Organizational Setting and Work Relationships

Ten years into the Syria crisis, Lebanon remains the country hosting the largest number of refugees per capita, with 865,531 registered Syrian refugees as of 30 Dec 2020, and around 20,000 refugees of Iraqi, Sudanese, Ethiopian and other origins, in addition to the Palestine refugees under UNRWA¿s mandate.  There are no formal camps for Syrian refugees in the country, and refugees are living in hundreds of communities and locations across the country. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component. The UNHCR operational response in Lebanon is one of the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. Aside from the country office in the capital city of Beirut, UNHCR has offices in Mt Lebanon, Qobayat, Tripoli, Tyre and Zahle.

The Community Based Protection Associate a member of the Community-Based Protection Unit at UNHCR¿s Field Office in Tyre (FO Tyre), South Lebanon. The incumbent reports to the Associate Community Based Protection Officer under the overall direction of the Protection Officer. In coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Community Based Protection Associate works directly with partners and communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent may have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Community Based Protection Associate is required to spend a substantial percentage of her/his time working outside the office, building and maintaining networks within communities of persons of concern (or remotely as needed due to COVID-19 restrictions). The development and maintenance of constructive relationships with persons of concern that measurably impact and enhance protection planning, programming and results forms the core of the work of the Community Based Protection Associate. The incumbent also supports the designing of a community-based protection strategy by ensuring that it is based on consultation with persons of concern.

In FO Tyre, the incumbent may be responsible for the overall coordination of UNHCR and its partners¿ community mobilization and outreach activities in the Social Development Centers (SDCs) through coordination with the Ministry of Social Affairs (MoSA), as well as managing and coordinating activities implemented by UNHCR¿s partners in the Community Development Centers (CDCs). These activities include awareness sessions, skills trainings, the provision of psychosocial support activities and more. He/she may also be responsible for the coordination and management of UNHCR and partners¿ community mobilization and outreach activities outside of the SDCs/CDCs in South Lebanon, including more than 120 community structures, such as Outreach Volunteers (OVs) and community groups. He/she will regularly conduct focus group discussions (FGDs) as well as coordinate the annual Participatory Assessment to identify key issues affecting their communities as part of UNHCR¿s consultative approach and accountability to persons of concern. He/she will also work closely with the Communications with Communities Unit in the Country Office to ensure refugees are provided with updated and accurate information, while ensuring that UNHCR¿s protection principles are always adhered to. He/she will support inter-sectoral linkages with relevant sectors, including but not limited to legal, child protection, SGBV, livelihoods, education, and health. He/she is also expected to interview and refer refugee cases with protection concerns when and as needed.

This position requires someone with experience in partner management and coordination as well as community mobilization and outreach. He/she should have excellent written and oral communication skills including report writing in English and the ability to exercise diplomacy when communicating information. He/she should be able to work independently with minimal supervision to meet tight deadlines, while always exercising UNHCR¿s Core Values of professionalism, integrity and respect for diversity. Flexibility, adaptability, teamwork, attention to details, and strong organizational skills are also essential for the successful fulfilment of the roles and responsibilities of this position.

Duties
- Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection strategy and operational procedures.
- Through relationships with PoC and network of partners, stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team. Understand the perspectives, capacities, needs and resources of the PoC and advise the protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups.
- Work with host communities to identify opportunities for national civil society involvement in improving the protection of PoC.
- Work with implementing and operational partners as well as with displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to SGBV.
- Assist in the analysis that identifies the capacities of communities of concern and risks they face.
- Support participatory assessments by multifunctional teams and ongoing consultation with PoC.
- Assist in planning and monitoring of programmes and budgets, with an AGD perspective
- Build office capacity for community-based protection through training and establishing systems for community mobilization and participation of PoC.
- Support communities in establishing representation and coordination structures.
- Ensure community understanding of UNHCR's commitment to deliver on accountability and quality assurance in its response.
- Act as an interpreter in exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
- Contribute to the enforcement of participatory AGD sensitive analysis as an essential basis for all of UNHCR¿s work.
- Initiate AGD sensitive interventions at the appropriate level on community-based protection issues and to respond to protection concerns and incidents within the office, with external interlocutors, groups and individuals based on agreed parameters.
- Identify and select which individuals or groups to prioritize for counselling and field visits based on agreed criteria.
- Intervene with authorities on protection.
- Enforce compliance of implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.
- Recommend and prepare payments to individual cases.
- Perform other related duties as required.
