Purpose of consultancy:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. Since UNFPA started working in 1969, the number – and rate – of women dying from complications of pregnancy or childbirth has been halved. Families are smaller and healthier. Young people are more connected and empowered than ever before.

Gender-based violence (GBV) is a profound human rights violation with major social and developmental impacts for survivors of violence, as well as their families, communities and society more broadly. Addressing GBV contributes to achieving the Sustainable Development Goals, namely achieving gender equality and empowering women and girls, reducing poverty, improving health, promoting peaceful and inclusive societies for sustainable development, etc...

UNFPA Lebanon promotes gender equality and women’s empowerment, and the prevention and protection against GBV. It supported the development of the National Women’s Strategy 2011-2021 and its relevant/revised National Action Plans through partnerships with governmental entities and NGOs. In addition, in partnership with the United Nations Economic and Social Commission for Western Asia (ESCWA), UNFPA supported the elaboration of the National Strategy and action plan to Combat Violence against Women and Girls (VAWG) which sets the general framework providing prevention and protection for women and girls against violence of all kinds and forms.

In September 2019, the Government of Lebanon endorsed its first National Action Plan (NAP) on Women, Peace and Security – in the framework of UNSCR 1325 - with support from the United Nations in Lebanon.

The NAP 1325 is a detailed four-year action plan for the period 2019-2022 with specific targets that should be achieved during the duration of the NAP. Due to the COVID-19 crisis, the NAP’s first year workplan has been amended to prioritize interventions related to related assessments and legal reforms.

Lebanon’s NAP includes five strategic priorities under the four pillars of UNSCR 1325. Strategic Priority 3: Prevention and Protection of Women and Girls from GBV consists of a series of interventions discussed and prioritized with a range of stakeholders. One of those interventions consist of updating/consolidating/developing one comprehensive national training curriculum to be adopted for law enforcement, judiciary, social affairs, and health actors for effectively responding to GBV in a coordinated fashion noting that in the past years, there has been several actors supporting the development and delivery of training programmes for the above-mentioned sectors. While this has contributed to intensifying and focusing GBV response as well as widening the reach to survivors, on the other hand, it is assumed that there are some duplicated and overlapping efforts in terms of material, training programmes and participants on the same subject matter. This would result in inefficiency both programmatically and financially.

Based on the above, and since the adoption of the comprehensive national training curriculum remains one of the main priorities to address GBV in the country, UNFPA is recruiting an expert to undertake a Review of GBV/VAW Resources and Training Materials, Guides and Tools (published and unpublished) developed and/or adapted in Lebanon as well as training programmes (including per sector, topics, beneficiaries, etc) delivered.

In addition, the review should also list the different information systems (softwares, records, forms, etc) currently or previously used for monitoring, reporting and documenting cases of GBV. The outcome of this assignment should result in a) identifying and reviewing all GBV related resources available and used at the national and sub-national levels including targets, b) analyzing their gaps, appropriateness, relevance, comprehensiveness, mode of utilization, etc according to the needs of the different target groups, c) analyzing the various targeted beneficiaries recipient of training per sector, and d) suggesting practical recommendations for future development/revision/adaptation of resource/training guides.

Scope of work: (Description of services, activities, or outputs)

The expert will work under the direct supervision UNFPA to carry out the following tasks:

  1. Prepare action plan with timeline of activities to be carried out under this assignment.
  2. Prepare an interview guide for relevant trainers.
  3. In consultation with relevant Governmental and Non-Governmental Organizations (NGOs), academic institutions, UN agencies, and other pertinent entities gather all the GBV resource and training materials, guides and tools developed/adapted in Lebanon (Arabic, French, English) previously and/or currently being used. The compilation should also include the various information systems developed/adapted by different actors for monitoring, reporting and documenting GBV situation including cases and referral mechanisms. This compilation will eventually constitute a comprehensive inventory in GBV resource and training material and guides classified by sector, sub-thematic areas, language, mode of utilization, year of production/adaptation, current status of use, target beneficiaries, etc.
  4. Conduct focus group discussions with selected users and beneficiaries of the various resource/training guides to discuss the utilization, appropriateness, relevance, and gaps of the said material.
  5. Set criteria and standards for reviewing and analyzing the content of the material including information systems through a comparative matrix in terms of their appropriateness (with emphasis on socio-culture and gender), relevance, comprehensiveness, modes of utilization, and gaps among others and based on their initial objective.
  6. Based on the outcome of tasks (1), (2), and (3) above, propose a set of recommendations for future development/adaptation of resource/training guides based on the context, needs, objectives, preference of tools/guides, etc.
  7. Create charts and graphs where necessary to ensure reader friendly information within the report.
  8. Prepare a draft analytical report to be reviewed by UNFPA and finalize report based on input and comments.
  9. Participate in one/more meetings to present/discuss findings/recommendations of the assignment with pertinent stakeholders.

The following deliverables are expected to be provided by the consultant by the end of the assignment in English:

1. A comprehensive descriptive inventory of all resource/training materials, guides and tools on GBV prevention and protection developed/adapted in Lebanon. The inventory should consist of a structured and consistent format for all resources by theme, language, target group, objective, coverage, etc… the exact format to be discussed with the consultant at a later stage.

2. An analytical report with recommendations based on above scope.

3. An executive summary of the analytical report PLUS a Power point presentation (12-15 slides) with major findings and recommendations.
