CONSULTANCY SERVICES

 

 

Project: Emergency WASH response and coordination for vulnerable populations affected by the conflict in North East Syria, Syrian Arab Republic

Title: Consultancy for the Definition of the transition to CASH based assistance of WASH in kind and direct services.

Reference: AMM WSH 001 AMM 20

 

 

This Expression of Interest solicitation is open to all eligible consultants, in accordance with SOLIDARITES INTERNATIONAL recruitment procedures.

 

The main objective of the consultancy is to identify the prerequisite and minimum requirement enabling shifting from in kind support and direct services to Cash base modalities when being more cost efficient. This consultancy will be targeting the following different cohorts: Internal Displaced people living in formal or informal camps, informal tented settlements, collective shelters as well as host community and residents,

Expected final outcome is to identify the different conditions enabling to implement this transition to Cash based modality while ensuring targeting the most in need and ensuring the minimum quality of the service or assets accessed.

The specific objectives of this evaluation can be defined as follow:

  • To evaluate the feasibility of CASH based modalities for supporting the transition from unsustainable water trucking activities, by taking into consideration also potential opportunities available in the private sector (60% of the time);
  • To investigate on CASH based opportunities for facilitating the transition from kits distribution to cash/voucher modalities (20% of the time);
  • To define minimum operational tools package (resources, assessment, monitoring and evaluation) to support WASH sector partners in the design of cash based interventions in NES for their future programming, on the basis of new alternative modalities identified by the results of the above mentioned points (20% of the time).

 

The consultant or consultancy firm will be recruited by SOLIDARITES INTERNATIONAL for the period defined and agreed with the consultant from the 30 of March 2020 mainly field based in Syria and works under the direct supervision of the WASH Working Group Coordinator for North East Syria.

The consultant might need to get support from local enumerators and translator, this need to be fully mentioned in the proposal submitted.

SOLIDARITES INTERNATIONAL invites consultants to apply for the provision of services as described above. Interested consultants must submit their CV providing information on their capacity and experience showing that they are qualified for the services (documentation, references for similar services, experience in similar assignments, availability of qualified staff, etc.).

Only the profiles send along with a draft methodology on the time needed, the expected daily rates, and the procedures used to collect data and the set up ensuring the achievement of the three different specific objectives.

A short list of 4 consultants will be established after the call for expressions of interest and the consultation will follow the rules and procedures of SOLIDARITES INTERNATIONAL for the use of Consultants. It is noteworthy that the interest shown by a Consultant does not imply any obligation on the part of SOLIDARITES INTERNATIONAL for inclusion in the short list.
