Organization and Project Background

The World Rehabilitation Fund, Inc. (WRF) is an international humanitarian non-profit organization headquartered in New York with a mission “To enable individuals around the world with functional limitations and participation restrictions achieve community and social integration through physical and socio-economic rehabilitation and advocacy and to prevent disability and reduce disadvantage.”

In Lebanon, the programs of WRF started in the early 1980s with training and material and technical assistance to concerned national (governmental and non-governmental) organizations, academic institutions, professional groups, and community-based rehabilitation institutions.

WRF/Lebanon is implementing a Project titled, “Filling Assistance Gaps in Basic Rehabilitation Services for Refugees from Syria with Disabilities and their Peers in Host Communities in Lebanon”.

WRF is inviting native candidates to apply for the position of “CBR Programs Coordinator” (CBRC) to take charge of the implementation and coordination of the Project’s Community Based Rehabilitation (CBR) programs implemented in partnership with native community based organizations, and their related community advocacy and awareness interventions, and capacity building activities; to ensure the provision of quality assistance and rehabilitation services to persons with disabilities.

Job Purpose

The main role of the CBRC in the Project is to lead, implement and monitor the 6 CBR programs with integrated capacity building plan to ensure provision of quality CBR services to targeted Persons With Disabilities (PWDs). In addition, the CBRC’s role includes the development and implementation of community-based awareness and advocacy interventions.

The CBRC will: (i) Liaise and expand coordination with community partners and CBR teams; (ii) develop a detailed work plan for each CBR program; (iii) coordinate with all CBR teams on identification and referral of potential PWDs in need; (iv) process and deliver assistance approvals; (v) coordinate and supervise the delivery of CBR assistance services with Partner CSOs including CBR Teams; (vi) work with  Project beneficiaries; (vii) maintain a database for CBR beneficiaries and activities; (vii) address beneficiary complaints and deal with challenges, problems, and conflicts;  (viii) keep the Project management informed on achievements and challenges. ; (ix) submit related reports; and (x) track service provision expenditures.

In addition, the CBRC will:  (i) identify capacity building and training needs of partner CSOs and CBR teams; (ii) support in the design, execution and monitoring of training interventions; (iii) proactively provide coaching and mentoring to CBR teams (CBR Workers and CBR assistants); (iv) support in the preparation and implementation of community awareness and advocacy interventions; (v) track training expenditures; and (vi) submit related reports.

Key Tasks

The CBRC will be responsible for the following:

Assessments and Planning:

•             Conducting desk review of available assessments, surveys, and reports on Persons With Disabilities (PWDs) among refugees from Syria and in host communities.

•             Developing the community based operational action plans and interventions based on the Project’s objectives, targets, priorities, selection criteria, referral system, and deliverables.

•             Setting foundations for expansion of related interventions and mobilization of resources accordingly.

Project Implementation (CBR): 

•             Nurturing relations and liaising with community partners.

•             Supporting the upgrading of the CBR programs at Project partners premises in the targeted regions.

•             Upgrading and assisting in the development of the existing CBR referral system with particular attention to reaching the hard-to-reach.

•             Supervising the work of CBR teams closely.

•             Coordinating with CBR teams on the identification and referral of potential beneficiaries.

•             Identifying potential community support partners for coordination and referral of cases that cannot be served by the project (cases in need of surgical interventions, medical supplies, pharmaceuticals, etc.).

•             Undertaking regular field visits to coordinate and supervise the delivery of CBR services.

•             Maintaining a database for CBR beneficiaries and activities.

•             Dealing with problems and conflicts.

•             Maintaining professional ethics and respecting the confidentiality of information and data about beneficiaries and their families.

Project Implementation (Capacity Building):

•             Conducting capacity assessment of CBR partners’ capacity building needs.

•             Planning, executing and monitoring CBR capacity building interventions as needed.

Project implementation (Community-based awareness and advocacy interventions):

•             Identifying community awareness needs.

•             Planning and implementing community-based awareness and advocacy interventions.

•             Leading and assisting in advocacy.

Project Monitoring and Evaluation (M&E):

•             Assisting the M&E team in monitoring field operations and providing timely and relevant information to the M&E team.

•             Reporting regularly and as needed on progress and challenges recommending corrective action whenever needed.

•             Ensuring that CBR interventions are in compliance with requirements set by WRF and PRM

Additional Project related responsibilities:

•             Submitting regular field trip reports on CBR programs.

•             Submitting regular reports on coaching and mentoring services

•             Submitting quarterly reports on CBR Programs activities (including summaries and analyses of the targets and data collected)

•             Documenting and communicating, as appropriate, CBR programs success stories and lessons learned

•             Updating and upgrading CBR related information for the Project Website with attention to all Project objectives and targets.

•             Advocating Project principles and processed

•             Carrying out other duties as needed and requested by the Project senior management and as may be appropriate.

General Tasks

In addition to the above, the CBRC will be responsible for the following:

  • Backing up on a regular basis any work that is done on the computer system or any photos taken during field work.
  • Respecting the confidentiality and specificity of WRF programs and activities with various institutions and professionals.
  • Respecting the administrative procedures of WRF.
  • Maintaining collegial relations with all Project staff within the contact of a team spirit approach and mutual respect.
  • Adhering to the World Rehabilitation Fund Accountability to Affected Populations Policy and Framework.
  • Adhering to the World Rehabilitation Fund Code of Conduct and Safety and Security Plan.


Qualifications and Requirements


  • A university degree in Social Work, Public Health, Sociology, Psychology, Physical Therapy, community development, or any relevant field of social studies.
  • At least seven years relevant working experience.
  • Knowledge of, and identification with, the basic rights and needs of persons with disabilities as stated in the international conventions and local laws and regulations (UN Convention of the Rights of Disabled Persons, Lebanese Law 220/2000, etc.) is an asset.
  • Experience in empowering people with disabilities.
  • Experience in working in emergency and conflict contexts.
  • Ability to provide technical support to partners, CBR teams, and other concerned community counterparts.
  • Ability to work in a volatile security context and to apply strict security rules.
  • Ability to work with partners in a multi-cultural setting.
  • Experience in planning and implementing capacity building, including training and coaching, initiatives. Good training facilitation skills would be an asset.
  • Knowledge about monitoring and evaluation approaches and methodologies.
  • Good verbal and written command of Arabic and English.
  • Strong communication skills, teamwork spirit and ability to establish and maintain positive working relations.
  • Strong networking skills.
  • Good organizational skills.
  • High level of flexibility and strong interpersonal skills.
  • Very good report writing skills.
  • Computer skills in word processing, spreadsheets and power point presentations.
  • Readiness and fitness for frequent travel to different regions in Lebanon with a valid driving license.


  • Experience in programs addressing the needs and rights of Persons With Disabilities using the Community-Based Rehabilitation (CBR) approach.
  • A good knowledge of WHO’s CBR concept and guidelines.
  • Experience in humanitarian and emergency assistance projects.
