LRPS-2025-9196056 for Second TREF External Audit services

- The audit period is 01 January 2023 to 31 December 2024
- The audit will cover onsite reviews at school and Regional Education Office (REOs)level on sample basis for expenditures incurred at school and REO level for funds transferred during the audit period from UNICEF.
- A 10% sample of public schools that received these funds will be selected for the audit by the auditor based on assessment of risks. The sampled schools will be reviewed and agreed by UNICEF and MEHE during the initial consultation.
- The auditors to cover a minimum of 50% of the expenditures per school and REO during this audit. The sample of expenditures to be selected per school and REO should be expenditures that would enable the audit firm to provide reasonable assurance for providing the audit opinion.
- The scope is limited to the expenses incurred from funds provided by UNICEF.

UNICEF Lebanon would like to tender for the Second TREF External Audit services as stipulated in the LRPS. Hence, I am writing to invite you for Request for Proposal No. (LRPS-2025-9196056)
You are kindly requested to quote your best price and submit your proposal by e-mail ONLY to: lebtender@unicef.org not later than 12:00h, 24 March 2025; otherwise it will be considered invalid.
Proposals should be sent by email ONLY to lebtender@unicef.org in two separate emails not later than 12:00h, 24 March 2025: one email for the technical proposal and one email for the financial proposal.
- Email for technical proposal:
Subject line of the email must indicate: LRPS number- name of your company- technical proposal. The email must include: The technical proposal only without prices.
- Email for price proposal:
Subject line of the email must indicate: LRPS number- name of your company- price proposal. The email must include: The price proposal.
The reference LRPS-2025-9196056 must be shown in the e-mail's subject.
Proposals sent in another manner will be invalid.
