MAJOR RESPONSIBILITIES
Coordinate and plan advocacy campaigns with established municipal Youth Committees and lead the establishment of a national youth committee platform comprised of local Youth RESOLVE 2 Youth Committee members
Develop and implement a capacity building plan to ensure that youth committee members both on the municipal and national level are trained and provided with the necessary tool to fulfil their mandates.
Contribute to the consortium’s stakeholder analysis and conduct quarterly context analysis of political developments to feed into the programme accurately.
Develop and ensure execution of advocacy campaign plan(s) with local Youth Committees and national youth platform as per youth-led needs assessments conducted.
Facilitate lessons learnt from advocacy capacity building and advocacy campaigns for programme progress.
Ensure that all resources are developed and campaigns are executed in coordination with and as per standards of the EU.
Ensure that a comprehensive archiving platform is created to record all developed materials.
In liaison with the Communication Coordinator, contribute to the production of communications resources (videos, stories, and photo essays) including social media and press relations that portray the joint efforts of the consortium.
Provide support and content as needed to consortium events.
Lead the coordination of consortium/youth committee efforts in the form of advocacy campaigns and lobbying meetings with ministries and municipality representatives as well as workshops and conferences.
Interacts and networks with other human rights-based NGOs and community organizations and national coalition groups as requested.
Develop and review MoUs with municipalities and other stakeholders relevant to the programme.
Be the focal point on the policy and advocacy component of the programme for all consortium partners.
Design evidence-based advocacy methods such as Citizen Voice in Action (CVA) with youth committees as per youth-led assessments, and train and support youth committees in the implementation.
Ensure Reporting, development of Policy Papers and lead technical consortium working groups
Contribute to consortium’s donor reporting efforts throughout programme implementation.
Develop and coordinate policy papers around youth topics in close collaboration with youth and consortium partners.
Liaise with government entities (local and national) around progress in the form of meetings, workshops, conferences, etc.
Lead consortium’s technical working group on Policy & Advocacy in close collaboration with consortium partners.
Perform other duties as required
Responsible of own security and actively contribute to a positive security culture
Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager
Attend and participate in local and international capacity building events as needed
Attend and participate in spiritual nurture events and other organisational events.
Perform other programme related tasks as required by the External engagement team
KNOWLEDGE, SKILLS AND ABILITIES
Bachelor's degree in public policy, international relations, international affairs
2 to 3 years of experience working in advocacy, public policy, communications or journalism or a related field with NGOs.
Previous experience working with youth groups/committees.
Very strong ability to write, edit, and speak English and Arabic (Previous experience writing, editing and/or publishing articles and taking photos).
Strong facilitation and communication skills.
Experience of coordinating work between different stakeholders and partners.
Experience working/engaging government institutions on both local and national level.
Ability to cope with working in a dynamic and changing environment.
Ability to contribute to developing press releases and content for media.
Ability to engage with media and maintain good media relations.
Strong computer literacy, including ability to work with Microsoft Office and web-based software
Must be able to represent World Vision to major stakeholders and donors in a highly professional manner, in person and in writing.
Cross-cultural sensitivity and understanding of social and political environment.

Experience in managing inter-agency consortia is preferred.
Previous experience in evidence-based advocacy work, particularly community-based.
Previous experience in working with government entities is preferred, particularly the Lebanese Ministry of Social Affairs (MoSA) and the Lebanese Ministry of Interior and Municipalities (MoIM).
Specific experience in working in consortium/partnership context.
Experience in planning and implementing advocacy campaigns, and engaging with various audiences as well as coordinating project with other local NGOs is preferred.
Experience in organizing events with civil society and engaging in public campaigns.
