In Lebanon, WFP works to support approximately 2.1 million vulnerable Lebanese and refugees across various activities. 1.6 M vulnerable Lebanese and refugees are assisted with various cash modalities to cover food and other basic needs. In addition WFP also supports half a million Lebanese under the emerengcy response plan using an in-kind modality and is planning to further expand the response and add a multi purpose cash component.
Job Purpose
To provide support to WFP policy and programme planning and implementation as part of the Emergency Response Plan for Lebanese.
Organizational Context
The post is based in Beirut Country Office (CO) and the incumbent is to report to Program Policy Officer Lebanese Response and under the overall supervision of the Head of Emergency Response
Accountabilities:
Within delegated authority and under the direct supervision of Program Policy Officer Lebanese Response, the incumbent will be responsible for the following duties:
- Support the day-to-day implementation of WFP’s general food distributions programme activities in area of responsibility, in coordination with the Field Offices and Country Office team.
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
- Contribute to the preparation of accurate and timely reporting on WFP’s general food distribution’s programme and activities that enable informed decision making and consistency of information presented to stakeholders.
- Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of WFP staff, cooperating partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
- Ensure that the WFP programme cycle incorporates gender and protection analysis, age and sex-disaggregated data, and gender-transformative activities.
- Assist in reviewing and monitoring general food distribution interventions, document lessons learnt, advantages and challenges;
- Assist in establishing and refining Standard Operating Procedures, internal controls and procedures for effective delivery of assistance
- Liaise with Monitoring and Evaluation unit and Communication focal points to analyse feedback from beneficiaries and provide appropriate responses
- Support on the annual, quarterly and monthly country office plans of distributions for the Lebanese response in coordination with other units, the Field Offices, the Supply chain and the, Budget and planning units, and follow up on monthly plans of distributions.

Minimum Qualifications:
Education: Advanced University degree in Political Science, Health/nutrition, agriculture, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.
Experience: At least three (3) years of post-graduate professional experience in implementing humanitarian projects if holding an advanced degree (Master's degree), or five (5) years of post-graduate experience if holding a first university degree (bachelor’s degree) with 1 year experience managing in-kind and CBT projects and medium size teams.
Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is an added advantage.
Desired Experiences for entry into the role:
- Proficient computer skills, including Access, SQL and Excel;
- Has implemented and coordinated humanitarian/development programmes with increased level of responsibility;
- Experience in maintaining corporate system;
- Experience in implementing projects addressing food security of vulnerable population is an advantage; with experience in implementing technical programs, preferably In kind and cash based programmes (i.e. food, nutrition, etc.).
- Has developed effective relationships with partners and explored new areas to scale-up existing activities and researched new opportunities.
- Has developed powerful narratives by using data analysis visualization to enable action-oriented discussions with partners.
- Has prepared briefs to raise resources for operations and collaborated for timely registration, maintenance and update of contributions and forecasts.
- Excellent communication and interpersonal skills;
- Excellent time management skills;
- Self-directed and able to work with limited supervision;
- Highly organized multi-tasker who works well in a fast-paced environment;
- Understanding of humanitarian principles.
