL projects and programs at a country level (34%)

  • In coordination with the FSL technical manager, country director, Programs manager, and M&E Team, design the macro Programme Cycle Management tools, including monitoring, Indicators, Progress Reports, Budget follow-up, and Project Procurement Plans, to ensure quality and timely implementation of the interventions;
  • To prepare and follow up a work plan for each project, in coordination with the project team, and make sure that the program activities are implemented in respect according to the work plan;
  • To ensure the monitoring and evaluation plan of the program is effective and functioning both for direct and indirect results of the projects;
  • To provide guidance to the project teams in weekly planning of activities (input distribution, training, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with the project work plan;
  • To prepare project materials alongside the teams, such as training modules, workshops, etc.
  • To ensure timely procurement of goods and services for the program and accurate, regularly updated, budget follow-up and forecast, in close coordination with the Logistics and finance department;
  • Produce a department Dashboard, including multi-project data on beneficiaries, implementation levels, and project maps;
  • To provide verbal and written reports to direct and functional managers on the agreed frequency.

Objective 2: To contribute and support to FSL whole program and support the implementation of the food security and Livelihoods strategy at the national level (33%)

  • Collect, analyze, and evaluate information on food security and the living conditions of the populations on a frequent basis
  • Identify the needs of the most vulnerable populations at the national level
  • Identify the needs of the vulnerable local population and propose how to meet these needs at a community center level.
  • Actively coordinate with other agencies implementing food security and livelihoods projects
  • Direct involvement in the drafting of both FSL reports to donors and new proposals coordinating the field staff inputs and ensuring that are meeting the quality required
  • Represent Basmeh and Zeitooneh in national working groups meetings in line with B&Z Lebanon Strategy and under the supervision of the country director, programs manager, and Food Security and Livelihoods technical manager.
  • Represent Basmeh & Zeitooneh in food security and livelihoods meetings with national NGOs, national institutions, and international organizations under the guidance of direct and functional managers
  • Deliver a short report (1-2 pages) reflecting the food security and livelihoods situation in the targeted area with proposed solutions every quarter (every 3 months)

Objective 3: Team Management (33%)

  • Mentor and coach the project teams on FSL interventions;
  • Assess the capacity of the team on a regular basis, suggest and conduct training, and propose new recruitments whenever required
  • Ensure the team members are trained properly and performing duties according to the procedures
  • Supervise the project teams (and indirectly supervise the field officers), assign objectives and plans of action, and control the quality of their work on a regular basis
  • Ensure the HR procedures and documentation are implemented and followed (attendance, leave, appraisal, recruitment, disciplinary actions, …)

Objective 4: Support humanitarian and emergency activities of Basmeh & Zeitooneh

  • Support the emergency interventions of the organization as per the employee’s abilities
  • Support any activity that helps to reach our humanitarian goals, as per the employee’s abilities.

Education & Experience:

  • A University Degree or Higher in relevant fields is required.
  • 3-5 of professional experience in humanitarian programming including in livelihoods, protection, and emergency lifesaving response or equivalent combination of NGO sector experiences and education.
  • Grant report and proposal writing experience are essential.
  • Experience in line management is required.
  • Experience in humanitarian training and facilitation – including desirable knowledge of designing and/or adapting curricula relevant to target groups.
  • Commitment to local capacity development and experience in engaging and working with local stakeholders in project design and implementation.
  • Proven ability to work cooperatively with colleagues from other departments in a team environment, and to lead a diverse group of people.
  • Understanding of participatory methodologies for project design, implementation, and evaluation.
  • Good organizational and project management skills.
  • Working understanding of procurement, administration, and finance systems.
  • Demonstrated familiarity with MS Office software (i.e., Word, Excel, and PowerPoint) is required.
  • Show great initiative and be able to work well in a team and independently.
  • Demonstrate knowledge of the Syrian conflict context and understand project needs.
  • Commitment to a high level of confidentiality with sensitive information.
  • Proficiency in Arabic and English language written and spoken is essential. Excellent written English is desired.
