PRESENTATION OF THE ORGANIZATION
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.
DESCRIPTION OF THE POSITION
MISSION
Goal/Purpose :
The Human Resources Manager of the base supports the HR coordinator and reports directly to the field Coordinator of the base in defining and implementing the national HR policy in the selected base and the subbase.
He/she guarantees the correct implementation of HR and SI policy on the mission.
He/she ensures legal and administrative support to all programs and support team in the bases for all HR related matters.
He/she actively participates in implementing training and development programs for national staff.
List of main activities:
Implementation of the national HR policy
•Take part in the development of the national HR policy when requested by the HR coordinator.
•Participate in defining and monitoring the implementation of HR policies in the base and the subbase.
•Evaluate risks linked to changes in social policies and report it to the coordination and the filed Coordinator.
•Propose improvements to employee working conditions.
•Ensure appropriateness and coherence between mission job descriptions and SI standard Job Descriptions.
•Ensure that SI functions Grid is applied on the mission and the recruitment process respected
HR management of nationals
•Ensure that HR procedures are respected at mission level
•Collect the necessary information to monitor changes in the cost of living
•Keep informed of all bills and changes associated with employment law, employment in general, and staff training.
•Ensure that statements and payments are made to the organizations concerned
•Ensure that personnel files are kept up to date and deadlines respected (annual performance reviews, contract amendments…)
•Verify the monthly salaries and payroll processing
•Check updates of databases with personnel related information on the HOMERE software
•Take the necessary steps with the authorities if required (registering personnel, submitting documents...)
Team management
•Assist o conduct HR training sessions for the teams when needed
•Ensure minimum staffing levels for the administrative service during periods of absence (vacation, illness...)
•Supervise annual performance reviews
•Support in the annual training program, supervise its implementation, and monitor its impact
•Participate in implementing staff promotions
•Participate in the implementation of career planning and the management of staff mobility
•Make a list of schools and training programs in the country
Improve recruitment procedures
•Participate in recruitment and selection of the base team, and any additional recruitment as requested
•Ensure relations with employee representatives, by taking part in their meetings
Administrative management of the mission
•Supervise and implement paper and digital filing, as well as ensuring the security of administrative documents
•Check and implement updates of individual personnel files
•Consolidate and update the mission organization chart
•Compile a monthly statistical report for HQ using HOMERE
•Ensure that paper files from the bases are brought back to coordination on a regular basis
Reporting/Communication
•Assist the administrative coordinator with creating operational proposals and with drawing up financial reports
•Establish and maintain relationships with the administrative authorities at a national level

PROFILE FORSAKEN
Studies: Human resources, business, law, psychology or any related field
Experience: 3-5 years
Language: English
IT: Very Good
Qualification: experience in working in NGOs preferably international, English and Arabic are a must, national employment, driving license, experience in Microsoft office and HR software. Ability to work under pressure.
SI WILL OFFER YOU
A salaried post: 2,300 USD as basic salary
Vacation: 1.75 paid leave per month
