Position Summary

The MEAL Assistant is responsible for all data collection, monitoring, and evaluations of the project(s). She/he will be in regular contact with the project team to monitor the collection of data and ensure accuracy and timeliness. Furthermore, she/he will contribute to activity and donor reports in coordination with the project team and assist the MEAL Manager and Coordinator with other reports as needed.

The MEAL Assistant will be responsible for monitoring activity progress according to project indicators and tracking the implementation of quality improvement measures. The MEAL Assistant will work with the MEAL Manager/Coordinator to design and implement monitoring and evaluation tools that, in coordination with the monitoring activities, aim to ensure that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a timely manner.

S/he will work under the direct supervision of the MEAL Coordinator and in close coordination with the Project Managers, Project Coordinators and Project Officers. This position currently has no supervisory  responsibilities. The incumbent of this position will be based in Beirut and required to work in remote-settings.

 

Roles and Responsibilities

The position holder will more specifically have the following Essential Duties and Responsibilities:

  • Participate in the development of the system for data collection,  data entry and reporting formats and suggest ways to facilitate data collection and flow of data within the teams.
  • Record,  report and analyze data against indicators listed in the Monitoring and Evaluation Plan.
  • Maintain a database to ensure all project outputs and results are accurately recorded and coordinated to inform project staff;
  • Support the programme teams for timely programme implementation and maintain quality of M&E related deliverables. 
  • Support in the facilitation of Reflection Sessions and assist project managers in identifying and synthesizing good practices and lessons learned.
  • Undertake data collection and field monitoring as required to conduct household interviews, phone interviews, pre/post testing, focus group discussions, and community visits
  • Perform field visits as per need to ensure the quality of the data collected by the project and to verify the accuracy of the reported data.
  • Conduct satisfaction FGD with the participants during field visits
  • Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value data for accuracy, consistency and comparability; consolidate operational information as needed to support analysis.
  • In collaboration with the MEAL Coordinator, assist in the ongoing improvement of existing data collection tools based on feedback and/or experience using the tools.
  • Provide activity reports and support the programme team in donors’ reports.
  • Provide full and detailed feedback to the field on reporting problems and solutions. 
  • Provide advice on assessments designed to ensure data quality and manage platforms and tools that support data collection and analysis such as KoBo Toolbox.

Required Profile  

Education

Bachelor’s degree in research methodologies, social sciences, or any related field;

Experience and Qualifications

  • One (1) to two (2) years of work experience in monitoring and evaluation methodologies and reporting with at least one year of experience in the M&E in Peacebuilding programs;
  • At least two (2) years of field-based data collection and analysis experience;
  • Proven experience of using qualitative and quantitative data collection and analysis tools;
  • Knowledge of participatory methods, mixed methods, outcome mapping, and/or impact evaluation techniques;
  • A collaborative working style that enables coaching and training in M&E principles and best-practices;
  • Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants;
  • Knowledge of data software such as KoBo Toolbox, google forms, SPSS;
  • Excellent analytical and report writing skills;
  • A demonstrated commitment to high professional ethical standards and ability to work in diverse workplace environments; and
  • Ability to prioritize, plan and organize workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities.
