Procurement of Sanitizer Stands

1. About Utopia

Utopia is a non-governmental, non-profit, local organization, located in Tripoli, North Lebanon. Utopia is dedicated to abolishing all social discrepancies through specialized projects and programs that rely on voluntary work to acquire social justice among people within the same society regardless of their political or religious beliefs.
To achieve our mission, we invest in the following programs: Community Service, Youth Empowerment, Women Empowerment, Child Development, and Advocacy.

2. About the Project (Youth RESOLVE 2)

Funded by the European Union's (EU) MADAD Trust Fund, the Youth RESOLVE 2 consortium (composed of the Development for People and Nature Association, GAME, Utopia, and World Vision as consortium lead agency) aims to empower youth to contribute to social stability in Lebanon through the establishment of youth committees to foster active participation in decision-making processes and means of advocacy on both local and national levels. In addition, peacebuilding through sports activities will be part of the program. Through its various activities, the action aims to improve the capacity of 151.000 targeted refugees and host communities across Beirut & Mt. Lebanon, North & Central Bekaa, the South, and Tripoli.

3. Objective

UTOPIA would like to purchase Stands for hand sanitizers.

4. Description:

Size: not specified.
Weight: not specified.
Material: steel or stainless steel.
Fixed/ mobile: fixed
Quantity: 400 pieces
Specifications: Stand with a hand-free dispenser for Hand Gel, preferably a foot press dispenser.

5. Qualification:

The supplier must provide proof of the following documents and qualification:

1.Certificate of Business Registration / Commercial Register/ Commercial Certificate
2.VAT registration Certificate
3.Valid Tax compliance/clearance certificate
4.Registration certificate in any specialized e.g. for pharmaceuticals.
5.References /Letter of recommendation from previous Contracts successfully executed
6.Detailed Company profile
7. Provision of a list of 3 references/clients (attach evidence i.e. copies of contract document from client or orders for the last three years that best illustrate your best performance.) if available.
8.Must demonstrate financial capability, with a recommendation from a reputable bank
9.Must submit bids within the specified time frame.

6. About Your Offer:

Your offer shall be prepared in English or Arabic.
Please submit your offer using the Annexes provided. Offers not conforming to the requested formats maybe not taken into consideration.

Your offer shall comprise the following sets of documents:

o 1 document containing the Administrative part of the offer
o 1 document containing the Technical part of the offer
o 1 document containing the Financial part of the offer

6.1. About the administrative part:

The following details shall be provided in the administrative part:

o Certified copy of a certificate of business registration, certificate of incorporation, business license, or similar documents (commercial circular and commercial register) شهادة_تسجيل_شركة + اذاعة_تجارية
o Ownership structure (name of directors of the company/owner/organization chart)
o ID of authorized signatory مفوض بالتوقيع
o Certified copy of tax registration, tax clearance certificate, or similar documents (VAT document)
o Letter from the bank with bank details
o Signed Code of Conduct and Safeguarding Policy (Annex D)
o Supplier Registration form completed and signed (Annex C)
o Any other information considered useful

6.2. About the technical part:

Your technical offer should clearly state whether or not the items you are offering are fully conforming to the item specifications given. Clearly state and disclose any discrepancies with the specifications given. A picture of the item should be attached to the technical part.

The following details shall also be provided in the Technical Part.

o ITB signed and stamped (Annex A)
o Company profile and classification if available
o Any other information considered useful

6.3. About the financial part:

Your separate financial offer must an overall offer in a single currency in USD.

The Financial offer is to be submitted as per the Financial Offer Form (Annex B). Bids that have a different price structure may not be accepted.

You are requested to hold your offer valid for 60 days from the deadline for submission. UTOPIA will make its best effort to select a company within this period.

7. BID EVALUATION:

7.1. Supplier Registration:

The qualified suppliers will be added to the Vendor Database after investigation of suitability based on the submitted Vendor Registration Form and supporting documents. The investigation involves consideration of several factors such as:
• Financial standing,
• Core business,
• Track record,
• Contract capacity.

This will be followed later by performance evaluation as a supplier such as:
• Random/ periodic testing of the supplier's service,
• Ability to respond quickly to Agency's needs,
• Timely delivery,
• Dependability of products and services.

7.2. Technical and Financial evaluation:

All bids from pre-qualified suppliers will be evaluated based on:
• Compliance with the established WVI and UTOPIA specifications
• Unit cost
• Delivery capacity.
