Key Objectives
- Integrate Accountability Mechanisms: Ensure accountability mechanisms are embedded in project design, implementation, and evaluation processes.
- Establish and Manage Feedback Systems: Develop and maintain effective Feedback and Complaint Response Mechanisms (FCRM) to collect, handle, and address complaints across all TDH activities.
- Enhance Data Collection and Reporting Systems: Strengthen and maintain relevant online and offline systems (e.g., ODK, Kobo, ActivityInfo) for data collection, reporting, and analysis in collaboration with MEAL staff.
- Capacity Building in FCRM: Provide training and ongoing technical support to program, MEAL, and field staff on data collection methodologies and tools for FCRM.
- Ensure Data Quality Assurance: Develop and implement an accountability-focused Data Quality Assurance framework to ensure collected data is timely, consistent, precise, and accurate.
- Align Accountability with Organizational Goals: Coordinate closely with the MEAL team and relevant managers to align accountability practices with the organization’s objectives and standards.
Deliverables
- Detailed Work Plan:
A comprehensive work plan outlining key activities, timelines, and milestones for the 25 working days of the consultancy. The work plan should align with the objectives outlined and include specific deliverables for each phase.
- Development of Standard Operating Procedures (SOPs) for FCRM:
Create SOPs for Feedback and Complaint Response Mechanisms based on available TDH documents, ensuring alignment with organizational standards and best practices.
- Comprehensive Accountability Framework:
Develop an accountability framework that integrates feedback and accountability mechanisms into all stages of project cycles, including design, implementation, monitoring, and evaluation. The framework should ensure systematic consideration of beneficiary voices and incorporate clear roles, responsibilities, and timelines for accountability processes. Include provisions for internal accountability to align with HR best practices, such as feedback mechanisms for staff and clear reporting structures.
- Establishment of Proactive and Reactive FCRM Channels:
Develop and operationalize proactive and reactive Feedback and Complaint Response Mechanisms to ensure accessibility and inclusivity for the affected population.
- Established and Functional Feedback and Complaints Handling Mechanisms:
Set up a fully operational and effective system for collecting, processing, and resolving feedback and complaints from the affected population. Ensure the mechanisms are accessible, inclusive, and culturally appropriate, covering both proactive and reactive approaches.
- Reports on Community Feedback and Participation Outcomes:
Generate detailed reports summarizing feedback and complaints received, actions taken, and trends observed. These reports should also include analysis of community participation levels and highlight how beneficiary voices influenced decision-making processes. Include internal accountability insights by tracking staff feedback and integrating their input into decision-making processes.
- Operational Data Collection and Reporting System:
Establish a fully operational system for data collection and reporting, utilizing tools such as ODK, Kobo, and ActivityInfo. Include the development of training materials and user guides for field staff to ensure effective use of the system.
- Documentation of FCRM Database Management Processes and Data Quality Assessments:
Develop comprehensive documentation detailing the management of FCRM databases, including administration, maintenance, security, backup, and data quality assurance processes. Include protocols for regular data checks, cleaning, and validation to ensure consistency, timeliness, and accuracy. Integrate internal accountability by ensuring secure and confidential handling of staff and beneficiary data.
Timeframe and Duration
The consultancy is expected to be completed within 25 working days over a duration of 3-4 months, starting from the date of contract signing.
Qualifications
- Proven experience in establishing accountability and feedback mechanisms, with a strong focus on the NGO sector, particularly in humanitarian or development contexts. This includes experience in designing and operationalizing mechanisms that ensure compliance with donor requirements and sector-specific standards, such as the Core Humanitarian Standard (CHS).
- Excellent facilitation and training skills, particularly in building the capacity of NGO staff and community workers to implement accountability systems effectively.
- Strong knowledge of data collection tools such as ODK, Kobo, and ActivityInfo, as well as their application in monitoring, evaluation, and accountability frameworks within NGOs.
- Expertise in database management and accountability-focused data quality assurance best practices.
